Willpower Slotting
The two main things I see are for health (to max regen) or defense to at least get e/n and possibly f/i as high as possoble as you will be going for typed. Franken-slotting will get best results. Some have even used nerve incarnate to max defense...the nerve of them! spirit is usually the most popular though due to heath/regen. Shouldn't need too much recharge. Sadly, I have no build to offer.

I'm no pro when it comes to WP but from what I've heard and read around these parts you'll want to work towards getting your S/L defense to around 32%, soft-capping e/neg at 45% and then working towards +HP and +regen bonuses. Spiritual Alpha is widely used as the poster above stated for +Recharge and +Healing. Good luck.

This isn't mine, it's fairly old, and you don't really need to go this far unless you feel the need to be unkillable, but here's a template getting you to SL softcap and FCEN near softcap. I would have been softcap prior to the Blessing of the Zephyr nerf. Note that there are still three power picks (this was before inherent fitness) and 14 slots to go, so you can still softcap it if you want, and slot up some other powers. There's magic to being unhittable on top of high hit points, high smashing/lethal resistance, and massive regeneration. Add Spiritual and Rebirth to be even more insane. It's possible that Barrier would be better for the iTrials, but I sort of doubt it after running the numbers on soft-capped Regeneration, and Rebirth is almost certainly better for normal content since you're almost not benefitting from the defense component (might be useful for cascading defense failure).
Edit: Ah, you also asked "why". Well, there's a huge difference between soft-capped defense and anything less than that. At 40%, you're getting hit twice as often. At 30%, four times as often. No practical level of hit points and/or regeneration are going to make up for getting hit two to four times as often. Now, once you're at the soft cap, you have high regeneration already, so on paper you're sitting pretty. But your next weakness is burst damage. Hit points and resistance are the counter to that. Resistance bonuses generally suck, though, so you work on hit points. Spiritual helps here due to High Pain Tolerance, plus the HP set bonuses are easy to get. Recharge CAN be good, even essential. It just depends on what sort of attacks you have, what sort of attack chain you're putting together, and how much you want your AoEs coming back quickly. Spiritual helps here as well. Consider picking up Hasten if you're going for a high recharge chain or want to spam some AoEs.
Edit: I'm not sure if it's practical, but for iTrials I'd be shooting for 46.5% defense instead of 45% defense so that one small purple would put me at the incarnate soft cap. You'll normally be buffed, so you shouldn't need to chug purples, but it's nice to know you're self-sufficient when you need to be.

Energy damage is the third most common damage type in the game and a significant amount of it is pure energy.
If your toon were a tank it would be possible to softcap all types. I've unfortunately never come up with a scrapper or brute build that achieves that feat. I can get 2/3rds of it, or I can get them all in the 30s. Jury's still out on whether its better to softcap a few types or get solid defenses to all.
I concur on the health side of it though (assuming Kractis is talking about Max HP here). A WP scrapper can achieve HP totals in the neighborhood of 2200 without compromising anything else in the build (scrapper HP cap is 2409, so 2200 is damn close)
I don't have a build on hand, but if I find some spare time I can slap something together for you.

Don't worry about Fire/COld defense unless you've got your E/N and S/L needs met. Pure Fire or Cold damage is pretty rare, especially cold. The only pure cold damage attacks I can think of are Frost Breath and the rains. (and the rains you can just move out of )

Get S/L capped first, and get as much E/N as you can. Unless your a tank you might not be able to. If you can't aim for 32.5% (Should be easy enough) as that sets you a purple away. F/C is less common and can be ignored or also brought to 32.5%. Psi is an odd one as few IO sets offer any Psi defense. WP does have a decent about in it though.
Just remember, you should add some recharge in as well as HP bonuses and regen bonuses.

Usually, but not always. All Fire Blast attacks (and the NPC clones of those powers) only check fire defense, even the ones that do smashing damage, such as fireball. Fire melee is a more mixed bunch. |
Fire Blast is a bit more closer to pure fire as only 2 (Inferno and Fireball) have a smashing tag.
This is, of course, ignoring attacks that only computer generated mobs have access to.

In any case, the point is that it's possible on Scrappers. Whether it's worth it or not is another issue, but it's certainly possible.

I don't mind Hover scrapping personally. It's nice to see that you can soft cap Psionic as well. I don't know enough about Kinetic Melee to know if the damage output is good. I assume we're suffering a bit due to low recharge? At least we have lots of attacks to choose from.

Not quite. Fireball has three tags on it, AoE, Fire and Smashing.

Look in game at the detailed information on Fire Ball. Second section, below the Effect Area, it lists Attack Types. These are the defenses the power checks against. You'll note Fire Ball only checks against Fire and AoE. This isn't unusual either, for example, many psi damage powers only check against the Psi tag, not the position of the attack.

Willpower doesn't have an overabundance of defense debuff resistance. If you focus all your slotting chasing the soft cap and either run into something that bypasses your defense or debuffs it into the dirt, you're going to be in a world of hurt because the rest of your build won't be up to snuff to handle those enemies.
I like defense on a Willpower build, but not so much that I'm willing to ignore the other things Willpower is good at to get it.

Let me amend that:

Survival wise, the only thing substandard that I notice on first glance is the Fast Healing slotting, but 65-112 HP/S doesn't seem THAT bad. It has a lot of hit point bonuses taking it to 2300 hit points. It doesn't skimp on resistance. While poorly-slotted, it has Strength of Will, which is often simply skipped. You mention not wanting to rely on something (defense) so easily debuffed, but isn't it better to have it the other 95% of the time? As far as dealing with debuffs, they usually have to hit you to debuff you, which is hard when even your psionic defense is soft-capped. It should therefore be better at dealing with the debuffs than a build that isn't soft-capped, other things being equal. It can and will still happen, of course, but if it's enough of a concern, you could go with Barrier or Ageless. I suspect I'd just go with Rebirth, though, monitor defense, and keep some purples handy.
I'm sure it suffers some for damage output. Low recharge and not picking up an AoE in the epic will take its toll. But I'm not sure that that's what you were referring to as being severely gimped.

I said *I* haven't come up with one I was happy with that softcapped without giving up too much of other things. You seem to have missed that I was referring to builds that I have personally come up with. I can't look at data chunks while at work, so I have no idea what is in those builds that were posted.
I build on a budget, so anything involving purples is either too expensive, or more effort than I feel like investing into a single character. For me, a single purple drop is simply a means to slot 4 or 5 powers with cheaper sets. I'll probably never have a Gladiator's Armor 3% defense, and if I do acquire one, that will fund a couple complete builds for me.
I've gotten everything to around 40%, but the last 5% seems to elude me if I'm trying for all types. I can do S/L/E/N without too many compromises, and I can usually do it by level 35 or so if I try. Fire/Cold and Psionic I have problems with.
But, even not soft-capping the last 3 types, I don't have survivability issues either, so I'm content with what I can do with a Willpower build. My threshold of "good enough" is a lot lower than some of my fellow scrappers. If a build does what I want it to do, I'm generally happy with it.

- Hover and lack of real travel power ; limited in and out of combat maneuverability.
- Very low accuracy ; 75% against +4s even once level shifted while PS isn't up.
- Very low recharge and lack of damage procs ; with a medium/low damage powerset like KM and a no damage secondary like WP, this is likely to hurt more than on higher damage powersets.
Even just one out of three would already be a dealbreaker for me. Ok, possibly not the third one, but the first two for sure.
From a pure survivability point of view, I tend to agree it doesn't make compromises. Resistances and regen is decent, HP is high. Being softcapped to everything is going to make this ridiculously sturdy, and I'd pick Barrier to deal with the vulnerability to defense debuffs / tohit buffs. Insps aren't reliable enough for me since they introduced combat attributes lag a few weeks ago, although I could (should?) learn to work around it by popping insps preemptively rather than reactively.
My problem with these uber survivability builds (and, I suspect, the reason I always give up on my tankers shortly after they hit 50) is the following: what am I going to fight? I have to push up the rep to +4/x8 to be challenged ; at which point living with that low damage, taking an additional hit due to purple patch, really sucks.
Hmmm, I'd failed to notice the accuracy problem. Somehow my base got set back to 75% (I'd had it on 48%). That would probably be a deal breaker for me, because to me the point of a build like this IS to be fighting something like +4x8 all the time, just because you can. But if it's having a hard time hitting, that bothers me much more than the same damage loss from simply not doing much damage in the first place.
Hover doesn't bother me. I thought it would, but I got used to it on a couple toons. Both have a real travel power, though. But I'm used to no travel power builds, so I could live with it. I understand that a lot of people wouldn't want to, though.
Damage... yeah.
It could probably be tuned some more. You might be able to get the accuracy somehow. For instance, slot combat jumping with LotG global, Enzyme and Kismet. Still soft capped and accuracy climbs to 84% at the cost of a few hit points and a little regeneration. It's a start. Maybe you could fit in a travel power somehow. But I doubt you could do much about the damage.

Okay so I've started a Kinetic Melee/Willpower Scrappah.
I actually have a level 50 WP br00t, and another 40-something WP scrappah, but TBH, they are a couple of the rare characters I never spent a ton of time IOing.. because I realized, I have no idea what to slot for, and frankly, never really understood the set very well. Time for that to change.
I'm looking got any insight on what to focus on when slotting a Willpower character, what bonuses are priorities, and why.
