Spines/WP build...request feedback
I have a spines/dark that I enjoy playing with but I wanted a bit more durability on those speedy ITF and LGTF runs so I'm taking a stab at the /WP. I'm looking to not have to worry about regen and recovery and deal a respectable amount of damage while being able to take some sturdy hits. Looking for improvements on this if any is needed minus purple sets. thanks in advance...

Spines:Barb Swipe is optional. If you like it and need it for your single attack chain, keep it. If you are just using it as a mule to slot those Kinetic Combat IOs you could drop Barb Swipe and slot Brawl with Kinetic Combat instead.
Willpower:Resurgence is a very weak self rez. I'd suggest to drop it and keep a wakie in your inspiration tray instead.
Willpower:Strength of Will is a situational power. It doesn't add as much survivability as you might think. I would drop it.
I don't understand why you didn't take Fitness:Stamina. Especially since you said that you don't want to worry about recovery. I don't know your Spines/Dark build, but you should compare the net endurance gain for both builds to get an idea how your Spines/WP performs in comparison to the Spines/Dark that you know. In my opionen the net end gain is much too low.
Slotting:
It might be a good idea to swap your Numina IOs with Miracle IOs to get more recovery into the build. If you add Health (to get Stamina) you could slot one of the powers with 3 Numina and the other with 3 Miracles, each including the uniques.
You could drop the LotG: Def/End from Combat Jumping. It's not helping with end (because Combat Jumping doesn't need much end in the first place) and not adding much to defense.
RttC is good enough with only 3 Miracle or Numina IOs. You can save another slot here.
You should consider slotting QR with Performance Shifter to get more recovery (but check for conflicts based on "the rule of five" first).
Consider slotting Build Up with 2 Rectified Reticle IOs plus 1-2 basic recharge IOs and/or HO:Membrane. This will increase your Def:S/L, the recharge time for BU and will free another 2 enhancement slots for redistribution.
I have no idea why you slot Quills for slow. Consider slotting it with Multi Strike IOs instead, which will improve your Def:S/L, the DPS for Quills and reduces end cost.
EDIT: Oh, and please add the Data Chunk next time. I think it's a lot easier to use than the Data Link.

Okay, I took out Barb Swipe, muled Brawl, added Health & Stamina, dropped S_of_Will, slotted Impale for more immobilize utilizing the added S/L in Enfeeb Op. End recov should be enough and S/L is slightly under softcap I believe...any more improvements? I lost some damage buffing but as long as I don't die i'm happy

I'd swap out Resurgence for SOW. I never take Resurgence with my wp toons because my goal is not to die, and sow guarantees that.
Personally I'd drop the fighting pool and add energy mastery for converse power and, more importantly, physical perfection to add even more regen and recovery. My wp/ss tank has that set up and is almost unkillable, without combat jumping or the fighting pool.

Drop one slot from Stamina and slot Stamina with 3 Efficiancy Adaptor IOs and QR with 4 Performance Shifter IOs.
Drop one slot from Combat Jumping and slot CJ with LotG: Def and LotG:+7.5%.
Drop Resurgence and take Barb Swipe instead and 4 slot it with Kinetic Combat.
You will loose 0.1% Def:F/C, 0.5% Def:Ranged and 1.1% Def:AoE which is all barely noticable. You will also loose 0.01/s in net end gain and 0.6 HP/s in regen.
You will gain 4.5% Def:S/L which brings it to 42.7% plus some def to E/N and melee.
You will gain 20 HP to your HP total and another 7.5% to global recharge.
