I don't believe forum accounts get deleted, just as game accounts don't. You could get banned, I suppose, but that's a one-way street - once banned, there's no way to get unbanned afterward.
If you insist on getting your account deleted, you could try sending a PM to Zwillinger, but there's no guarantee that will work, and he takes forever to reply, because his Inbox is constantly overflowing.
A better solution would be to just stop visiting the forums. Delete your bookmark if you have one, and pretend they don't exist. If you don't have the willpower to stop, get a net-nanny program and block the forums.
EDIT: Thanks to that glitch that makes the forums get confused about account status, your name was gold before you posted, and white after. :/
If you are Premium, you can't send PMs, so you can't contact Zwill. In this case, your only real recourse is to go to the support site and put in a support ticket making your request. I really don't think anything will be done though.

I don't believe it's possible to get your forum account removed. I can think of several forum members that have been banned and you can still find their forum accounts and old posts.
Posts from JRanger, Shiverwraith, & KittyKrusader for example can still be found using the Search tool.
Edit: Removed a name from my list of examples because I was wrong about his account status.
They may lock it for you but that's a bit extreme. Are you worried about hacking or is this some kind of subtle point about something?

Like I said health and well being. I do not have the self control required to not just log in to do so. Forums accounts are tied to game accounts, so I'm sure anyone can do the math. I do not have the self control to not log in and play. When I should be doing other things. I get so worked up now it's unhealthy. This is not a ploy or joke, but i physically break my possessions, because I get so worked up over things. I need counseling, or some other form of intervention. Locking, and or deleting out my game account, and forums account is actually the best thing that could happen to me.
Now especially that the game is free, it's just that much harder to not log in. I'm not a well spoken person. Sorry if this is all jumbled with emotion or bad grammer.

Judging by your join date and post count, your participation in the forums doesn't involve a lot of posting, which means you don't even really need to be logged in, which means removing/locking/banning/whatever your forum account won't help much.
If you want to remove yourself from the forums, some kind of program that will block the forums for you seems like a better approach. Either way, best of luck.
If you look at my sig you will see that I have gone through the same issues you are going through now. I've made a lot of stupid posts that had just wrong information or idiotic/bad taste comments, I've even had a couple of devs email me telling me why they deleted my posts . I'm sure a few people have me on ignore. I told myself I won't log in anymore a few times in the past but these days I have learned self control and I only post when I am 100% sure about a fact and I am able to now think to myself "this topic does not concern me stay away from it".

Unfortunately, as I said above, nobody who reads this post is going to be able to do anything about it.
Go to the support site (I don't remember the address, but there's a huge "SUPPORT" button on the NCSoft website), and put in a ticket requesting that the account be locked. I really can't think of any other way that you might accomplish your goal.
Failing that, open a text editor and mash your keyboard. Select a string of about 10 chatacters and hit Ctrl+X. Then go to the Reset Password option for the game, and press Ctrl-V into each of the New Password fields. Do the same thing for your security questions and for your Master Account. Once you've finished, select a different block of text and copy that to the clipboard. Now, all your passwords are reset to a random, unknown string, and the only way to recover them involves a LOT of account verification over the phone.
None of this will stop you though. The forums will still be here, albeit read-only. The game will still be free to play, and a new account can be created in a matter of minutes, though installing the client is considerably slower.
If you feel the need to stop, then you need to stop yourself. Getting your account closed without solving your personal issues will just result in you either starting over, or getting just as involved in something else. Controlling yourself will allow you to continue enjoying your favorite passtimes. Cutting yourself off just makes you angry that you can't do something you enjoy.

Hopeling and Klaw, note the comments about forums and game accounts being linked, and about not having the self-control to avoid logging in. It isn't the forums he's trying to break free from, but the game, and he's trying to get his forum account closed, thinking it will take the game account with it. Since many play the game without ever signing up on the forums, I don't know if that'll work, which is why I've given other suggestions.

Uninstall. No temptation to log in if you've got to sit and re-install everything.
There is also an addiction to the game, so When i feel the fix I would try to install th egame again, which I already have done so many times.
Not not too concerned about the forum account, as I am my game account. But having both either removed or locked, will help me out greatly.
It's bad enough I need to walk by a brothers pc while he is playing, and have it there. There is lots of temptation, I just need to not have my accounts anymore, period. It's funny how its such a hard task to achieve. As support seems reluctant to do it.

Ok then. This is not the wrost addiction to have, there are no long term health penalties from the act of playing the game itself. However if you are altering your life to play this game like drinking too many caffiene drinks, sitting for more than 2 hours without taking a break or skipping work etc then that is taking it too far and you should seek assistance. This game is actually one of the safest games to play because it is broken up into separate missions and it doesn't trap you into feeling like you need to stay in teams all day.

I just love how game companies, make it all to easy to sign up and start playing, but the moment you get hooked, and the player themselves actually see's their habits as a problem. They are reluctant, or do not build in the options to do such a task. I hardly believe they do not have the power to remove accounts. I am seeking other means to go about dealing with this problem. Having them removed is just one goal of mine.
I also disagree with your opinion about it being the "not the worst addiction to have" as it is a psychological addiction. Plus it's considered socially acceptable, it seems alot of people see games, as an ok thing to do.

I know haw bad addictions can be believe me. I am struggling with one myself (not games). good luck.
They don't delete accounts, for database reasons as they say, and also probably for business reasons (financial records, etc). However, they definitely can and do ban/lock accounts, which would still accomplish what you want. Perhaps asking for that instead would have better results?
But yes, you need to talk to support about this, not us in the Player Questions forum.
It's not just this game that I am seeking to remove my accounts from. Yes, I do sit at my desk too many hours, I do have health issues such as my wrists, from playing. Plus other anger management issues, the list goes on.

The only one who can do anything about this problem is you. When you're feeling stronger, ask someone in real life to help you step away from the computer. If you don't feel comfortable doing that, get out of your comfort zone and do it anyway.
You also might try Catholic Social Services if you're in the US. They can assist on your ability to pay.

The standard litmus test for when a problem requires professional (or group support) help is answering 'yes' to the following question, "Is the behavior interfering with my happiness or ability to function appropriately in my relationships?" and then 'no' to: "Can I change the behavior on my own?"
If that's the case, get help.
One way to get the help you need is by installing parental control programs on your computer and setting up time limits to programs... and then having a family member or friend set the password so that you can't change it.

You could have someone else in your household log in to your NCSoft account and change the Master Account password and the Game Account password and simply not tell you what the new password is.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.
