How about the people who were VIP when the announcement was made, but have since dropped to Premium, or will do so soon, and cannot reactivate their accounts? How is that fair to them?

He's American, from Texas, if I recall correctly. He's one of the most respected members of the Victory community, and several of us were heartbroken to hear that the recent events went down while he was on a short hiatus. -
That was part of City of Hero, the Korean release of the game. It was cancelled LONG before the addition of the ability to save costume files. If yours had that ability, it was hacked by someone.
Either way, I'm not surprised that it doesn't work any more, since it loads files form the game, and broke pretty much every time new costume parts were released, since it didn't know how to handle the new data in the files, meaning it constantly needed to be re-hacked, which I think people eventually stopped doing. -
The code as it is right now doesn't allow that.
Modifying the code to allow it would require work from the developers.
Effective immediately (as of Aug 31, 2012), all development has been ceased.
In other words, no matter how easy it may or may not be to do, there's nobody there to do it.
And the devs can't do it on their own time - there's no way that NCSoft would allow the devs to take the code with them. -
Most often, that error appears because you are trying to apply an EU code to an NA account, or vice-versa.

Numerous characters languishing anywhere from 20 to the high 40's.
Why bother powerlevelling them to 50? I can work on them when I'm done with this one.
Several characters with incomplete builds, missing accolades, etc.
I don't need to farm or play the market to get their stuff, I'll just finish them off once I've got the Merits saved up.
Level 50 characters that aren't even Incarnates, let alone level shifted.
I don't need to rush. I'll just do repeatables and slowly build them up.
Event badges missing from my main badger.
Oops. Forgot to get those. Guess I'll grab them next year.
So many things that I wanted to get finished, that I never did, because I wasted time running a task force on my lowbie, sitting BSing in global channels with friends, or playing in the costume creator for hours on end.
Do I regret it? No. I enjoyed every hour "wasted" in this game. I just hate that I never got to finish everything I wanted to do.
Every other game I have ever played, I've played obsessively until I was done everything I wanted to do, gotten bored, and walked away. This is the first time a game has been taken from me.
I'll be here until the end. Maybe I'll finish off a couple of those goals I had for myself, those things that would be finished, if I hadn't wasted my time having fun. But no matter what, I'll be here. -

Now, I've got a bucket list to work on, so stop posting all this mushy bullcrap so I can get back to punching things in the face!

The GSFC proc gives a 5 second boost.
The best place to put it (IMO) is Aim or Build Up (or the fancy BU clones in sets like Titan Weapons and Staff), where even slotted, the recharge will be high enough that you have a capped 90% chance of it proccing, so that you almost always get a "double build up". -

A few points that may help you out:
-The enhancement vendors in The Midnighter's Club, The Rikti War Zone, and Cimerora are accessible to both Heroes and Villains, and sell SOs from level 35-50. These stores sell at the lowest prices, so are usually fairly affordable.
-Any time you (or your team) defeats an Archvillain (or equivalent), you receive a random SO of your origin. The level can be anywhere from 3 levels below your level to 3 levels above, depending on a number of factors. Tasks with lots of AVs can fill your tray quickly - Death From Below, Imperious TF, Ms Liberty (Statesman) TF, Lord Recluse TF, and most Incarnate Trials. In addition, I always seem to walk away from Incarnate Trials with a large pile of SOs of my origin, no matter what we're fighting. I think Incarnate foes may drop SOs that match your origin, but I'm not sure.
-A lot of the people running Incarnate Trials and level 50 TFs have a finished build, so don't need the enhancements that drop. I know that there's a number of people that just throw them on the Auction House dirt cheap so that others can use them. With patience, it's possible to get level 53 SOs for less than the cost of buying DOs from vendors.
-SOs can be purchased with Reward Merits and Mission Architect Tickets. I don't consider the Merit price a very good one, but it's easy to get enough tickets for at least a few SOs in a single mission, and if your difficulty is turned up, you may be able to fill a few trays with SOs off a single mission. -

I certainly hope that they keep doing updates and additions to old enemy groups. Some just look out of place, especially in newer zones and mission maps, as if someone were to use old Goldeneye models in a Counterstrike game.
New models for civilians would be nice. One of the character artists said that they have significantly lower polygon counts and worse textures than players so that they don't use up as many system resources. But they were designed for computers 8+ years ago. Surely they can be improved somewhat?

Trollkin have just barely started to show the effects of Superadyne use. Female models here would definitely be appropriate.
I suspect that this was mostly written to handwave away the limited number of models. Back when the game was new, there were far fewer enemy types in each faction.

Someone asked Positron about it (during a Coffee Talk, I think), and he said it was a good idea, and he'd look into it.
However, other comments from various rednames have said that all the market releases are planned in advance, and are scheduled at least up to the end of the year. Unless there's a VERY good reason, it's unlikely that they'll break that schedule, so even if this is something that's going to happen, don't expect it soon.
And as someone who's earned the badge a few times over, put me down as /signed as well, for both the market item, and the reduced recharge. -

If you remove the monthly stipend from the VIP benefits, we STILL get more for our $15 then we did before. Adding the stipend lets us select some of the extras to get alongside those regular subscription benefits.

As you said earlier (in a part I already clipped out of my quotes. Oops), not everyone is going to agree with you. On this point, I don't. The devs are doing a lot more than they used to. They have a much larger team. Someone has to pay them for that. And before you can multiply $15 by whatever number of subscribers you think they have (because someone will do that) and use that as proof that they're all swimming in Scrooge McDuck's money bin, remember that there's a LOT more to running a business than just wages. Maintaining servers that can run the game is a HUGE expense.

There are currently three ways to work on Incarnate content. Note that the first two require you to go through a contact who will only talk to you if you are Security Level 50. That means that they won't talk to you if you've reached level 50, but haven't trained yet.
1- Mender Ramiel in Ouroboros gives you the first Incarnate Arc. Completing it will give you a decent primer on the Incarnate Story Arc, will unlock your Alpha Slot, and will give you your first Incarnate Shard (a Special salvage used for crafting Alpha Slot Abilities).
2- Dark Astoria. Depending on whether you're Hero or Villain, you'll either have a police officer or a Threatening Note in your contact list. Doing the arc offered by that contact will give you the basics of what's going on in Dark Astoria, and will introduce you to Heather Townshend (the first contact in the Dark Astoria story) and a contact that offers repeatable missions.
No slots will be automatically unlocked by this method, but defeating foes and completing missions will earn you Incarnate XP that will unlock your slots (except Hybrid, though that WILL be unlockable this way after i24's release). Enemies may also drop Incarnate Threads, a Special Salvage similar to Shards, but used for crafting all Incarnate abilities. Also, completing Story Arcs and Repeatable Missions will grant time-gated reward tables that can give a number of items for crafting Incarnate Abilities.
3- Incarnate Trials. These are formed using the same mechanism as the Death From Below trial, but require all players to be level 50 and VIP. They also require larger groups (often 12 or more), but otherwise run similarly to Task Forces. Doing these grants Incarnate XP towards the Alpha, Interface, Judgement, Lore and Destiny slots (except the Magisterium Trial, which requires all the previous slots unlocked as an extra requirement, and grants Advanced Incarnate XP for the Hybrid slot).
Earning badges and completing the trial grants you Incarnate Salvage and Incarnate Merits. In addition, defeating foes and completing certain objectives in some trials will grant Threads.
Issue 24 will be adding at least one new Incarnate Story arc, and new Incarnate Arcs and Trials will be added in future issues as well.

If you're only going to need the alt account occasionally, use Refer a Friend codes on it. The RAF code can be used on any account that hasn't been VIP in the last 90 days. Using the code gets (and subscribing the referred account for at least 30 days) gets the referrer a month of free time (meaning that you pay no extra to subscribe the second account), and the refered account gets 500 points on top of the regular VIP stipend. Once the paid time expires, you can use another referral code on it, as long as you leave the account Premium at least 90 days.
If you REALLY want to take advantage of this, you can create four additional accounts and cycle through them. You'll never have to pay for your main account again, and you'll always have a VIP alt account to dual-box with, for whatever you want to use it for. The only downsides are that you're always paying a month at a time, so you can't just leave your account to auto-renew, and you can't pay for multiple months at once, since you're paying for a different account each month.
Note that you have to be VIP to send out a referral code, so each account has to be referred and subscribed before any free time remaining on the main account expires.
