I'd pair it with Katana first. This is not to say Claws can't work or be effective but Divine Avalanche is just that good when paired with Regen. Ideally, i'd shoot for 30% Defense to S/L damage so 1 hit of DA will soft-cap you. After that I'd build towards recharge and then Regen. As Posters mentioned above, Spiritual Alpha was CUSTOM made for regenners.

If Claws and Energy Melee got it on and made kids, Kinetic Melee would be their off-spring. It's a very well rounded set. Give it a run at the very least to see if you like it.

Second, I will mention that in addition to the Regen Debuff Resistance mentioned earlier, there is a change being made to the resistance power that /Regen offers: The resistance is being increased in scale to...I think 1.25 was the number mentioned instead of 1.0. The resistance is also to ALL forms of damage and not just S/L.
So, yes, /Regen is finally being buffed a bit...but small buffs, tiny steps. The devs don't want to tweak it up too far and make it the insane powerhouse I have been informed that it used to be.
Buffing regen slowly, while a touch annoying, is likely the best way to go about it. Personally, I'm glad the powers that be are even giving it a look. -

My I21 rebuilt doesnt have any of the purples or PvP IOs and I'm offically jealous. Glad to see you stuck with Human form tho. I feared we were a dying breed. -
Hi There,
I'm no pro when it comes to WP but from what I've heard and read around these parts you'll want to work towards getting your S/L defense to around 32%, soft-capping e/neg at 45% and then working towards +HP and +regen bonuses. Spiritual Alpha is widely used as the poster above stated for +Recharge and +Healing. Good luck. -
When the Shield set first dropped I think the REPEAT OFFENDERS coalition created a Spartan Themed gang of all BS/Shield Scappers. From what I head about it, they were nigh unstoppable.

I'm anything but organic these days I fear (all those McDonalds coupons!!) but thankfully, no neck beard at this time.
Level 40 is a great time to start IO'ing a toon IMHO. It's late enough in the toons life where it can actually slot all the sets (save purples) and you can kinda grow into your build. I also took everyhing in regen on my Kat/Regen, lotta good stuff there and it's getting a mild buff it seems in Issue 21. Chief among these is a slight -regen resistance in Fast Healing. Nothing is set in stone as far as I know tho so it's subject to change (hopefully they'll buff it a touch). The +50 game, specifcally the Incarnate Trials have critters that apply massive amounts of -Regen.
Fighting Pool is a near "must-have" for any regen build. Tough, combined with Resilence can really take the edge off of S/L strikes and Weave stacks well with any +Def you might have from IOs/CJ/Maneuvers. Also attempt to fit a Steadfast Protection res/+3% Def IO somewhere in your build. If you 30 Hero Merits/72 Emp Merits (incarnate Trial loot) consider investing them in a Shield Wall +3% Def PvP IO. This IO can be bought on the market but sells for 2 Billion +.
Another thing I find helpful on my regen toons is SHADOW MELD from the SOUL patron pool. You'll have to go Villian to gain access to this power but it's like a mini-MoG click power. It's great to get out of hairy situations or absorb alpha strikes. Pretty much anything you'd use MoG for, you'd use Shadow Meld for as well. Should you decide to go villian you can also earn an accolade redside called "Demonic...something or other" I forget the full name nowAnyway, it's a MoG clone click power (albiet with a massive cooldown). Blue side the accolade is called ARCH MAGE. They do the same thing but I find it's easier to earn redside. All told you could have back to back to back get out of jail free cards. Mas effective!

Regen isn't what it used to be. Instant Healing is now a CLICK power on a long recharge. A majority of your passive regen is going to come from Intergration. From the sounds of your post tho, you're looking for info as it relates to SPINES!. The good news there is that Spines is still an epic AoE oriented set. The only clunkers are (and remain) Barb Swipe and Confront. Everything else is quite good.
As far as slotting your spine attacks, it's tough to say what's best. This is further complicated by the pairing of regen. Why? You ask? Well, Spines has a lot of PBAoE attacks and as such, you have some great IOs to choose from. Personally, on my spines/willpower, I attempted to max my s/l defense first, then +HP and finally +regen with IOs.
More specifcally, the sets that offer these types of bonues are OBLITERATIONS (+5% recharge, +Dmg, +3.75 Melee Defense (half this bonus in S/L) and some other goodies. It's a moderately expensive set but still well worth it. Another option is to slot your PBAoEs with 4 from the ERADICATION set. This provides a +HP bonus (I think) and some other bonus benefitial to Regener's. After that 4 I use 2 from Cleaving Strike for another +regen bonus.
Consider down loading MIDS HERO DESIGNER. It's a great tool that allows you to play around and look at different IOs and whatnot. If you take Lunge (and I think you should) you could 5 slot it with Crushing Impact for a nice +HP bonus and +5% recharge or 4 slot it with Kinetic Combats for a delicious 3.75% Defense to S/L.

Very good advice given thus far.
I would agree that Mind/Energy is a solid combo. It's a great solo'er, good teamer (especially on the LRSF) and is perhaps the easiest dom to perma with. If you'd like, I can post you a copy of my build for a template.
If teaming is something you'll be doing for a majority, I would consider going Plant, Earth or Electric Control and pairing it with Thorns, Psi or Fire.

The sleep in Sonic really makes setting up you traps trival. You don't NEED the sleep to be effective but it helps in various situations.

Earthquakes are pretty easy to avoid if you don't go to faultline areas so they don't worry me and if I did go into those area I'd be psychologically prepared.
Tornados too are pretty easy to avoid as well... You can just drive away or go somewhere that won't be effected... they suck, but hardly scary.

Here's my 2centz,,
1. Controllers (specifically */Storm): Control, debuffs AND massive damage in a single delicious slice!? Yes please! I nominated /Storm for the accolade of awesome but it's by no means alone in that dept. Fire/Rad are nearly as epic and I know I'm just going to loves me some Elec/TM when it come out.
2. Dominators: For many of the same reasons I <3 trollers, Doms bring just about everything to a fight (kitchen sink included if you play Gravity). Add mez protection with some IOs and it's GG!
3. SoA Fortunas: I know, I know, I'm a broken record. The Trinity of Control/Damage/Toughness is big in my book. Aren't we all Tankmages @heart?
4. Brutes: When you wanna fly through content, solo a touch or farm some tickets this is my go-to toon. When built right, it will take me through +4/x8 maps like a hot katana through butter (i21 will make this a literal reality).
5. Defenders: Force multipliers! The boon of any team and for good reason. Secretly (or heck, even overtly) knowing your toon turned the tide in a nasty AV fight or Incarnate Trial puts defenders in my top 5.
6. Peacebringers: This argument's legs are a little weaker than my top 5. I mainly RP the dickens out of my PB so it has a special place in my heart. It's also the first toon that made me rich* (*he ran some quick ORO arc back in the day for 32 merits in like 15 minutes). I also love the effects of his powers. More sturdy than most people give them credit for I feel but I'm biased.
7. Corruptors: I wanted to love them and gave them every chance to win my heart. Instead, we're just good friends w/o benefits (save scourge). They're mid-way on my list and it's fitting. If CoX was a Nientendo game, then Corrs would be the red-clad plumber. Go0d all-around power.
8. Tankers: The WOW factor of sturdiness that Tankers once had has been deflated a touch in my book by IOs. Nowadays, I feel as though I can make my scrappers/brutes/defenders/controllers nearly as tough w/o giving up on damage. I run a FA/Ice Melee Tank that I really like but by and large, kinda Meh for me.
9. Scrappers: I...They just aren't for me so much. Taunt Aura would really help these guys. Maybe I'm just a control freak and am needy for mob attention? IDK, good damage and all but can get boring.
10. Blasters: After Fortunas and the Dom Buffs, these guys feel towards the bottom of the pack. I feel like I get more bang for my buck AND better defenses with the afore mentioned ATs.
11. Masterminds: If I wanted 6 unruly kids busting up stuff and not listening to me, I'd sire 6 kids. I'm sure YOU think your adorable brood is perfect but everyone else wishes you'd take them home for the day.
12. Stalkers: Low HP on a toon that typically lives in melee is a risky proposition. Much like kissing your cousin, it can feel good for a bit but the regrets will catch up with you. I'll pass, thx.
13. Warshades: I know they're near uber with mobs and form-changes and so is Batman when he has time to plan. Personally, I don't want take the time to do either.
14. Banes/Crabs/Widows: Not at all shoddy toons but when I want a Stalker/MM/Scrapper I'll play one. -

I hadn't even considered swapping Cardiac for Spirtual after I get Ageless. Godd call on that. The benefit of that attack chain you mention does sound downright evil. -

I currently have the T3 cardiac but no other incarnate slotted. Eventually, I'd like to slot in Reactive/Ageless/Pyro/w/e Lore is a thematic fit for my toon. Farming is really just a side distraction when nothing else is really going down or I can find a weathly player to, um, donate infamy to me for a run or two. So more AoE isn't a big concern of mine at this point. I feel as though I'll get by with Burn/Blazing Aura/Dark Oblit and Shadow Maul. -
Sorry for the lengthy title. I come to you, fellow Bruters, for sage advice, constructive critiquing and honest opinions as it relates to this re-vamp of my very first Brute (and first 50 villian). He currently has a mix-mash of generic IOs and some cheap sets.
I'd like this build to do a little bit of everything. A jack-of-all trades as it were. In game, I run tips missions for V-merits, Task Forces and Trials (including incarnate), ticket farming and Pling for fun/profit and the random PuG. I don't need (and can't really afford) a beast of a build here (hence the lack of purples). I really just want something that I won't faceplant with before RotP can recharge. To sum up all of my desires I guess I'd say, "I don't want to be noticed but I won't be ignored."

Casting my vote for Electric/Time. Time Manip is a touch endurance heavy and only Elec will get you over this hump.

As we in the Dominator community were snubbed from gaining access to the set, what better way to protest the Devs decision to exclude us while at the same time reaping the benefits of the new set.

Reports of Energy Aura's suckage can be over-hyped at times. There aren't any truly horrid Brute armor/defensive sets. What you might want to remember though is that not everyone has the means to sink 10-12 billion influence into a build to tighten up any weak spots like you have here. It could also be argued that if you sank the same amount of cash into another set, say Invuln for example, it would be even better (and likely cheaper). The buffs the set is slated to receive should bring it up to par with the other sets out of the gate and with use of SOs.
