Spines:Barb Swipe is optional. If you like it and need it for your single attack chain, keep it. If you are just using it as a mule to slot those Kinetic Combat IOs you could drop Barb Swipe and slot Brawl with Kinetic Combat instead.
Willpower:Resurgence is a very weak self rez. I'd suggest to drop it and keep a wakie in your inspiration tray instead.
Willpower:Strength of Will is a situational power. It doesn't add as much survivability as you might think. I would drop it.
I don't understand why you didn't take Fitness:Stamina. Especially since you said that you don't want to worry about recovery. I don't know your Spines/Dark build, but you should compare the net endurance gain for both builds to get an idea how your Spines/WP performs in comparison to the Spines/Dark that you know. In my opionen the net end gain is much too low.
Slotting:
It might be a good idea to swap your Numina IOs with Miracle IOs to get more recovery into the build. If you add Health (to get Stamina) you could slot one of the powers with 3 Numina and the other with 3 Miracles, each including the uniques.
You could drop the LotG: Def/End from Combat Jumping. It's not helping with end (because Combat Jumping doesn't need much end in the first place) and not adding much to defense.
RttC is good enough with only 3 Miracle or Numina IOs. You can save another slot here.
You should consider slotting QR with Performance Shifter to get more recovery (but check for conflicts based on "the rule of five" first).
Consider slotting Build Up with 2 Rectified Reticle IOs plus 1-2 basic recharge IOs and/or HO:Membrane. This will increase your Def:S/L, the recharge time for BU and will free another 2 enhancement slots for redistribution.
I have no idea why you slot Quills for slow. Consider slotting it with Multi Strike IOs instead, which will improve your Def:S/L, the DPS for Quills and reduces end cost.
EDIT: Oh, and please add the Data Chunk next time. I think it's a lot easier to use than the Data Link. -
This sounds more like a suggestion to add another reptile costume to the costume creator. Besides, what should the powerset do? How would it be different from what we already have? And if it is intended to be a serious suggestion why not post it in the "Suggestions and Ideas" section of the forum?

You should monitor the size of your swap file. I assume you'll find that it grows considerably while playing the game. Defrag and drive cleaning will help a bit, but don't expect wonders.
The problem is that the game needs more and more memory over time because it tends to keep all the texture data and other game information. This means that the longer you play and the more players are around the more memory will be used. And your RAM isn't enough to hold all that data so some of it is stored in the windows swap file. This data is still used by the game so the read/write times of your HDD are now the limiting factor. Defrag and drive cleaning might help a bit to improve the read/write times but in the end you are limited by the hardware itself. -

It's just that it seems to me that a lot of people have a wrong approach to this stuff. It is one thing if someone played their toon to higher levels and asks for a IO build. These people know their powers and probably developed an individual playstyle (or maybe they know the powersets because they played them in other combinations). It's easier to help them, because they know what they need and what they want. Take Spines:Impale for example. My opinion about it is, that the animation/cast time is too long to be really useful in an attack chain at higher levels - especially since I'm geared towards AoE. That's why I have no problems to slot this power with immob. IOs. Other people want as much damage in it as possible and would never even think about slotting for anything else but damage. You need to play and experience it to make up your mind about how you want to use it. I would bet that any build we create today would change when you get close to L50 and actually start IOing your toon because you'll learn a few things on your way to L50. Unless you have a PLed L50 without a build you're going to level your character anyway. So just have fun with it and worry about IOs later. Happy hunting. -

What defeat badge starts you over from zero if you stop working on it? Only one, the PvP Rep badge. You can stop killing BP masks and pick it up right where you left off. Possible solution: Remove the degradation of the rep badges. Still lose rep if you lose a fight, but if you want to do something else for a while you won't have it draining away. As it stands now, if you want the 400 rep badge you have to do nothing but PvP until you get it.......and I don't have the time to commit to that.
The 400 rep badge was not easy to get when people were still PvPing. I used to switch between SC and RV to max targets and to min downtime. Imagining I had to earn it within the current PvP rules is ... unpleasant. Actually I don't think it would even be possible without changing my whole build (Storm/Energy Defender - which was good enough to win more than 50% of my fair fights yes, sometimes I picked my targets well and carefully timed my attacks to max my kill chance which wasn't always fair but after the changes my chances to win a PvP fight with the same build are close to zero. And I'm not going to invest time and billions of influence in a secondary build for something that isn't fun anymore.) And even then the rep decay was uncool. Actually I never liked the idea behind rep decay and it's something that should be changed, imho. -
And I thought the glaring flaw with DP is that it looks so good that other powersets look dull in comparison.

I took the approach of softcapping s/l defense here. My focus on first build I posted was away form fully softcapping s/l defense, and instead toward fire/cold/nrg/negnrg, since s/l resistance is so strong in the set, but apparently that's not a typical technique (and perhaps does not work too well?).
If you're inclined, please let me know what you think.
I mentioned it before. You should really consider playing your Spines/WP for a while and forget about IOs. You will learn a lot about your character and the powersets if you just keep it simple at the start and only slot with TOs, DOs and SOs. Yes, you probably don't want to hear this, but it's true. -

When the devs say "not possible" they usually mean within the current limitations. Power Customization for example is not possible if you don't have the staffing to make the necessary changes. It all boils down to money, of course. If you have the funding and are willing to spend it, almost anything is possible (within other, broader limitations - laws of phsics for example). -

I made some small alterations and was able to get most of the recharge back in (you need to buy another LotG:+7.5%, though). Resistance and defense values are improved some more (barely noticable, but it's there). However, I had to sacrifice 0.02 end/sec to make it.

Oh, I almost forgot.
If you are going to include Psi Mastery / Indomitable Will into your build to give mez protection you should make it perma (it's a clicky). If you only want it as a mule to slot another LotG global recharge, my question would be why bother taking it at all on a build that already has perma Hasten, AM and PA. -
Please do not blame your new build attempt on me. I was under the impression that you wanted to improve your Ill/Rad and that you know what you're doing. Now I wonder if I was wrong on both accounts.
For clarification I give my suggestions again, this time in a mids build based on your original build ... Hasten, AM and PA are all perma. However, it is only a suggestion intended to give you ideas!

When you slot WP, you slot for defense first, then HP, then recovery and then regen and resistance. Recharge depends on your attack chain. If you don't want to prove something you could always add another power to your attack chain thus reducing the need for recharge.
Here are examples of how you could cap Def:Melee or Def:S/L. Please ignore the order in which I took the powers. I just clicked them randomly to fill the power picks fast. Please note: these are only examples I made on the fly. With some thought and effort you might find better ways. And don't let the hunt for more defense dominate your build too much. Find a balance that you can enjoy. And yes, this includes a good damage output as well.

I'd say this is a question of position and tactics. Unless you change your build to cap ranged defense I'd try to find a small and narrow place above ground. Large enough so that PA has room but small enough to give your Phatasm a good chance to push the Banes over the edge with KB. I'm not sure this will work, but it might be worth a try.

Ok, and now for some constructive criticism about your build.
You could drop a slot in Hasten. You have enough global recharge to have perma Hasten even with only 2 recharge IOs in it.
I would remove the BotZ:Travel from Super Jump. 1.25% to Def:S/L isn't enough to justify a slot, if you aren't building for defense.
I would remove Acrobatics from the build. If you want mez protection go for Psi Mastery and take Indomitable Will. KB is already covered with the BotZ:KB protection in Super Jump.
Remove the Sovereign Right and the basic recharge IO from PA and replace them with Soulbound Allegiance Dmg/Rchg and Acc/Rchg or Acc/Dmg/Rchg. This gives you enough recharge in PA to be able to drop another 5% global recharge and remove some slots from Superior Invisibility.
Remove one of the Expedient Reinforcement IOs and the Sovereign Right from Phantasm and replace them with Soulbound Allegiance IOs.
Remove 3 slots from Temp Invulnerability and slot the remaining 2 with HO:Cyto.
This should give you ~8 enhancement slots to redistribute and a new power pick to make your build better.
There are other things I didn't mention, but they are largely about opinion and preferences. -

Everyone else seems to be getting Veteran Rewards for time in which their account went inative, but I didn't. My account went inactive for around 6 months, but, I didn't get these two Veteran Rewards like everyone else did.

I think the addition of Leadership is a good idea. However, I would suggest to 6-slot Tactics with Gaussian IOs and not Soul Drain (because of end costs and the build up proc). 3-slot Maneuvers with LotG: Def/End, Def, Def/+7.5% rchg. Assault is debatable. I would expect an increase in DPS of roughly 5%. The question is, do you have enough recovery to sustain it? And drop the Rectified Reticle unique. You already have FA or Tactics, so it's only good for PvP.

Are you sure? You removed a lot of defense and resistance and even some regen. And if you run all the toggles you only gain a net endurance gain of 0.2/s, which is not much. I don't think the extra +40% to global recharge can compensate for the loss in survivability.

Hmm... I'm not an expert on DM, but there are some other things I noticed.
You slotted HPT with +res which gives you roughly +3% res to all types. Considering that some of your defense as a WP is in regen and considering that you have a self heal I'd suggest to slot HPT for +HP instead. If you have the influence try to get 3 Miracle IOs, because that would help with +recovery, too. In your case I would slot HPT for 4 slots total and slot them with 3 Miracle and the Steadfast Protection unique.
Remove the Aegis unique in Mind over Body and replace it with the Res/End/Rchg (unless you have a specific reason – PvP?)
Fast Healing is better than Health. So instead of 6-slotting Health and 3-slotting FH you should do it the other way round. Switch some of the Numinas for Miracle (you get a recovery bonus for 2-slotting Miracle, the HP bonus for 3-slotting Miracle is the same as for 3-slotting Numina) and try to get the Miracle unique (with some patience you should be able to get one for ~100M – I bought 2 for 101M each last week).
Replace the Kismet unique in Indomitable Will with a LotG: Def/End and slot the Kismet unique elsewhere (take the slot from HPT for example).
I don't think you need the 4th slot in RttC. And if you switch the 3 Numina for 3 Miracles it's some more +recovery for a little -regen (to get a comparison: using the same settings I regen 71 HP/sec with 729% regen on my DB/WP while you currently need 811% regen to get 72 HP/sec.)
In Quick Recovery (and Stamina) you should either get a 6th slot to get the +5% recharge bonus or just 3-4 slot them. Spending 4 enhancement slots to get a 5% damage boost is wasting slots, imho. I would recommend to 3-slot with Efficacy Adaptor and optionally adding the Performance Shifter unique (note: if you 4-slot them with Performance Shifter you will loose HP, because PS uses the same bonus for HP as Miracle and Numina). (Another example: on my DB/WP I have 5 slots total in QR and Stamina and no PP and still get a recovery of 251% for 4.61/s. Currently you only have 239% for 4.39/s and use 10 slots + PP.)
Heightened Senses is ok. But I would skip Strength of Will. You could take Conserve Power instead, which would remove your end problems without changing anything else in your build.
The BotZ in Super Jump is something I would only add as an afterthought. It's likely, that you'll find good use for the slots somewhere else.
You should consider using Boxing as a mule to slot Kinetic Combat to get another 3.75% to Def:S/L.
You should reconsider your slotting in Tough. It might be better to invest some or even all of the slots elsewhere to get a good setIO bonus to Def:S/L. At least drop the 5th slot. You really don't need another 1.25% Def:AoE.
