The Lotus Drops - Katana Power
Depends entirely how you slot the rest of the build. If you are already defense capped from other powers (Which I expect you would be) I would go for the purple set, if you aren't then you may need to get some extra +DEF out of this.
I think 4 of the Eradication set, a triple from Sicrocco's Dervish and the purple proc would be the best bet however if you do need the DEF bonus'.

As Princess said, no idea unless I see the rest of your build. My ideal softcapped Kat/Sr would be this one, but I doubt with merits this build can be achieved until sometime in June 2027.

I am making a katana/superreflex scrapper, I wanna softcap it so I want good defence
For Lotus Drops, it is pbaoe, which of these would be best out of these IO Sets

So I would get a little bit of Energy Defence, think the other set bonuses from the other IO Sets are a lot better though

I think that would be good as a lot of enemies use aoe and some blasters will use some aoe attacks in pvp
Melee defence would be awesome for both pvp and pve so Multi Strike would be a good choice
