How to use new AR without Devices
You are correct. Under the current snipe changes the only Blasters with easy Perma-FastSnipe are Devices although /Dark and /Energy can get there with sufficiently high global Recharge.
However (and this is the biggy) we don't know for sure that the Snipe changes will go live as-is. There has been a LOT of complaints about them so the Devs may well decide to change their plans at which point who knows what will happen. Speaking for myself I wouldn't roll a new character based solely on the Snipe changes as they now exist.
To answer your second question the AR/Dev Blaster will have an easier time with FastSnipe. Targeting Drone has a higher base To Hit than Corruptor Farsight and provides a nice chunk of To Hit Debuff Resistance so the Blaster will be able to more easily maintain FastSnipe in the presence of debuffs whereas the Corruptor would only just hit the 22% bar unless they also took Tactics, Powerboost or Focused Accuracy (and only Focused Accuracy has To Hit Debuff Resistance).

We'll see if the Snipe changes go live or no. Blasters need the higher damage, and frankly I don't have a problem with Corruptors / Defenders getting there as well. Corruptors specifically are supposed to deal ranged dps, after all.
*Almost* perma might be "good enough", since the snipe still does have to recharge, so if you can get the downtime to match up you won't have to interrupt your chain.
Even if you have to substitute a different attack in every couple of rounds and then snipe when it comes up, you'll still be doing more damage than you were.
However, without Aim, AR is going to have a tough time of it...

Energy Manipulation is far superior especially with AR. Energy can provide the fast snipes as well, and provide longer cones, and has build up to make the whole shebang work together.
/devices has problems, providing a crazy boost that doesn't address existing problems but completely changes how you play the set ? Somehow I don't think that will work.
The damage seems well liked the fact that cor's and def's leverage the effect better than blasters not so much.

Yeah, testing is needed, no doubt. We already know that something will be done to Time Bomb so let's just be patient - no reason to take the Targetting Drone benefit away or water it down so other sets can do the same thing though.

Making the fast snipe a function only for devices would still mean the snipeless would take a relative performance hit but only when paired with devices.
Edit: And I really really don't want to see the devs overcomplicate themselves to the point where they can't or just don't want to finish fixing blaster problems.
The whole snipe mechanic seems gimmicky. It make sets without a snipe fall behind. It buffs corruptors and defenders more than blasters. It sets up a situation where players who can't make their snipe perma-fast will just complain endlessly until in three issues a new power, IO, or incarnate ability will be added with a ToHit bonus to appease blasters.
It just seems like a bad design to introduce this mechanic to buff blasters when other ATs can easily make it perma and blasters cannot.
Honestly I'd rather have the mechanic make snipe perma when damage bonus hits a certain level so blasters can build up to it with defiance.

Ive looked at the numbers and it seems for AR
without devices or En secondary, blasters have NO WAY of getting to quicksnipe.
Even with tactics, kismet, build up your still short.
Boycott Ncsoft if they close down Coh.
What. No.
Slotted Tactics = 11%
Kismet = 6%
Build Up Not Slotted = 15%
Pretty sure that adds up to 32% >_> 10% Higher.

The problem is, blasters have so little versatility. There's little room for them to leverage powers while a corrupter, dom, and defender can pull off all kinds of stuff. Because of that, any change that makes blasters better is going to be leveraged by the other classes for even greater benefit.
Why not make it so blasters get a massive defiance boost from using a snipe? And/or give snipes a chance to critical based on +accuracy buffs. We'll call it "Head Shot". The more +accuracy the better the chances are for Head Shot and/or the more damage it does. Maybe give blasters an inherently higher chance of doing Head Shots. Head Shots could also increase in frequency and damage when enemies are suffering from -defense debuffs.

They could have just made it where you get extra XP and incarnate XP if you use devices if they wanted to falsify the popularity of devices.
This "improvement" to devices is so corporate it's laughable.

It's interesting that on one hand we hear that devices is too good after this change because it has too easy a time accessing the new shinies, yet on the other hand we're warned that devices sucks after this change because tohit is so easy to get on teams. What I take from all this is that I'm very grateful most of you guys aren't in charge of balancing the game.

The only thing I can say is that *I* won't make any new blasters nor will the current proposed changes make me want to make a new blaster.
Edit: Heck the biggest buff to blasters is the KB to KD proc stuffed in bonfire lol.

No, for the billionth time, this is not a buff for blasters. No you don't need to perma it to use it or to get great effect from it. No it is not unusable without 22% tohit.

Nevermind the fact that every AT can get judgement nukes which recharge in 90 seconds with no crash.
