I wouldn't call that a guarantee. CO's power customisation was programmed in from the start (and seems to be connected to loot, which may not be the same at all) while this game has to be heavily modified to accomodate it. -
I took my Wolf Spider to Grandville and picked up a jetpack, since I wanted more freedom to try out the AT's different powers.
There's nothing wrong with going travel-power-free in this day and age, especially with all the teleporters and jetpacks we can get. -

Gamestop employees have managed to get a very poor reputation on the internet from many, many personal accounts for various reasons. -
Issue 6 was meant to make the existing game compatible with City of Villains, and so players wouldn't be downloading a massive update that they wouldn't even be able to use if they didn't have the expansion. I assume there will be an issue released alongside Going Rogue that, while separate, will compliment GR.

Hazard zones had become completely obsolete heroside by the time CoV was being developed, so they decided they may as well not bother. Besides, each CoV zone has areas that spawn Hazard-sized mobs anyway, for those who actually used them.
You do have one high-level hazard zone, the co-op Rikti War Zone. -

There is no cow level -
The Shadow Shard is a beautiful zone to look at, but there's a reason nobody goes there. There's no story arcs, the Task Forces are ridiculously long, boring and annoying, the enemies are unfairly difficult, and navigating the place is a living hell if you don't have Flight (and even if you do, it takes ages to get anywhere).
It really, really, really, really, really needs a revamp. Making it co-op would be nice too. -
Just find a good location to street hunt them.
You'll find no shortage of Sorcerors in Talos Island, especially if you rampage up and down Spanky's Boardwalk. As for the mages, the southern end of the Hollows had plenty of them last time I checked (Note that this was pre-revamp).
As for Vanguard Merits, getting in on a single mothership raid will earn you more merits than missions will get you in a week. -
You can transfer inf, in the form of valuable Salvage and such, though SG bins.

I wouldn't say "unworkable", more that the Devs found the game (and the players) easier to control with the more structured AT system.

Not so much 'unworkable' as 'irredeemably broken'. As said, it'd be incredibly easy to make a completely useless gimp or a gamebreaking tankmage.
Champions Online is currently trying a more free-form system, but the restrictions seem to be creeping in. -
Eh, I'd probably be a pretty good superhero. I'd probably end up putting more villains in the asylum rather than the Zig, though.

I've never had the attention span to participate in a real flamewar most of the time. If I did, I'd probably end up arguing with myself.

They just need to remove the AE from Atlas Park. They've already removed all the good farming methods, noobs seem to be happy to throw themselves at 54 bosses and wonder why they die all the time. If they had to actually go somewhere to start farming, at least they'd be getting out more, and it'd quiet the place down.

I've seen just as many heroic ninjas and robots as villainous ones in all media, and plenty of heroic mercenaries, and even heroic thugs, zombies and demons (Hellboy anyone?). There's a lot in this very game. There's hundreds of ways to justify the existing Mastermind pets going hero without changing them at all.

And lots of AE kiddies enter Praetoria looking for those rewards, and wonder why they get killed all the time and they keep getting kicked from teams.

The devs were honestly trying to improve PvP. PvPers responded by leaving. Now they can't even get feedback to fix things.

To be honest, the devs don't seem to be bothering with bases any more. They said that Issue 13 was going to be a major base revamp, and it ended up just lowering some of the prices.
Overall, this game is not a PvP game. The devs tried to improve PvP and given the way the players accepted that, I doubt they're gonna bother with it again. -
I want to make a game with a real branching plot someday. And by that I mean you can play the game twice or more and experience a completely different story with different characters, areas and events.

...hell yes I'd arm 'em, just to see the hilarity that unfolds.
I can imagine it. Wolverine grapples with the curiosity of if he could survive it. The Tick attempts to get rid of it in hilariously inept ways that terrify everyone. Deadpool gets his cowboy hat.
