I could be wrong, but wouldn't you get better results in putting all the procs in physical perfection and more slotting into health and stamina, and if not why, ive been wondering myself, and I am currently lvling a dm/sd, only 32 atm.
Looks like a good build, switch the Miracle Unique into Physical Perfection to increase your recovery.
One suggestion would be to see if you can get Dark Consumption, it looks like your endurance consumption over time will leaving you without endurance, could be wrong though.

Dark/Shield Build Thread
Made a few changes: Changed the Cytos in Manuvers to one Enzyme Exposures and moved the LotG +Recharge from Combat Jumping to Manuevers.
Removed one slot from Combat Jumping and Changed remaining LotG: Def to an Enzyme Exposure. This slot went to Conserve Power.
Put the Miracle +Recovery into Physical Perfection, added a 3rd Perf Shifter for the +25 HP and better recovery.
Moved a slot from Health to True Grit and slotted 4 Numinas for the +25 HP, +6% Heal, and to get True Grit's Heal enh near cap. Added Regen Tissue unique for maximum gain of +Regen.
Took last slot from Health and put it into Conserve Power - this gives it about half uptime, allowing for sustainable endurance. Health just has a Heal IO.
With these changes, you've lost only 3 HP/sec regen and gained enormous amounts of recovery.
The only thing wish I could have figured out a way to do is put a third slot in AD for the extra DDR.

Well, I normally put them as early in a build as possible for when I exempt down. It seems like they make the power they are in stronger, which is something I never realized. I assumed it was purely a global proc and it would be utilized from any power, no matter where.

Also, I wouldn't worry about exemping down that much. I think it's silly. You still have more inspiration slots, more slots in powers than characters at the native level. Set bonuses are pure gravy. How much do you have to stack the deck anyhow? I find it funny when I see a level 50 character who claim they can't function if they exempt down to say level 23 because loss of precious set bonuses. A level 23 hero only has 10 inspiration slots and probably doesn't even have most of their powers with more than 4 slots. This game isn't that hard.
The procs (Numina's, Regenerative Tissue, Miracle) are enhanced by any enhancement you have in the power they're in.
If you have Health enhanced by 95% and put all 3 procs in there The Numina's regen component is being enhanced, as is the Regenerative Tissue. However, since you cannot slot Health for endurance modification, the recovery component of the Numina's and Miracle are not being affected at all.
Since you can slot Physical Perfection for both regeneration and recovery it would be the preferred place to put them, because you can enhance all aspects of all 3 procs in that power.
What I would do is this:
Enhance Health to 95% and put the Regenerative Tissue in it. That will give you 48.75% regen boost from the proc rather than the 25% it grants in an unslotted power.
If you put the Numina's and Miracle in Physical Perfection and enhance the regen and recovery both by 80% (which you can do with 2 common level 50 IOs of each) you end up with: 36% regen from the Numina's proc and 54% from the recovery components of both combined.
If you slot the Numina's and Miracle in Health you are only getting the base 30% from the procs. In PP you are getting 54%.
Then add the enhancement of PP itself and you get 72% regen and 76.5% recovery total. That is assuming the Regenerative Tissue is in Health still. All 3 in PP would remove the ability to enhance both by 80% forcing you to decide which is more important.
Putting all 3 in Health nets you: 137.75% regen and 30% recovery (because you can't enhance the recovery procs in Health)
If one of the enhancements in either power is Numina's Heal add 12% for the set bonus to regen. If one of them is Miracle Heal add 2.5% to recovery.
So, for a Willpower character that can access both QR and Stamina I would go with the option of Numina's and Regen Tissue in Health, and the Miracle in PP. For a Shield Defense who only has access to Stamina I would put the Numina's and Miracle in PP. Since you will (presumably) be getting hit less, the regen isn't quite as important, while you need all the recovery you can get to sustain endurance.

Dark/Shield Build Thread
PP is available at 44, if you plan to exemp often for low/mid level TFs and such put those numina/miracle procs in health or true grit, assuming you took those earlier.
At least, this is how I remember the heal procs work, you have to have the power they are slotted in while exemped in order for them to work.
Here's what I run with currently on my DM/SD, no fitness but with the +recov procs & the amount of recharge Dark Consumption is up in plenty of time. I've never had a problem with endurance and it's great for exemping down.

Thanks for the explanation. I really appreciate answers that not only simply tell me what I am doing wrong but actually explain why. That makes sense and will definetly be changing the way I think about powers now.

You are absolutely right. I have gotten in the habit of putting alot more of my bonuses towards the lower levels. I check and my endurance is actually better than I thought at those levels when exempted. I don't really need the extra endurance then. I need it more at the higher levels when I get more of my other offensive powers. Nice insight.
I have been playing this game on and off for two years and am actually quite happy to have learned some new things. Looking forward to seeing what other ideas I have that could be better. Thanks again all.

I checked it.
I was right. You can get absolutely identical numbers for regen in PP. And you can enhance end mod as well to get more recovery out of it. Here's my data chunk (only the enhancement values of PP are relevant)
What you were seeing was the fact that True Grit is enhanced, while PP is not on your build. Physical Perfection on your build only has the procs in it. With enhancement in PP equal to what you have in True Grit the regen is equal or better. Recovery enhancement works the same way. If you slot PP for end mod it affects the recovery you get from the Numina's and Miracle procs.
Your build has 272% regen. This one has 292% The only advantage your build has is you get the regen bonus exemped all the way down to level 1.

This is the build I have taken as far as I can or want to w/out purples or pvp enhancements. I am a little bummed that I can't quite manage all three def position softcaps. If you have any suggestion to improve this build in anyway please let me know.
