Background info on Warburg?
You're looking for Marshal Jason Blitz. He's the de facto governor there, and is the one monkeying with the nukes.

So, I was playing around in Warburg this weekend trying to earn some nukes, and I got to wondering about the background on this zone - Where is it? Why is it populated by "rogue" Arachnos personel? What's the deal with that missle anyway?
I went to the wiki page on Warburg, but it doesn't give any background, it just talks about the missions. Did I overlook some ingame information? I have to admit, I didn't read any of the introductory dialogue, so maybe it's my fault, but is there anywhere I can read more about this zone?

I dug this up at the EU site on PvP in Warburg (it may be the text from the Liason introduction since it seems familiar to me from in-game):
Warburg was home to a Council base during the worlds long Cold War. Missile silos were erected, secret weapons were developed in deep underground bunkers, and spies lived in the cold grey towers that dot the islands surface.
The Council was forcibly evicted in the late 1960s by Lord Recluse and their facilities taken over by Arachnos. Scientists and eventually a support economy of civilian workers rose on the surface and slowly began to build homes and businesses.
The underground labs the Council left behind were rechristened the Web, and most of the old missiles destroyed. One large rocket-firing platform at the centre of the island remained, but even it was hidden by the false façade of a building.
Until recently.
Marshal Jason Blitz believed Lord Recluse wasnt acting fast enough in his bid to take over the world. He found it tragic that the Web had developed so many incredible weapons and none of them were being used on the hated heroes!
When Blitz learned he was dying of cancer, he decided to speed things up a bit so that he could live to see the defeat of Paragon City. He murdered Governor Melody Harkness and took over the city with a cadre of troops loyal to him. Soon after, he demolished the false façade on the Warburg Rocket at the centre of his city and started firing warheads armed with various toxins on Paragon City.
Lord Recluse promised the UN he would rectify the situation, but his troops have so far been stalemated by their rivals. (Or so Recluse claims.)
Since the Warburg Weapons are being used on American soil, Longbow has taken it upon themselves - with presidential approval - to intervene in the Rogue Isles and take down Marshal Blitz. Theyve asked for help from Paragon Citys numerous heroes, and theyve begun arriving in force. Recluse has sent minimal troops to the area to stop Blitz, but has instead asked for help from the numerous super-powered villains who dwell on his isles. Most believe Recluse is not only content to let Blitz wreak havoc on Paragon City, but is interested in seeing which villains prove themselves in this Darwinian game of survival.

"Chew Electric Death, Snarling Cur!"

I think it's implied that the whole thing is a gambit by Lord Recluse and the traitors aren't really traitors.
Interesting,I noticed that none of those links give an explanation as to why its a free-for-all zone. I can understand villians having their own motives but it was always weird for heroes to be dangerous to each other. I was always curious if there was an explaination to that in the lore.

Not sure if it's ever down in the lore but the explanation I've heard of is that heros are concerned that other heroes might not have the exact best intentions when weapons as powerful as the warburg missle is concerned.
Sorta like a situation where Batman and Superman are both heroes, but they're both a little weary of the other one's actions.
Originally Bloody Bay was gonna be the free for all (radiation solves everything) but it was changed for one reason or another.
Frost is correct, but I don't think anyone is worried about what Superman would do with a nuke. It's more like, would you give a nuke to Wolverine? The Tick? Deadpool? They're all heroes, but possibly none to be trusted with nuclear weapons.

...hell yes I'd arm 'em, just to see the hilarity that unfolds.
I can imagine it. Wolverine grapples with the curiosity of if he could survive it. The Tick attempts to get rid of it in hilariously inept ways that terrify everyone. Deadpool gets his cowboy hat.

[/ QUOTE ]So every time a hero acquires a nuke they're also launching a toxin/bio/nuclear weapon at their own home town? Sweet!
Makes me think of one of the things Dark Helmet said.

If that's the case then all those "Rogue" Toxic Tarantulas I wasted time fighting should have counted towards the dang badge.
Thanks to Zombie_Man for the links and Katze for the info.'
I'm still kind of confused why heroes are launching the missile though. Unless it's assumed that we are launching an payload-less missle into the sea where it will only cause a small ecological disaster instead of the huge catastrophe it would cause if the villains launched it into Paragon City with its payload intact.

If you read the color text that pops up, you're putting a payload into orbit from where you can call it down on your enemies later.
I think one of the most fun things I ever did with a WB temp was call down a Nuke (the actual explosion one) on a Zombie invasion in GV that was getting the better of the assembled players. It looked cool, turned the tide, and had a very Return of the Living Dead feel to it.

As soon as I can figure out why I can still call Viridian or Unai from there, or access the MA, or zone into our super-group base, I'll get right on finding out why we have time-traveling orbital payloads.

No, no. These are smart bombs.
Imagine you're a CoT minion on patrol and a team of heroes missed you as they infiltrated Oranbega. Your patrol takes you to the entrance of your subterranean lair and BOOM! A missile crashes through the door and whizzes by you. You soon hear a loud explosions and cries of pain echoing deep from the caves below.
You step outside and have a cigarette. "I guess I'll have some cleaning duty later on."

It's been my experience that heroes usually call down the warhead on Grandville, The Deathsta...er Storm Palace, or ancient Rome.
But with all the villains using them on the RSF, Atlas Park should be a smoking crater by now.
