Electric's single target immobilize does KB resist to the target.
The AoE Immobilize does not. -

Anti-matter was yet another one of the original Praetorian AVs who was made more evil in GR.
So at the time of the keyes reactor trial, "you have" beat up Battle Maiden, Neuron (who stole Keyes Praetor-ship) and Bobcat, Siege and Night Star, and Marauder.
It's his last chance to prove himself to both Coles, and you are taking the last thing that is "his" away from him. -

But it doesn't. It turns the KB to KD (if there is KB already present), not removes it and simply adds a 20% KD proc (the proc is only for powers without KD already in them, although it may stack chances. If it even currently works).

The person who became Wretch in Praetoria instead joined the PPD (IIRC, could be Syndicate) - one of the arcs in either Nova or Imperial (I want to say Nova) has you dealing with his family.

No change to how they currently handle. The PPM system has no suppression built in - it simply modifies the chance based on recharge values.

Well, the first part I see the poster asking "Does this make the KB KD in a Power?"
The second part asks "Or does this override all other knock in the power and make it a 20% KD chance?"
So, what you described is more the first part (the poewr's original KD chance is still there, it's just the KD mag is lowered to non-KB levels. -

Tis temporary. Pick a different character that has a standard powerset, then switch characters, and that should resolve it. Sometimes the connection to the Market takes a shove to get it to work. -

Another way to look at it is, the last time you ran a hero or villain morality mission, did you get any Merits (reward or alignment)? If so, you can choose alignment merits from SSAs. -

Devian - as far as the IO goes - the "no kb/kd present in the power" effect of proving kd is the only part of the power that is a proc. the KB->KD part is a constant effect for the power.
And you CAN choose your teammates for this - using the turnstile system does not require random teammates.
