sharkhead seems to have randomly crashed, nobody can load any toons into that zone atm

i think the sprint powers will not take universal travel sets due to back when BOTZ set bonuses were insane and you could easily get tons of ranged defense with 5 sprint powers 2 slotted with BOTZ
now that the bonuses have been changed, i still doubt that the sprint powers will take universal travel sets for the above mentioned reasons -
no both enhances do exactly what it says, 4 pts of kb protection, it is kind of odd they are worded differently
the only difference is what the enhances can be slotted in -

pretty much all of these type of procs only affect the caster
the only rare case i know of where a proc placed in an aoe power will affect everyone is the panacea heal proc in stuff like triage beacon or spirit tree, the heal ticks that the proc gives work in the aoe so anyone standing in the aoe would get extra heal ticks in addition to the +regen (note, the +end portion of the panacea proc has no effect) -

SufferedAmount = AppliedAmount × (100% TotalResistance)
So the 5% to hit debuff is reduced to a 0.65% to hit debuff against an AV. That means a full stack of four only reduces his to hit an almost negligible 2.6%.
The regen debuff has a similar problem being only 7.8% for a full stack. The reasons most buff/debuff sets have such high -regen debuffs (500% for most) is that they need it to get past AV resistances.
making them unresistable would not be that bad, heck if they made each tier of the interface have more unresistable (like tier 1 0% unresistable, tier 2 25% unresistable, tier 3 50% unresistable, and tier 4 75% unresistable)
doing that would make getting a higher tier a lot more valuable and would actually make poeple consider using other things aside from reactive for the DoT -

AV debuff resistance is usually around 85-87%, and since those interface debuffs are resistable and have a stack limit of 4 from all sources of attacks (which means even a league of 24 poeple cant exceed a stack of 4x diagmagnetic debuffs)
using diamagnetic for our example which is -5% tohit and -15% regen for debuff values, after AV resistance of 87% (which is what lvl 54 AVs have) it reduces each debuff by 65%
so for the -tohit portion of the power, at -5% a normal stack is -20% max, if you using it on an AV or a GM, the -5% gets reduced by 65% to barely 3%, which leaves your max stack at -12% (please let me know if i did the math right)
the thing which makes it at least still semi decent is the fact that the purple patch will not apply to this because interface works similar to an achilles heel proc in the fact that the target applies a power to itself, but thats still 8% less debuff your getting due to resistance
as you mentioned on weaker targets the debuffs dont really matter even if they have the full effect due to dying so fast -
there is only gonna be one VIP server, i think the OP just has some wording to make it sound like there might be more than one

That Elec/Ice Dom of mine..she needs levels bad and is too weak to get them on her own.She got out of Praetoria just fine..and did well from 20-24 but once she got to level 25..oh meee. the critters in Croatoa think she is a tasty bit of snackfood.

if you are looking for regen debuff, then longbow are the only real option, the cataphract has a really short charge attack which has a 30% chance for 30 second -500% regen debuff
in tests done it can maintain -500% to -2000% regen on a target allowing the longbow to effectively solo rikti pylons
the pure dmg method can work too, but only when the dmg is effective, fighting something extremely resistant to lethal dmg would negate cimerorans or tier 9s such as unstoppable, this is where -regen would beat it out and has an advantage -
i too am glad that they at least let us know now instead of friday or saturday and then they dont say anything till rage on the forums
granted they are getting near the same rage posting it almost a week in advance
i never really make plans for 2xp weekends, actually didnt even really participate in the last one cause i was kinda burned out lol -
the mention of proximity bombs is kind of unsettling to me, i just have a gut feeling that there is gonna be a badge related to not tripping or getting hit with any prxomity bombs (not getting hit would be easier of course since you could destroy from range), not tripping them however would be awful awful badge
i really hope that i am wrong though and there wont be a badge relating to them -

tried fire control on a dom and disliked it, and mind control on a perma dom is just awesome lol
man that actually gives me an idea for fire/cold troller, but ive already done cold dom twice and i dont like repeating powersets much lol -
i might try to finish off a few toons which are in the mid 40s atm so i can start slotting them/putting them through the incarnate intro

i seriously hope that the underground trial is better than the keyes trial -
news from comic con suggests that they do have something planned for bases but its not gonna be in i21 (other than those comments they are always mentioning they cannot comment at this time)
i believe they do have stuff in the works, but we are unlikely to see it till i22 or later -

The thing with Sleep power is that if the target is slept, you are not going to attack him continuously anyway so any of the procs don't really matter that much.
i think most if not all AoE sleeps dont do any dmg to begin with so the proc would not even go off -

Shards don't drop enough even soloing x8 for that to be a big factor to me. I would just do a TF/Trial instead. Purples also drop rare enough I don't think of it as a factor. You will easily on average generate more influ via ticket reward rolls that purple drops.
I also use tickets to counter the overpriced nature of salvage and have already unlocked all of the level 25-30 recipe crafting badges so I have my salvage slots maxed out. I'll work on the 45-50 badges so I max out recipes slots as well. If any of my characters need a common IO crafted, I simply have my ticket generators do it and then e-mail it.
I look at it this way. I can make a character who has the ability to generate 7.5K tickets with nothing else in under an hour. To me I would much rather have that than playing a character who gets a level 43 Sleep IO recipe, or another Gabriel's Hammer, or whatever that is.
when im PLing friends i can usually avg 1-4 shards per run of a liberate tv map, purples are much less common than that, but they are ridiculously overpriced on the market and thus i rather have a chance for drop -

i was merely saying that freebies arent gonna be blocked 100% from the ae buildings, but they cant get anything from the mishs, no xp, no inf, no tickets, which is even less than we can normally get lol -
i dont think you could make 1 bind or macro for toggling like that
you could however just make 2 macro buttons one to toggle to see everything and one to toggle to normal, it would save keys for other binds -
about the AE, freebie players CAN use the AE, but they get 0 rewards (no info, no tickets, no nothing) from all AE mishs
if they pay for access to it then they can start earning rewards, i do think mish creation is only for VIPs
so freebies are NOT being blocked from AE entirely, they would however be wasting their time running any and all mishs from the AE
about the other points, i think most other posters covered my thoughts, however i do agree completely with sg access to all -
about the travel pools, im guessing that the current first power and the travel will be available from the get go
for example the current fly pool is air superiority, hover, fly, group fly
when updated it will have afterburner
technically power pools are not available till lvl 6, so a travel power would be the first thing you could pick from being accessible at lvl 4, then lvl 6 the first 2 powers would open up im assuming the current powers for lvl 20 such as group fly will basically switch to the position that regular fly is in at lvl 14 and have the prerequisite of 1 power, and then the new power afterburner will take its place at lvl 20 and have prerequisite of 2 powers**
the thing i dont know i if travel powers will actually count as a prerequisite for the later powers

i would prolly ae farm if it was actually like worthwhile
i was PLing some friends in a non-AE mish for the drops and one of the runs i got 2 purples in one run, i dislike AE farms because of the lack of drops, no shards for incarnate progression, no purples, basically it all just sucks to me so i usually avoid AE related farms due to the lack of drops and because its only slightly better than most of the popular standard farming maps -

a lot of those new AT specific IO sets look extremely awesome
and the changes to the travel pools explain the reason for not having the current 60 month vet reward in the reward token tree
5 additional costume slots will be nice for some poeple, i doubt ill use them much, but more options is a plus
the new powersets also sound extremely awesome too (except maybe for street justice, not too fond of combo system)
i am so freaking stoked for i21 its not even funny lol -
i dont mind the large group stuff like trials, but i wish we had some trials that werent entirely based on damn timers
to me timers are an artificial difficulty and make it worse for poeple who are slow learners, new to the experience, and add un-needed pressure to newer people which could have caused several of the situations on this thread such as the one snow globe described
we NEED some trial options which arent timed for the entire freaking trial, for me personally i absolutely hate the speeding/rushing mentality that timers tend to enforce, i prefer to take a leisurely time on a tf, no timers, no rush, so you can kill a lot, kill a little, run small team for challenge, run higher diff on larger teams, ect
apex and tin mage tfs are the perfect examples of how to make a trial with 0 timers (both of the tfs require about the same time to run as most trials (20-40 min), both tfs are semi related to incarnates, and both tfs use the same rules as incarnate trials (+4 on everything, HP scaling AVs))
the only thing that differentiates the tfs from trials is they award no incarnate xp or incarnate components (only threads and astral merits from the reward table) and they require only 1 team instead of multiple teams
if they could design trials like apex and tin mage tf without using artificial difficulty of timers, i could care less if they were as god awful as the keyes trial, or use all the temp powers they wanted, like lambda but with 4+ temps instead of 2
ive never been on any particularly bad trials where poeple were cursing about using temps or anything (i have had my share of failures, but nothing catastrophic)
basically my point is, i dont care what kind of special gimmicks they use for the trial, i just hate timers and the rush/speed mentality, timers are not fun for everyone and even one non-timed trial would be more fun than the current selection
