You spray a concentrated torrent of water at short range toward your target that causes High Cold and Smashing damage as well as reducing your target's movement speed. If you have 2 or less Tidal Power, you will gain a stack of Tidal Power. If you have 3 Tidal Power and you activate this power, it will have an enhanced effect causing Water Jet to cast slightly faster and immediately reset the recharge of Water Jet. Water Jet's enhanced effect can be used once every 15 seconds. Damage: High, Recharge: Moderate
Designer's Comments: Water Jet is a rather unique power. On the surface it can be compared to powers like Fire Blast/Blaze or Radiation Blast/Cosmic Burst, however it some tricks up its sleeve. Should you use this power with 3 Tidal Power it will cast slightly faster and immediately recharge itself. This allows you to cast it back to back and deal extreme damage in a little under 2.5 seconds to anyone foolish enough to get close to you. However, this perk has a small drawback. Water Jet can only be used this way once every 15 seconds. -

Kismet = 6%
Build Up Not Slotted = 15%
Pretty sure that adds up to 32% >_> 10% Higher. -
Let me stop you all here for a moment: You ARE aware Hold and Immo and other such powers for Controller/Dominators NEED to do damage, right? The Single Targets and the AoE Immo at bare minimum.
This is the only way Controllers deal damage outside of pets. And is their main source of damage until APPs. As much as your thematic Net Grenade/Taser/Bola Grenade/Tear Gas will work?
They need to be powers that would logically do damage. Unless you want a razor net, a deadly taser, a deadly bola, or deadly tear gas.
Or, not deadly, I guess, in terms of 'arresting'.
But do keep in mind: These powers need to deal damage, or they're just garbage.
PS: Also, I'd sooner have Throwing Weapons over Another Gun Set. Seriously, we have five of them now. (AR, BR, DP, Thugs, and SoA).
PSS: SoA and Traps characters already do what these power sets do, really. Sure, they aren't pure 'Control Sets', but you can already make your 'Natural/Tech' control-esque character.
The niche is filled already, is all. -
For female models, it also extends from roughly the middle finger/knuckle area.
And really, I'd just be happy with the straight port. Leave the 'poison spine' in place for all I care.
But, the alternative of Forced Widow Claws + Animations in the Widow Slot, and whatever in the other slots, is spiffy too.
I'd always opt for the path of least resistance though. I'd be fine with the silly spine on the few attacks it shows up in.

Tar Patch does have -RES.
Dark's claim to fame is getting capped S/L Resistances very easily, along with other high resistances depending on A/PPP Shields. You can also get 30+ to all defenses easily, which is a basic Soft Cap with -ToHit debuffing.
Dark Affinity is extremely powerful, in the end. For a set like Illusion, you'd still likely want a secondary that provides Recharge for the same of Perma PA. -
There's a simple enough solution for that, although it would require a, hopefully small, amount of work: A secondary animation option that simple hides the extending claw animation of the powers.
I am not sure how difficult it would be to take the Widow claw powers, and simply remove the extending claw. I IMAGINE a lot less effort than giving it entirely new animations.
Basically: "Remove FX" option. No need to give the other claws a unique animation.
That, right there? Would 'simply' need to be removed. Which is fairly easy. Even transfering over Claws:Strike for Widow:Strike, and Claws:Spin for Widows:Spin would be sufficient. Claws: Follow Up for Widow: Lunge.
I think a few more powers might use the Extending Claw animation, and likely they have Claw animations they can use well enough.
And even if it wasn't removed, I could easily swallow 'hidden Widow blades' for specific attacks, like Dart Burst and Poison Dart. -

Open up more Claw Options for Widows! (But especially Mecha! People would RUSH tokens for it!) -

As said above. If a Soldier can fire a grenade out of a retro laser rifle, I think a Widow can shoot a dart out of their laser claws. Or the associating mecha bits from the claws proper.
Why? Because as much as I love Widows, the Widow Claws get boring as sin. And the Mecha Claws are gorgeous.
So, yeah. Just a suggestion. -

My strongest suggestion for you is to establish a 'theme' you all want to follow. Many of the heavier RP-SGs tend to have some themes to them... and many of them also tend to be pretty dark.
I run an RPSG myself, and I may or may not chat you up, depending on your stance of theme, since our theme seems to be "For Fun!" and less "GrimdarkangstTHEWORLDISRUINED" that you're going to see fairly often.
But yes, do the following:
1) Establish the over-arcing theme of the RPSG you desire.
2) Figure out personal character goals, if any.
3) Decide if you're going to be Main Focused, or Heavy Altitis. -
Broadly?
Outliers are Titan Weapons (Scrappers/Brutes), Super Strength (Brutes WITH Fiery Aura and Gloom. Otherwise TW all the way.), Street Justice (Stalkers), and Night Widows.
Top are Street Justice (Scrappers), Dual Blades (Stalkers), and War Mace (Scrappers). And obviously others, but these are all personal analysis.
At this point things begin to merge together a bit more, and various other sets are considered Mid to Top Tier.
Also, Top/Borderline Outlier are /Fire and /Dark Dominators, who function in Melee. Well, /Fire has a Ranged Chain but it does have a bit more OMPH in Melee. -
Most definitely needs a nerf, at least for Bonfire. And Tornado.
Things like Solar Flare and the like are fine, but Bonfire and Tornado need to be unaffected by this IO.
I mention Tornado because, while not AS ludicrous as Bonfire, Fair is Fair. -
It is purchasable! ... for $14.99 a Month.
Considering Hybrid is regarded as one of the 'weaker'/'less desired' of the slot, locking only Hybrid behind some "Free to Play Incarnate" or "One Time Purchase" deal wouldn't be very, well, enthralling.
Otherwise I'd probably expect it to be at least $50, being generous. It's one of the main draws of VIP (Incarnates, Stipend/Transfers/Tokens, and Free to VIP). -

As long as people who make this argument willingly ignore we've gotten a lot more Free for VIP content then we have ever in the past at the same rate, they'll never be happy. They HAVE to ignore this factor to state their case, otherwise it falls to pieces.
But hey, if you're unhappy, we can go back to the full Pay to Play model, and enjoy new power sets once every, oh, year or two?
Definitely superior than, hrm... 8 Power Sets within a year, half which are free to VIPs, with another three coming up?
Yeah. Let's go back to that. -
Fire Control sacrifices a good deal of it's damage (Fire Cages AoE Containment into Fireball ) for a gimmick. Yeah, it's better hard control? But...
... So is Flashfire. Again, it's cute but Fire Control gives up damage for it. Bonfire does good damage, over >45< seconds.
Perspective is needed.
