You can upgrade desktops, swap out malfunctioning components or get a better display.
Laptops you are basically stuck with everything but memory and storage which you can generally upgrade. Also there are still some laptop manufacturers that refuse to embrace generic mobile drivers from nVidia and AMD making circumventing driver issues a problem. Then they have cooling issues. Ones that are powerful enough to play this game with UM turned on aren't really that portable due to relatively short battery life so you may be able to take the system anywhere, that's within reach of a power outlet.
Yea, I'm a little bias.
I melted my laptop... twice. They are handy to have when you travel, but for every day gaming I stick to my desktop. -
I actually took 4 Stalkers through Praetoria, prior to the changes. Rarely had an issue. Granted the easiest way to get through Praetoria is with friends, or the Police Radio, that comes in handy.

I tend to avoid anything that does that, as it could break you base irrevocably.

Also, after placing an item you can then select it, hold down 'Shift' you can move it up and down.
Holding down 'Ctrl' will allow you to move it on the same plane. -
Prior to re-installing CoH and if you haven't already tried it, I would delete the .chksum file in your City of Heroes folder -then- run Repair.

In my entryway, I was working on a two-level scheme, and I used some grey counter blocks as a platform connecting some stair elements.
I was moving some elements around, and now the floating counter blocks cannot be deleted.
If it was some room other than the base entry, I'd delete the room and rebuild fresh, but that's not an option here.
Haven't sent in a support ticket, was curious if anyone else ran into undeletable base items.

Have you tried dragging the block to another room, then tried deleting it? -
It was great seeing the usual faces again as well as new faces at the Summit. All the breakfasts, lunches, and dinners. Had a great time and can't wait for next year.

Friday Dinner: Viva Sol is very tasty, I'd love to go there again.
Saturday breakfast: I've yet to avail myself of the Bacon Waffles.
Saturday Lunch: I can give or take In 'n Out, never found it to be worth the reputation it's earned.
Sunday Breakfast: 6:30am? <.< After possible late night shenanigans Saturday? Is that even possible? ^.^ Put me down for a maybe. Yes, if they do reservations and we can get in at a slightly more reasonable hour. -
