Sorry to tell you this but you are incorrect. This is from the EULA, and you've been agreeing to it each and every time you log into the game or onto the forums.

Well, your quote is that you were told: "To maintain the continuity and accuracy of the user database, NCsoft master accounts and game accounts cannot be deleted once created."

I guess you're reading that as, "We can't delete the account or we might mess up the database."
I read it as, "Our policy is not to delete accounts." This gives them the "continuity" of records being permanent and the "accuracy" of having a record of every account ever created.

It's also one of their chosen methods of providing good customer service. Many players have left for one reason or another claiming they'd never return only to come back weeks, months, or years later and happily pick up where they left off.

This was my thought as well. And even deleting the account isn't going to prevent you from reading the forums. It would stop you from posting, but your post count is low enough that that can't be too much of a problem.

And, as has been pointed out by others, forum posts are unlikely to result in any action by Paragon.

Delete all characters. Uninstall game. Remove all billing options. Have someone else change passwords.

Step one provides a strong disincentive to ever return, given the effort needed to recreate all the characters.

Seem to be plenty of good suggestions already on how to help yourself with the situation. Executing any or all of them requires the will on your part to follow through.

Irrelevant, regardless of any reasoning they gave you. Which, incidentally, they were not required to provide. The game, the servers, the account and all the characters on it are theirs, from a purely technical standpoint. That's all in the EULA.

He can also have that third party set up an administrator account on his computer that he doesn't have access to and then use the parental controls to prevent him from using any or all games on his own user account. I think the same can be done for web controls.
