Purple Procs and -Res procs throw off BrandX's list a bit if you use them; I'll try to calculate some later tonight.

Just read this thread, so I'll comment.
Overall, Stalkers' damage is low compared to everyone else's (which is BS). When at least 6 teammates are in range, the Stalker pulls ahead because of higher crit percentages than Scrappers; adding extra damage buffs to both at that point makes no difference (if the buffs are equal, obviously), the Stalker still does more damage. You can think of it as effectively increasing the Stalker's average base damage.
Two Stalker primaries compete with their Scrapper cousins: Spines and Electric.
Spines has comparable AoE to the Scrapper version because of the ability to control crits on Throw Spines, which is huge. AS helps Spine's otherwise minuscule single target damage.
Electric does similar AoE damage to the Scrapper, but can do better single target damage, even without teammates. For this, it really needs to be paired with /Nin. You can check the guide in my sig if you want to know how this is possible. -
What Alex said is applicable for PvE too, though. Shadow Meld is an option that will make recovering from crashing tier 9's much safer. Overall, I find waterspout too good to pass up.

My SO'd kat/elec Scrapper got a Very Rare and an Uncommon on Lams last night. That's the first Very Rare I've gotten across the three characters I have incarnated, over so, so many trials.

Nin's click defenses belong in the con list too because when you spend time clicking things like Caltrops and Blinding Powder, you are losing DPS.
Edit: I didn't notice the OP was going Electric melee. Check the guide in my sig, because electric and nin have a very special synergy. -

If you activate Hibernate before Unstoppable crashes, the crash will detoggle Hibernate. Your only option would be to crash, pop a blue, then turn on Hibernate, so you will always have at least a brief moment of vulnerability.

You should still be using Placate>Buildup>AS on AV's and the like. It may "feel" like it does worse dps, but it actually does better, as long as you don't get interrupted. If you are getting interrupted a lot, then yes, scrap it.

I agree, build looks great. Spiritual Core Paragon does make your chain work, as well as makes hasten perma. If you want to do a different alpha slot, you would need to dip into some purple sets to keep that going. Only a couple of things I see that I might change.
1) You could steal a slot from AS to put in Blinding Powder for the last piece of the confuse set (5% range def); turn the remaining AS slots into Crushing Impact for a tad more recharge. (Losing the Mako proc on AS doesn't really do much).
2) With Spiritual (or Purps), your recharge on Hibernate will go below 90 seconds, unslotted. Problem is, because of the wonky phase rules, once you use it you can't use it again for another 90 seconds, so any recharge beyond that point doesn't do anything for you. Replace it with whatever else you want, not that it really needs anything else though...
Destiny is a really hard choice.
Barrier could save you if used just before a retsu crash (though, that's part of the reason we have hibernate) and also add resistance to your defense.
Ageless Radial Epiphany could add significant amounts of recharge and debuff resistance, which, while nin has some defdebuff resistance, this could improve it (as well as enddrain, -recov, -res, etc). Ageless also gives you a full end bar every 2 minutes.
Clarion will be useless, especially since nin has comprehensive mez protection with a -kb io.
Rebirth Core side will easily shoot you above the low Stalker HP cap, so it's not the best; Radial side gives a sizable chunk of regen, but because you have that low HP cap, you won't get the returns on that that other AT's will.
In the end, I think I would go with Ageless, but I think Barrier is a valid choice as well. -

They are based on some unknown metric of "participation?" So that means you can do your part perfectly every time and never get a very rare drop because you aren't a specific AT or powerset. That is complete and utter BS and the worst idea I've seen since NC took over.

That doesn't seem quite right. +HP acts similarly to adding resistance: it takes more to kill you, and allows you more time to regain control of a situation. It also makes whatever +regen or heals you already have more potent.

Smoke Flash does not put you back in "hidden" status, so it does not give you another critical/AS.

Turn on "Assassination" at the bottom of mids to see the numbers from hide. I believe the base crit chance is factored into the other attacks, but if you want to calculate how you will do with several teammates boosting your crits, you are going to have to start from scratch.
Your AS is doing 864.77 from hide, so divide that by the activation time of AS plus the activation time of Placate.
With Buildup (remove the proc) you get 1187.31, which works out to 243.1 after dividing by placate and AS activation times. -
Without using buildup your chain is doing 147.75 dps. Placate+Assassin's Eclipse, again without buildup, works out to 177.06.
You should definitely take Caltrops over Smoke Flash. Caltrops adds a little dps and a good chunk of mitigation. -
Heh, that makes a lot more sense then. Unchain essence is pretty grand, whether you use it for damage or the stun

In game info does not have any -regen listed under the clockworks pets' powers, but they clock enemies do... Anyone know if they really have -regen or not?

Then take cryonic and color it grey or something, make it look like blades shooting out.
