Stimulant is now injection - Ally OR Foe targetable, when targetting a foe gives a to-hit/damage/recharge (IIRC) debuff. Ally is same as stimulant.
Field Medic - can't recall if just having it does it, but allows Aid other and Aid self (as i recall from the description) to not have interrupt. Aid Self gains a +end "dot". Can't recall if those two effects are all the time, but the +25% Strength to heals and -25RES(Heal) is a clicky buff from it.
No change to the res. -

Well, it looks like the intent of the Presence pool are powers that affect mob AI. That fits with the internal name of Presence (Manipulation) and the original effects of the powers (Taunt and Afraid, the old fear). Considering that, a Placate seems like it would fit right in to me.

No. It's healing. Even though they use the same enhancements, they are different effects.

Now if the forums would not require me to log out manually after manually marking a forum read to mark threads read. I also have threads that won't mark as read while browsing when I use tabs.

Then there are "Reward Tokens" for the Paragon Rewards setup (replaced the veteran rewards) - this you should get towards the end of the billing month -

Open your powers window (default is p, you can also open it by hitting "Powers" on your enhancement bar), find it in the list of temporary powers, and right click on it and chops info. That will tell how many uses or how much time is left. Some rare powers might lack that info, most are ones removed by story Arcs.

Let me add that the game will be balanced around IO's in the near future (eg New Snipe), so they will be forced to re-evaluate the perks available to VIPs, Prems, and Free players.
Build Up and Aim (aim without enhancements) can enable the new snipes.
Targeting drone falls just short with three +3 SOs, but for that I'd probably say screw ED and slot a fourth (or work on getting a dual aspect of some kind). And there are inspirations, and tactics. -
IIRC, until you go and bind them to a different command, the numpad (numbers, at least) alias as the non-numpad keys.
