I don't expect praise on my dark/rad fender, nor my storm unless I do something clever. I don't really see the need for such when I'm just doing my job, like every other fender out there. Emps just get it because of the carry over from other online games, so I don't really use them as the standard.
But people do forget, or overlook, what you bring to a PUG. Its easy to do, and happens alot I'm afraid to say. Just last week on a trial, we had a emp fender that did a really good job of being there with his buffs and heals when I needed them. I, of course, being the decent type say to myself "I got to thx him after this battle!"... to which I promptly forgot. But me not saying that didn't lessen what the emp brought to the team. He did a great job, and I'm sure he knew he did a great job, so why worry about some a line or two of praise in chat.
But if you need the praise, then just use the 'fishing' emote. -
I use to be a big fan of putting in procs in all my builds... but not much lately.
Caltrops - In my years of using caltrops, there are really two things I want from it. More recharge to double up on it, and some slows to keep the bad guys from escaping once in. Other then that, I won't waste the slots on it.
Acid Mortar - Unless you have no other place for that slot, I would delete the Lady's Gray Proc. You took acid mortar for its debuff, better to focus on that and let your beam rifle do your damage.
Poison Trap - I use to love the varies hold procs... but really they're only useful in a handful of powers. This is a power I won't waste the slotting of one unless I had the extra slots to burn.
Seeker Drones - Again, focus on that the drones do best and only slot a proc there for either a set bonus or you got some to burn. -

Not even counting Resurrect, cus most folks when straight too the hospital before I could even get in range.
If only I used any of my six attacks from Energy Blast.... we could completed the Keyes Trial just a bit earlier.

Try to keep your build as cheap as possible, because you should be farming for purples with it... not influence, or AE tickets. A SS/FA brute is much better at the last two, so best not waste your time.

I would advise moving a Elec/ troller somewhere down on the list of trollers to play. I created one after waiting a few weeks when they first came out. It was fun playing my elec/rad troller in Gold till I hit my teens, then it got to be a pain due to the low damage. Got fun again in the 30s, but still can drain myself dry of endurance if I'm not watching. You be surprised how easy it is even after draining all the mobs around you.
Now doing mostly ITFs, since I'm in my 40s.... and while I can see the results of me being on the task force team (like my /rad toggles), it doesn't give me the same thrill my ice/kin or fire/storm do. No 'I'm the King of the World' moments with playing my elec/rad, yet I'm sure my teammates do appreciate me being there. -

2nd the dmg proc is ALWAYS better than the dmg IO on purple sets...that dmg IO end up adding about 10% more dmg only after ED.
With FS, a 5 set of arm with the dmg IO gives you an average DPA of 117. With the proc you get an average of...147. Lets not forget that dmg proc keeps working when you are at the dmg cap but the dmg enhancements in your attacks begin to become worthless.
On the issue of procs in toggles, I'm unconvinced but willing to let the matter slide. -
I agree with everything Draggynn and Morganite said.
Chilblain - more slots, more damage!
Gale - Last thing gale needs is range... go with a acc IO.
Block of Ice - Yes, it does good damage but its one of your main single target holds. I would slot it for that (as I did in my ice/kin build) and let Jack beat them to death.
O2 Boost - A total waste for a Numina's set.. go Doc Wounds.
Arctic Air - Needs more endurance reduction!
Frrezing Rain - More recharge, and the A-Heel proc!
Assault - toss it.
Tornado - Reslot it with something far better.... like anything! Because a Tornado pet don't get killed, its duration runs out. Res/Def... crazy talk! This pet is great for AVs, and a few other annoyances in the game. Again the A-Heel proc is good here as well as any decent damage set.
Lighting Storm - This is one of my fav powers in the storm set. While Devastation is a ok set, see if you can find one better. Its worth the extra loving, since this power has saved my life a number of times. When after casting, seeing a mob member running up behind me for the melee smackdown and seeing him get kb by a lightning bolt. -
Take or leave it, but here is my advise;
Blazing Aura - On my build, I have more damage procs in it.
Stealth - Find a better home for that second slot.
Consume - On my build, I went with the taunt set that gives you a recharge set bonus with four. Even slotted that way, I get more then enough endurance to fill my bar when used.
Foot Stomp - Wondering why you took the Armgdn proc over the Armgdn Damage IO? I would think by the numbers, the damage IO would give you overall better damage then a proc. I mean, you can't count on your armgdn proc going off over the smaller but steadier damage numbers the straight-up armgdn damage IO is giving you.
Soul Mastery - I would try something else.... I went with Ice on my Brute, since I went from Gold to Blue. Ice Storm is all good and such, but I would have been better off with the faster recharge of Ball Lightning during my farm runs. -
Last time someone called me a 'healer', I told them I was a 'buffer' who only healed when someone made a mistake.
I will admit, a few times it was my fault cus I missed the Fort or wasn't in the best position for my auras. But most times it was their fault for grabbing too much agg or get sloppy. And that is a problem with a good emp on a team, people start thinking they are Mr. TotalAwesome and start taking crazy risks.
As to a 'Masters of', Keyes or otherwise... the team leader can recruit whatever type of team he or she wishes. I think its a bit short sighted to think just because someone has some of the iPowers, it makes them a better choice over someone that does have experience in that trial. But then, if you're doing a Mo with a PUG, you deserve what you get.
Yet I never kick anyone from my team unless they are actively hurting the team by their actions. A mistake, or a series of them... even not understanding the mission isn't like someone doing some grieving on purpose. Cus once you're kick someone, you're team _is_ down one person.
But if the Team Leader quit, because they got angry because of the mission not going right. That person would get the 'DON'T TEAM WITH- EVER!' in their notes. That is just pure crap, blaming your team for some of your mistakes. Reminds me of when a stone tank in a AE farm kept agg-ing three mobs at a time... they telling us as we died yet again, his last group didn't so we must all be n00b with poorly designed characters. -
Plant/Storm - For that somewhat easier ride up to 50th lvl. Great team support, but also can solo AVs.
Fire/Storm - a little harder to play, has tons of endurance problems but with a little work and some cash... is a awesome toon to play. It's my go-to toon when someone needs help on a task force or trial. Can even farm pretty good, when you're bored or looking to find some purples drops.
If it was my choice... as much as I love my Fire/Storm, I would have to go with a Plant/Storm just because they're so damn useful. -

It may be funnier, but you lose like 29% to your damage because you went for having some fun instead of just doing damage. Knockout Blow is a nice attack, when you're facing something bigger and badder then you. I use it alot in Trials vs the AVs.

No worries... but I have yet to see the 'perfect' Dancer (a term I read once back in a i9 guide about a trifrom - switching or 'dancing' between forms as you fight). Recharge is always a good set bonus to try for, since you got Dwarf to fall back on for defense. I think I remember somewhere that nova gives you the most aoe damage, so you might want to maybe just two slot the first attack nova power for use in the other three. As for Dwarf form, in my 50s, I mostly use it for mez protection and tanking. Be sure to have all three of your heals slotted to at least three or better. That is a huge strength of a PB, having three heals to fall back on.
Here is my current build, which I'm still pretty unhappy about but having many other toons before it I need to fix... I doubt I get to it till later this year.

One 'good' reason not to post a build is to avoid un-wanted/un-needed nerf hammers. If you've figured out a way to push a particular combination into realms of performance (without a perceived 'balancing' drawback) that'll make people jealous you can, inadvertently, cause harm to the combination as a whole by inciting a 'balancing' nerf. If your 'secret-formula' stays with you and doesn't proliferate then there is no need for a global change as your build is an anomaly and not the norm.
There are many other reasons as well but I thought I'd give you at least that one.
And if you don't post them, people won't dump on your beloved build.
Once I posted my fire/storm to help someone out, and all I got was folks pointing out how stupid I was to slot this power that way or how I was missing out on 2% in another. It got a bit annoying, since I liked the build the way it was and was too lazy to respec just for pretty minor improvements. -
I will admit my PB is a bit dusty, yet if someone tell me that what this type of toon... and I will help them with that type of toon. If the OP want a straight dual form, then alot of my choices would be different. His isn't a cheap build, and it did have alot of mistakes (like with Photon Seeker and a pet def proc). While we can debate about Nova and the Fly-proc, I have used it for years on Pos TF to get myself into position above a mob before the team aggs it so I can best place my aoe fire for maximum return. Its a sweet little trick, which I can't automatically assume the OP knows. As for 'Stamina', I knew somewhat about the change but been so busy getting ipowers for my other toons that I haven't gotten back to my PB since i19.
So if OP wants to be a 'Dancer', his human attack chain needs to be just a little better. -
For someone who says they don't have much cash, you sure do have alot of Numina convalescence in your build. Those things are far from cheap. Ok, when possible switch them out for Doc Wounds for the recharge set bonus.
All your human attacks - Find the slots for them, or you're not a tri-form. Having only the one default slot in any human attacks should get you kicked out the Tri-Form club.
Incandescence - I would say at least one more slot on a power that carries over to all your forms.
Hasten - either two (or three) slot.. you want the recharge.
Bright Nova - the Fly -stealth proc works great here.
Photon Seeker - Ok, you do know you got a def proc in a power that spawns three suicide bombers?
White Dwarf - if you plan on being a dwarf alot, put your Pref-Shifter proc there.
Shields - toss all but the first one.
Nova/Dwarf attacks - far, far overslotted for a tri-form. On mine, I think its 3/3/4/4 on nova and 3/4/4/3 on dwarf. Look into Hami IOs in the first two attack powers on Nova, its pricey but worth it. -
Having just gotten my own first SS/FA to 50lvl (and first brute too), here is my suggestions.
Knockout Blow - Drop the KB recipes and go straight melee. While Knockout Blow won't be used often in a AE farm, it does on normal task forces and such. So you don't want any extra knock back from taking place.
Combat Jumping - its best as a mule, so just one slot it with a LoTG globe recharge.
Rage - Just three slot it with recharge, that's all it needs. You got yellows to help with your to-hit.
Consume - Just four slot it with taunt for the recharge set bonus. Endurance wise, mine will get me back to full even slotted that way.
Burn - You, without doubt, want all six slots in that power. This power is amazing with FB, even on the AVs in a BAF.
Tactics - Dump, toss overboard...its not needed! As I said, you will get enough yellow inspr or can convert enough to keep your + to-hit pretty high.
Summon Striker - Personal choice, but one you won't see on a AE farm build. Anyways, you can get a better pet elsewhere. -
I would still advise finding a spot for the Med Pool in your build. Aid Self and PFF works great when things are getting dangerous. It doesn't even require that many slot either, in mine I have the default one in Other and two in Self. About the same green numbers in both with that slotting, and it means I can affort to carry fewer greens in my insp tray.

Wow... someone actually was able to make a melee toon with no set + to recharge.
Ok, my advise.
Havoc - go with five Crushing Impacts. Sure the plus to hits points sounds good but you can do better just getting the Task Force Commander Accolades.
Fire Shield - Ok, Impervium Armor - Psi Res isn't a good choice. Right now, you only got a 7.6 in psi res. Slot something better.
Healing Flames - go five Doc Wounds.
Build-up - go recharge... and if you still want the +to hit, then frank it with recharge/to hit IOs. Not sure if the Build up proc is worth it, since its on a 74 sec recharge.
Thunder Strike - I would just do 6 Obliteration.
Temp Protection - your IO is a r/e/rech.. and a power that doesn't need any recharge.
Tough - toss the Aegis.
Plasma Shield - You do know, Gladiator's Armor is a pvp IO.. and ungodly pricey. If you had those 4 already, best just sell them and keep the cash.
Chain Induction - Just Crushing Impact for the set bonus.
Consume - need recharge and + to acc here.
Weave -IO with recharge again.
Combat Jump - IO with recharge again.
Burn - better just to six slot it with Obliteration for set bonus.
Acrobatics - get rid of it.
Lightning Rod - Obliteration for the set bonus again.
Haste - move it up earlier.
Mu Lighting - more slots.
Elect Fences - I might go with a Immobilize set instead of damage.
Ball Lightning - just go with five Positron's Blast for the recharge.
Health - that is really a horrible way to slot that. Take that Numina's +reg/+rec down there with a Numina's Conval Heal. If you're hard core, you can slot a Miracle + recovery too.
Stamina - same with Health... so just go with Performance Shifter: change for +end proc and two crafted endurance mod IOs.
Ok.. just made the changes, looks like your capped in Ob and Crushing. So switch Thunder Strike to Scirocco's Dervish with the Force Feedback charge for recharge proc. Chain Induction switched to Mako's Bite, and decide what set of Obliteration you can get rid of (Burn or Lightning Rod) but if you can the cash, I would just go Armageddon and maybe move the Force Feedback recharge proc here instead.

And I would second the advise on playing a Plant/Emp troller instead. Plant is a great power, useful both when soloing or in a group. I always happy when I notice a plant on any team I'm on. Even on a Hami Raid, when on the Hami Taunt Team. Spirit Trees are great for keeping the tank alive, while folks are taking care of the rest of Hami's friends.
And folks are right, low levels heals are king...But in the higher levels, its your buffs that keep the team rocking and rolling. On my 50th emp, I'm so busy buffing that its pretty rare for me to use a heal on anyone if you compare to when I was say 12lvl. With the auras going, AB on someone, and everyone Fort-ed.... you shouldn't need to heal the bums.
And with Adrenalin Boost... most folks with a 50lvl have the healing/endurance issues fixed on their toons. But with Adrenalin Boost, you add some more recharge to them... which is always good. So while 5 D/W sound great for the set bonus... its better to just get AB's recharge as low as possible so you can cast ever 90 seconds. -

But on the healing front, I think my 50th Dark/Rad fender does more healing then my 50th Empathy does. I spam the hell out of Twilight for the debuff, while my Empathy just toss out her buffs and everyone is happy.
As for your build... you need more attacks. No really, you need more attacks.
But here is a fast list of problems with that build.
Healing Aura - done right, but I would drop one D/W IO cus the 5% recharge set bonus is at five.
Heal Other - do the same as with Healing Aura.
Absorb Pain - same slotting as with Heals but take it later in your build (like at 34lvl). Most time, I just have it for the high level tanks since they take a mass of healing to get back up.
Regen. Aura - same as your Heals, D/W.
Recovery Aura - 3 slot it with crafted recharge, and two endurance mods.
Fortitude - Everyone has a favor way to slot Fort, but I would just go with a Frankenstein style of differing IOs from varies sets that give you recharge and whatever buff you wish to chase.
Adrenalin Boost - Again like Fort, everyone has they preferred way...me, just put 3 crafted recharge IOs, one crafted Heal and Endurance Mod and call it a day.
Resurrect - Skippable, but if you really want it... I would push it back to somewhere in the 20s.
Hasten - 3 recharge IOs is more then enough. After 3, you're not really gaining enough (its like 2 or 3%) that makes it worth taking a slot.
Toss - Team Teleport (a horrible power when compared to the vet team tp), Invisibility (you get the same with SS and Stealth), Phase (that's a "oh, sh*t!" power and a emp should go down with the ship, or team) and some of the other Power Pool choices. Again, like Grant Invisibility (unless its a mule for a LoTG Globe Recharge). Because if people think being invisibility is important enough, they would have already secured a means themselves.... or hang-out with a Illusion troller.
But if you want to really help the team, go Leadership Pool.
So look around in the forums for other emp builds, and -

I say your best bet would be making dual builds, one for strict farming and another for teaming. If the average cash rate for a ss/fire brute doing AE farms is still about 100 mil a hour, it won't take you long to get enough cash for your second build.
As for harsh... sorry, I tried to tone it down. But with about a dozen threads below about this very subject (not your build, but ss/fire in general), I though you were being lazy not doing your research first. -
While not a expert on brutes, so far both those builds I've seen are pretty crappy. You need to read the "Best Farm Build" a few threads beyond. I believe someone posted a farm brute there that was designed to farm on the cheap (or in other words, use cheaper IO sets).
But here is mine;
Punch - most folks I've seen put a taunt set there for the recharge set bonus.
Blazing Aura - lots put proc there.
Haymaker - KB... really? I mean, really?
Consume - throw a set of taunts there instead.
Rise of the Phoenis - you're in AE, do you really need that? I mean, the hospital is just a hop, skip and a jump away. As for the damage part, do you really plan on dying that often?
Energy Mastary - Of all your choices, that's the best you could find? More endurance... heck you can get that with Cardiac. Its a better choice anyways, since Muscalature Boost is a waste cause you be converting and eating reds all the time anyways. -
I don't have access to Mid's right now since I'm on my ipad, so can't see the numbers.
So if you got Fort and AB that low, then you're fine. But be sure to check the numbers with Incarnate off, just to be sure if you go on a low-level task force or something.
Yet I would still trade in those LoTG for some of those Hami IOs I was taking about. The cost could be near the same (the LoTG set can be pricey), and the + to hit is nice (on mine, its 26% vs the normal 18%).
As for Clear Mind....keep it in your build. Group Invis is fine and all, but if you get stuck on the Hami Taunt Team... the tank is going to be wanting a CM, not be invisible.
As long as you keep Fort up on as many teammates you can, and keep casting AB as fast as it recharges.... people won't complain about your emp-ing. Auras are great and all, but as long as you keep up those two and have clear mind for those that need it... you're job is pretty much done on the emp side. Any more, I use Heal Other more now as a 50lvl then I do Healing Auras. In fact, I mostly use Healing Auras as a top-off after a Heal Other on a team mate.
Yet I will add this, you might want to keep your recharge on Fort to the level you think you can handle it at. With casting time and such, and your other powers... you could be too busy to keep casting it on all seven of your teammates. If you think four mates is more then enough, then back down on your recharge on Fort. -
Since Local got you covered on the Illuison side, I will cover the Emp for you.
Healing Aura - ok
Healing Other - ok
Absorb Pain - Drop for a Illusion power per Local's recommendation.
Maneuver - I think you got that far overslotted for the gains.
Resurrect - Drop it for one of Local's required Illusion powers. If you really think you need a res, get the temp. With all the varies ways to raise a team mate, I don't really think a emp needs to take this power when the build is tight.
Assault - Another power I might drop for a Illusion power.
Fortitude - RECHARGE, RECHARGE, RECHARGE! On my 50 emp fender, I have LotG Globe Recharge, LoTG -D/R, LoTG - E/R and two Membrane Exposure R/D/ToHit IOs.
Clear Mind - ok
Recovery Aura - I might throw another Recharge IO in it, and if you got the slots two End Mods. You could also frankenslot it with end mod/recharge IOs too.
Regeneration Aura - ok
Adrenalin Boost- Again RECHARGE, REACHARGE, RECHARGE! You want AB up as often as possible, not only for the regen/recvry but the plus to recharge it gives. Because its this plus that turns a teammate into a wreaking ball of destruction. So you can either go with 3 recharge IOs, and a Heal, plus End crafted IO. Or got with a frankenslot with some heal/recharge, end/recharges, and round it off with a normal recharge.
