I read it as, "Our policy is not to delete accounts." This gives them the "continuity" of records being permanent and the "accuracy" of having a record of every account ever created.

You could have someone else in your household log in to your NCSoft account and change the Master Account password and the Game Account password and simply not tell you what the new password is.

And, as has been pointed out by others, forum posts are unlikely to result in any action by Paragon.

Delete all characters. Uninstall game. Remove all billing options. Have someone else change passwords.
Step one provides a strong disincentive to ever return, given the effort needed to recreate all the characters.
Seem to be plenty of good suggestions already on how to help yourself with the situation. Executing any or all of them requires the will on your part to follow through.

Obviously, I don't care about NCSoft's forum rules, now.
He can also have that third party set up an administrator account on his computer that he doesn't have access to and then use the parental controls to prevent him from using any or all games on his own user account. I think the same can be done for web controls.
Regardless of what they decide to do, you need to contact support directly.
