Spines/Fire Opinions please
Terrible build I'm afraid. No Tough, no Build Up (you took barb swipe instead, seriously don't), Healing Flames at level 41 WAY underslotted (take it at level 4, slot for recharge and heal), Blazing Aura is terribly slotted (bad acc, bad dmg, no endred), Spine Burst has no end reduction and Quills has little, these last three alone will eat your blue bar. Most enhancements that give recharge bonuses on the 5th slot are 4-slotted so you don't get the rech bonus.
Not to mention this build only has 20% global recharge and will cost 15 billion because you used purps and PVP IOs everywhere. A well built So'ed build can perform better than this one. Or a 10 million cheaply IO'ed one, because your build has no defined goal, the set bonuses are all over the place.
Sorry for being blunt but this build is really horrible and unnecessarily expensive.
To be honest, this was quite simply a very rough draft. I've never spent time researching into what sets are the best or how to slot certain powers properly. If it wouldn't be too much trouble, could you put together a much more suitable build so I can understand my shortcomings? (Afterall, who wouldn't want to save billions of inf)

Well I have a planned build, I tried to make it kinda cheap. My goals were melee defense and recharge, this was made a long time ago, maybe I'd go after some hit points and more recharge too, but here's what I have now. I don't think it's an awesome build, but well.. A friend used this build to farm and he did it well. I haven't leveled her past 35 and left the game for 1.5 year so I didn't IO her out, but that was my plan:

Here is an updated build. Now, if there are any particular IO sets that would be inexpensive yet effective then please let me know. And just for thought, he will mostly be used as an AoE beast. Jumping right in the middle of crowds and hitting everyone hard. So with that in mind, any tweaks I can make?

You have melt armor in there, I would highly, highly suggest taking fire blast rather than that.
On my spines/fire/fire the usual chain seems to go Build Up / Firey Embrace Burst+Fireball. After that almost everything is dead, fire blast can almost replace impale (It's such a fast animation, and great damage) but both will allow you to make short work of any runners (usually an Lt. or a Boss or two). It's part of the very limited single target attack chain as well, honestly it's probably the best single target attack spines has to offer . Along with ripper.
Melt armor now, that does like -9 res/def every 5 or so minutes? no. Not worth it in the slightest except for the cool visual.
