Issue 17 has been in Closed Beta since Feb 26th. It's now finally being put into Open Beta which is the very last step before it goes Live. -

Personally, I don't see the conflict. I could either eliminate a very dangerous target or I could aim for another target even though I knew I couldn't kill it and pray to the RNG that either the -7% ToHit is enough to keep the very dangerous target from hitting me immediately or that the Fear takes effect on it.
Too much guess work. Kill the Sapper. -

There were two "banking" techniques that were introduced.

These were not the same thing.
Personally, I loved 2, but, like most everyone else it seems, HATED 1. Having the camera go all wonky was absolutely terrible. But the tilting into the strafe/turn was kinda nifty. I know I spent a ton of time just flying in circles and laughing at how fun it seemed. -
Pretty sure I only used two transfer tokens:
1) Moved an alt from Virtue to Freedom to run a TF with friends.
2) Moved the alt back to Virtue from Freedom. -

Perhaps I should have said "Does not cost extra money" since it appears "free" is too undefined what with all the rest of the context given.

That's not a very good goal to be aiming for since it pretty much says, "Ha ha, fooled you!" to anyone who bought the pack for Ninja Run. Why bother buying stuff when they just turn around and give better things for free? -

AT Mods are what determines the base effectiveness of a power. Enhancements... well, enhance that.
Let's use an example.
AT1 has a damage mod of 1.0
AT2 has a damage mod of 0.8
Both use a power that has a damage scale of 1.0.
Since 1 DS x 1 DMod = 55.61, this means 1 DS x 0.8 DMod = 44.488
Both enhance the power to the ED cap of 95%.
55.61 x (1.0 + 0.95) = 108.44
44.488 x (1.0 + 0.95) = 86.75
See? Enhancements build upon the foundation that the Damage Mods make. -

Example: Spiders and Widows have the same damage mods. If they both hit you with Brawl, they will do the same damage.
Assuming they're the same level and have identical slottings in Brawl, of course.
EDIT: And another fun number to add in. An AT with a damage mod of 1.0, doing 1 scale damage, will do 55.61 damage at level 50. -
The main difference between Secondary and Primary is, generally, potency.
This isn't because of any change in the power, but because the ATs have different modifiers that apply to those powers.
To look at your example: /Dual Pistols on a Defender compared to Dual Pistols/ on a Blaster.
/Dual Pistols will do less damage than Dual Pistols/. Why?
Because the only AT that gets /Dual Pistols is a Defender. And Defenders have a ranged damage modifier of 0.65 while Blasters have a ranged damage mod of 1.125 (Corruptors also get Dual Pistols/ and their ranged damage mod is 0.75).
Lets look at another example.
Force Fields/ Defender vs /Force Fields Controller.
FF/ wins over /FF. Because of modifiers. I would give the exact mods, but Red Tomax's Attribute Modifier spreadsheet is broken at the moment. But Defenders get a higher Ranged Defense Buff mod while Controllers get a smaller one.
So to reiterate: If you gave two ATs the exact same power set, with no changes made when handing it out, one AT would always do better on some part UNLESS all the relevant mods are identical as well.

There are some, yes. They're most prominently displayed in Sunstorm's 10-15 arc.
EDIT: Actually, I had a write up on them, but I wouldn't want to spoil it too much. It's actually a pretty fun arc if you haven't played it. If you do want more details on them, Paragon Wiki has the mission text and all. -

Only he can stop Doctor Jackstraw, the abnormal drug trafficker. -

I'd say Hero side for me.
I like Blasters and Defenders over Corrs since they feel like they really excel at their one thing as opposed to being (comparatively) meh on both.
I like Peacebringers the best out of all the EATs for being different enough from the base ATs and just for being cool looking.
I like Dominators more than Controllers because I find the Controller style od death by DoT to be dull as hell.
Stalkers are my favorite melee AT since they have a good punch, but still are weak enough defensively to keep things interesting. -

The cottage rule does not mean, "No changes."
What the rule means is, "the base function of a power should not be changed unless absolutely necessary."
Energize? Still has the base function of Conserve Power: The END Discount boost.
Unyielding? Still has the base function of Unyielding Stance: The mez protection.
And to go back to the example that gave the rule its example, would changing Build Up to create a small cottage INSTEAD OF giving a +DMG and +ToHit buff break the rule? Yes.
Would changing Build Up to create a small cottage AND give a +DMG and +ToHit buff break the rule? No. But it's highly unlikely since there doesn't seem to be a need for cottages.
Back to the OP, I'm not sure it's a good idea. It'll certainly bring up an entirely new set of headaches when the Devs even attempt to balance a set.
How would these alt powers be balanced against the rest of the set?
What if someone took all alt powers instead of the standards?
Would it be the same set? -

Because.
Most likely because they want to change it to be less villainous and more heroic before proliferating it to any of the Hero ATs (ala how Empathy was turned into Pain Domination).
Also because they need to make at least 1 entirely new power for it to not be broken for any other AT. -
Not sure what you might want to know. Issue 9... hrm, no real major changes (ala ED or GDN) since then.
