I've read that sonic's -res goes very well with radiation's debuffs

I'm not sure how /Electric will do in PvP. It has good resistances and a nice heal. You'd probably want to go to the PvP section and see what it'd take to build a good resistance base. I'd imagine you'd need a lot of recharge, +hp, and +regeneration bonuses.

Defense sucks in PvP, everyone and their mother has some access to to hit buff powers. You're better off going with around 500% passive regeneration and going for around 60 to 70% recharge bonuses and +hp bonuses. I have a PvP build for my fire/regen in the PvP section that has a lot of good info.

Just to let you all know that when you choose swap ammo you get all three ammunition types, I think...

Coupled with the fact that any serious PvP build has plenty of accuracy and to-hit buffs, and you might as well carry a chunk of styrofoam on your arm for all the good it will do you. It might be an ok fight clubber (melee vs melee) but any ranged character will destroy you.
Elec/Shield is a great farmer though, so it should work good for that.
Note: Don't think you have to farm to play the game. There are plenty of ways to earn stuff without farming. -
Yeah you could do that, you'd just need around 30 to 35% postional defense to melee and range

Shield can be average in PvP I've seen a few in PvP and they weren't all that great. Electric/Shield is great at farming, but for farming I'd rather roll a Fire/Kin. Nothing can even match the efficiency of a Fire/Kin.

You could roll a katana/regeneration slot for a lot of postional defense and recharge and you're golden

If you have Health enhanced by 95% and put all 3 procs in there The Numina's regen component is being enhanced, as is the Regenerative Tissue. However, since you cannot slot Health for endurance modification, the recovery component of the Numina's and Miracle are not being affected at all.
Since you can slot Physical Perfection for both regeneration and recovery it would be the preferred place to put them, because you can enhance all aspects of all 3 procs in that power.
What I would do is this:
Enhance Health to 95% and put the Regenerative Tissue in it. That will give you 48.75% regen boost from the proc rather than the 25% it grants in an unslotted power.
If you put the Numina's and Miracle in Physical Perfection and enhance the regen and recovery both by 80% (which you can do with 2 common level 50 IOs of each) you end up with: 36% regen from the Numina's proc and 54% from the recovery components of both combined.
If you slot the Numina's and Miracle in Health you are only getting the base 30% from the procs. In PP you are getting 54%.
Then add the enhancement of PP itself and you get 72% regen and 76.5% recovery total. That is assuming the Regenerative Tissue is in Health still. All 3 in PP would remove the ability to enhance both by 80% forcing you to decide which is more important.
Putting all 3 in Health nets you: 137.75% regen and 30% recovery (because you can't enhance the recovery procs in Health)
If one of the enhancements in either power is Numina's Heal add 12% for the set bonus to regen. If one of them is Miracle Heal add 2.5% to recovery.
So, for a Willpower character that can access both QR and Stamina I would go with the option of Numina's and Regen Tissue in Health, and the Miracle in PP. For a Shield Defense who only has access to Stamina I would put the Numina's and Miracle in PP. Since you will (presumably) be getting hit less, the regen isn't quite as important, while you need all the recovery you can get to sustain endurance. -

Fire is pretty good but it will take a lot of influence in order to make it really viable. I'd search in the PvP section for a few builds to get an idea of what it takes to make a PvP scrapper.

This build should do fine for +2 x8 but it might run into trouble with +4s, you'd definitely need to rely on inspirations once you're soloing +4x8. Other then that it looks good

Looks like a good build, switch the Miracle Unique into Physical Perfection to increase your recovery.
One suggestion would be to see if you can get Dark Consumption, it looks like your endurance consumption over time will leaving you without endurance, could be wrong though. -

Brutes do about the same level damage as scrappers but only at about 90% fury and have a lot more hit points.
