To put it another way - if your nieghbor hits your car, comes back later and has your paint on it, if there are other things goig on - robbery, drug bust, etc the Police you pay taxes for WILL back burner you (happened to a friend, 12 hours until someone came by to take photos and that was being done as a favor to the assigned cop by another cop).
If L2 had tried to schedule server maintenance after our forum's had already been announced, theirs would of been moved back. But it was totally unplanned. -

No, I know what you mean, I don't think so - TW and Shield is a resource thing, mainly, combined with aesthetics - none of the others would have a good reason to get "TW-blocked" -
One quick thing to check with, however - if you want to see if a power can be perma, divide it's recharge time by five. Recharge cap is +400%, so if you divide by five and it's still above the duration, it can't be perma.

For the most part, other than certain powersets, the only things that VIPs get that are not unlocked for premium play via the rewards tree (by tier 8 being completed) are :
1 - Epic ATs but you can buy an unlock in the market
2 - Incarnate System is VIP only no IFs/Ands/Buts
3 - Ditto about SG registrar access (Create/pay rent on a base, create an SG). You can have a VIP member pay rent however. Everything else for SGs is open (including base editing unless they change that later) -
So you went and made sure the "Allow Multiple Instances to be Run" box was selected, hit apply/okay, and it won't let you start it up a second time?

Last time they awarded Paragon Points to me was on 14 Oct, now its almost end of Nov and I still don't get any points.... I wonder if the system is so borked that my 400 pts is being forfeited... -

Actually getting to work on Neverwinter Online (upcoming), Champions Online, and Star Trek would really diversify an animator's/artist's portfolio. Even if said games suck (you make your own judgments on that LOLOLOL) it's still good for the artist.

Going to have to re-exile my tank so I can roll a controller on Exalted - got a Dark/Dark Rajani Isa on the other RO servers already (Scrapper, Defender, and Blaster; the blaster is working to join the other two at fifty was we speak). -
When looking in your email window, there are three tabs.
One of course is email. The other two are Account items and Character Items.
Account Items are for the whole account (i.e. all the old veteran rewards such as the powers and vet specs are account rewards)
Character Items are for a single character (i.e. all the new "paragon rewards" that are based off market items are character items and like buying them from the market are claimed once then gone). -

Currently the only attuned items available are the SBEs which also happen to be account bound. I'm sure that they can make items with either one of those attributes removed if they wanted to.

It's moving towards being fixed. My bill date is the 7th, got my October points on the 12th, November on the 9th, so I'm expecting my December points on the 7th.

Same thing, in my view. There isn't an IO in the game that I need so badly that I can't wait an hour or a day or a week to put into my build. My gaming time doesn't get "consumed" with waiting; I just go on with doing my missions/TFs/Trials/whatever while the market system plays itself out. Eventually my buy orders get filled, and eventually I craft the new IOs, and eventually my build gets better by a percent or two. *shrug*
I do have a limit (generally refuse to pay 50+k on a common salvage item any tier) but I also hate holding up the group. -
I also recommend binding the incarnate window to a key (I choose I)
/bind I "toggle Incarnate"
Helps you get to it quicker when looking stuff up.
