Been trying to trick a couple scrappers and trollers to the raid, heck even tried a tanker and I'd swap to anything else, but no luck so far

Dunno, you see Tough and Weave weak, I see the Phoenix rez as part of the attack chain... sorry, can't think of an appropriate word in English I'm afraid. -
Full teams who enjoy waiting for tank to bring the herd are just plain lazy or don't have a clue how to play the game, and efficiency is not related here, as Carni said, it's about fun. Only in certain situations, very few of them, herding on 5+ teams is justified. Another thing is that due to lack of basic skill, you and your team need the tank to bring foes in a silver tray, but that doesn't make herding good on large teams, just shows up a poor team.
If a scrapper is not making a tanker sweat to arrive first into mobs, then the scrapper is not doing his job properly.- -
Herding in a team of 5+ is plain stupid except in very few particular situations. It's just a waste of time for the whole team while the tanker feels uber at the expense of the team, IOs or not, plus most AoE debuffs can be reapplied easily on next group so can't see a point there either.-

Herding is fine in a team of up to 5 people, more than that and specially in an 8 man team, herders should be kicked immediately for making the rest of the team waste time for no valid reason.

I have it on my Claws/WP scrapper since I needed access to Energy Torrent, he misses more with FA and 1 Acc IO on attacks than with 2 Acc IO's and no FA so I'm keeping it just as a set mule

Ain't it pesky when that happens? My build is a product of trying to softcap MA/Invuln and same thing happened to me, couldn't find any build I liked so swapped to DM. Might try Fire/Invuln sometime, although everytime I see scrappers got Cremate instead of Combustion... gah Castle!

Don't you hate the new Focused Accuracy, it's great on WP because of no endurance issues... and now they go and nerf it. I have it on my claws/WP since I wanted Energy Torrent and although it was more useful choice than Conserve Power, damn I hate it!

Claws/Invuln, nice combination indeed Sir. Being a defense fanatic myself, I've been looking powerste combinations in order to softcap Invuln scrappers to Energy/Negative/Fire/Cold with a minimum of foes into Invincibility range, reducing Invulnerability weaknesses to pretty much Psi dmg and even that can be acceptably addressed in some cases with ranged/AoE def.
This is how I'd do a Claws/Invuln, in case you might get some ideas, although this one softcaps for energy/neg at 5 foes on Inv range and for fire/cold at 8 foes. Can swap Hasten for Maneuvers for extra def, but I wouldn't recommend it, Hasten will allow you double stacking Follow Up easily:

Dunno, if it's for team PvE, I think it's a pity to slot attacks from a Defender for dmg... and leave them partially slotted, but I am heavily biased towards the debuff side on my D3 and I have hims slotted for ToHit Debuff mostly. Also, can't see the point of Blackstar for team defender, the damage is.... pretty much non-existant and can't see the defender dmg contributing much to a team tbh.
I see some things overslotted such as Oppressive Gloom, Howling Twilight and Tar Patch (I find HT and TP most useful if slotted for rchg) and some other things underslotted (Shadow Fall, Dark Embrace, Darkest Night...)
Sorry, can't see how this fits the concept for team PvE on a D3 Defender, for me, it's a case where looking for set bonuses has impaired the efficacy of the powers.- -

Since now you can get a Raptor Pack in Firebase Zulu for 10k influence, it wouldn't harm having one -
I've tried myself to cook a WP build softcapped to smashing/lethal/energy/negative but failed miserably and only managed to softcap energy/lethal.
Fire is probably best primary for AV soloing bar Infernal/Envoy of Shadows, but I can't see WP being of much use against single powerful foes such as AV's, your RttC is almost nullified while if you are going to use Aid Self often, your DPS will probably drop allowing the AV to regenerate, still, softcapped to at least energy/negative would help against some AV's.
This is the best shot I've got to softcapped WP, the lack of self heal though, might make this impossible for AV soloing, dunno:

I can understand the concept and Hasten is great power to have, just uncomfortable on a SR but nothing serious. The only thing I'd change in your build is Flurry and get Midnight Grasp instead, I know you want to do a speedster, but from all the Speed Pool, Flurry is probably the one that fits the speedster concept less, plus bear in mind that you already have Shadow Maul and Sands of Mu.
This is how I'd make a speedster concept, it is of course your choice to go for Flurry or Midnight Grasp, but bear in mind you already have both Shadow Maul and Sands of Mu, the only difference here is that you'd take Flurry (if you prefer it over Midnight Grasp) at level 32, but you can keep it at your original lvl 12 and get Combat Jumping at 32. Note that the 2xrunspeed in Quickness and Swift will make your scrapper faster everywhere and Combat Jumping, besides giving you vertical movement, will also make your scrapper very agile which also fits the speedster concept.
With Dark Consumption and the Accolades, this scrapper should keep hitting for longer than the Duracell bunny, on the downside, we've lost Tactics, I have tried to compensate it with the Kismet Unique. Maneuvers loss is not that important since your scrapper is still softcapped. Also note that Siphon Life is now a high damage attack for Dark Meleers so I've slotted it with damage and heal for the +regen and +HP bonuses:

Hmmm are there two Gemfires? I can spot one GemFire on leader team and another Gemfire on Green team... might be mistaking globals/char names though, I thought I'd mention just in case anyway.

This is the one I'm planning to use when I start on mine which is another upcoming project on queue so might change up my mind, minimal difference on the defence, just above the softcap for Nrg/Neg/Fire/Cold. Siphon Life should bridge well when DP is down and as you, I hope the 24% ranged and AoE def will cover for lack of Psi dmg mitigation.
I tend to take few attacks on my tankers, I think Shadow Maul can do more for a tanker, if not for dmg, for AoE foe attention.
In any case, I think softcapped defence to the most painful damage types for an Invuln (bar psi) should do great, specially Energy, which seems to be the most common besides smashing/lethal, but for smashing/lethal, there's the 90% dmg res.
You might have overdone it on end recovery unless you plan to solo a lot, but for soloing, I'd roll a DM/Inv scrapper instead tbh.-

For what I've heard from PvPers in channels ingame, SR seems almighty nowadays in PvP due to Elusivity, but they all take Elude and skip all form of AoE def.

I'd personally go Darkest Night over Weave, 16% ToHitDebuff and 22% dmg debuff surely beats in my humble opinion the 5-6% defense Weave grants.
