SoA are rather drab pre-24. Low defense, lame looking attacks(except for Pummel
).
However once you hit 24, they start coming into their own.
Just stick with it, will be worth it in the end. -

Wow. Just wow. I can definitely see a difference.
I just hate that they slowed Flares down. Was easy to chain with Fire Blast before. And I do chug down a bit more end now.
Im gonna have to tear myself away and not play my Dom until these changes come out on live.

Assault is pretty nice. It with TT:Assault give you 30% more damage, on top of whatever other damage bonuses you got. Stack it with Build Up, VG and Survilence, and you can do some nice damage. Of course it takes 10 years to animate all that, but I use it all the time.

I personally like Scrappers more. They get funner and cooler looking power sets.
I like being able to rip someones head off right at the start at the mission, go make a sammich, then come back and tear someones spleen out through their nose without having to worry about Fury.
I like Brutes, but I hate being on a leash. -

He has proposed numbers previously, however there's absolutely no guarantee there won't be last minute changes until the patch notes are properly announced. Furthermore as some assault sets might be altered, that makes it even harder to predict precisely what numbers you'll get out of your dominator in the future at this stage. If you're interested in the numbers, perhaps try looking at the dev digest and going back a while to find castle's posts in that thread.
Will this affect my Earth/Fire Dom in anyway?
It effects all dominators, like it or not. If you've got a fresh Earth/Fire, you should like it because it means you should do better damage than you do currently. If you've a 50 dominator which hasn't gone for perma-dom, quite the same. In the end though, generally speaking you're more than likely to benefit from the changes than suffer.
Will is still be worth it to be a permadom?
PVE wise, probably yes. Chances are that if you're really going to deck out your dominator, you'll probably pick up perma-dom on the way as a part to all your other bonuses anyhow, so there isn't too much to worry about. To aim for it specifically would still get you mez resistances, endurance refills and considerable controls in most of PVE.
PVP wise, no. The mez bonuses in PVP don't account for much (with magnitude doing absolutely nothing and a marginal increase in duration), mez resistances making marginal differences to the amount of time you're mezzed (you'll still get one shot mezzed). That leaves just an occasional free endurance refill, which a non perma-dom would get once in a while anyhow. For the ridiculous amount of recharge required in order to achieve perma-dom with diminishing returns, actually aiming for perma-dom for PVP reasons (once the damage buff disappears) just doesn't weigh up too nicely.
Edit: Oh, and in regards to your question about what the best damage secondary is, that's arguable and will depending on the coming changes for assault sets. At the moment /fire, /elec and /psi (with PSW, which is likely to be knocked outta here) are strong contenders.

Domination no longer boosts your damage. Instead, the base damage of doms has been increased so that, after slotting, you will be doing slightly more damage than you used to do in domination mode - all the time. In other words, everyone now has perma-dom, effectively, when it comes to damage. There are also hints that some dominator assault sets or powers may see a rebalancing - it's been hinted at by castle that: 1) /energy may see a buff on top of what the AT as a whole is getting, and 2) /psi may get rebalanced by weakening psi shockwave and buffing the rest of the set. For now, that's all we know, but there may be further changes that castle hasn't told us about yet.

I went bane w/ my SoA at 24, but quickly switched to my second build as a crab because I didn't care for it. Can you suggest a very basic (read: doesn't require hero planner) build that's good?

You might have misunderstood what he's talking about. Back when VEATs opened up there were so many on groups that just about everyone was soft capped due to stacking Maneuvers. You won't find that in a regular build.

Mine has spoiled me. I rode the gigantic wave of SoA that swept the Rouge Isles in i12. Being soft capped to all at just level 12 or so was awesome. I leveled quickly and got a ton of good drops and inf. Mine is soft capped at melee and ranged, about 40 or so at AoE, high hit points, and high recovery and 45 global damage buff.
He's pretty fun to play, and hits like a Mack truck, but IO a Crab, NW, or Fort just as much, and they can hit harder, and survive longer. All with little or no redraw.
Banes aren't bad, they just pale in comparison to the other SoA when IOs are involved. With SOs it seems to be a bit more even. I see them as a middle of the road SoA that is generally good on teams(-res, nice AoE), and can solo well(hard hitting attacks, along with ST -res and pets to soak aggro from a boss or EB ). -
I don't know why he compared Banes with /SR anyway. Shields seem more comparable.

This is my first major attempt at the Kheldian. I have decided to go with PB, seeing that they are generally easier to get into.
Some noobish PB questions!! w00t!
Are duel build PBs effective? I was gonna go a more meleeish approach to the PB, using the human melee attacks to deal with minions and Lts and the Dwarf attacks to deal with bosses and to tank.
Will IO bonuses go from shape to shape?
Is KB a problem?

On my second build for my Thugs/Storm, I chose all the personal attacks, most of the /Storm powers, Maneuvers, Tactics, Assault, Tough, Weave, and the only pet I got was the Bruiser.
It was pretty epic. And freaking fun, in a kinda weak, lol type way. -

Ok, I think I got it. I messed up my computer and had to dump the old OS. Oh well, thats life.
So, how can I get CoH up again? Just drop it in an empty folder and let it reverify all the files?

Ok, whenever I start up the CoHUpdater.exe, it adds a folder called logs, CoHUpdater.PRV and CohUpdater_UI_Win.dll.
I'm confused.
