That said, I'm somewhat surprised you had problems - soloed him the other day on a Grav/Kin controller running SOs (except for one power, Wormhole.) Admittedly the pet helps keep holds and such spammed on Trappy. -

I'm for "Player crafted IOs" for things that don't exist in sets - let us combine (say) a Heal and Endmod at some percentage of full IO value into a "player created IO" to throw in a power. That (and a few other combos) don't exist.
I *don't* think we should be allowed to "craft our own bonuses" for them, though. That could just get ridiculously overpowered, not to mention overly complex. -
I personally don't think snipes in general need to be made AOE. It's not what I grab the power for. Yes, it's a situational power, but I do find it useful. An AOE would, to me, make it *less* useful, actually.
For their animation time, though - yes, they could use more damage. (And while we're at it, how about reducing Stalker PPP snipe animation down to something reasonable? 8 seconds is just flat out stupid. THAT's designing a power so that nobody will use it.)
My biggest drawback for snipes would have to be that second tohit (and visibility) check - it fails for some of the most ridiculous things. (Mob wandering back and forth passes behind a skinny I-beam type support, perfectly visible the OTHER 3.8 seconds - nope, it fails.) -

Heck, I've unlocked the incarnate (I solo mine, yes, including new trapdoor the other day on a Grav/Kin) on mostly - or completely - SO'd out characters.
It's fine at low levels. At 40+, it makes the process much longer than it needs to be. -

I am a bit apprehensive regarding RP. I have never attempted it (this is my first MMO) and am not clear on the rules and ettiquette. I made toons on Virtue to try it out, but mainly ended up soloing or duoing with my RL friends.
How to RP correctly:
1. Respect others - if they're not comfortable with the way something is going, change direction.
2. Have fun. -
Two accounts. 250+ characters. (Current count on City Info Tracker - 257.) Current 50s: 21, with several more in the 40s. (Just got my Fire/Storm to 45.)
I'm not stopping.It's hard to when you mishear someone, or hear a phrase, and that becomes "Ooh, character idea!" Latest - which probably *won't* level much, TBH, as it's a "for laughs" character, came from mishearing someone say "Union Regs." Now a dinosaur in a T-shirt, orange vest and jeans (really need a construction helmet) named Union Rex. (He was on a union mandated coffee break when that whole "meteor collision" bit happened.)
However, if you want to get past that "20s" speed bump you're seeing, OP -
- Find a good SG. Run with them. Soon you'll be in the 30s, 40s, 50s. No, I don't mean PL them.
- Become part of a "theme team." Forces you to keep some attention on one character for a while - and you're missing quite a bit if you don't get past the 20s.
- RP. Not all of it's in Pocket D. If you're with a group and you develop a character, it helps "lock you in" to that character and the people he/she/it plays with for a while. -

PVP needs a(nother) overhaul, this one a bit better worked through. Castle and crew could have had their list of PVP changes and introduced them a bit at a time, seeing how each individual one works (or doesn't) and improved the PVP game as a whole, but instead we had *everything* dumped on us at once. The zones - where I tend to prefer to play, though I run through arena matches with friends on occasion - went from Siren's Call (primarily) and RV being busy to being dead zones. The last fight I had with anyone was around a month ago, and THAT was the first time I'd seen anyone else for months. (And I tend to server hop, so it's not just one server.)
That's a BIG disappointment to someone who cut their teeth on multi-team PVP in those zones from issue 6 onward.
And, frankly, there's even *more* now that would need to be changed - SSKing, especially in the *lower* zones, needs to be removed *from* PVP zones, IMHO. It's no good saying, for instance, that Bloody Bay is for 15-25 when you can have up to level 30 powers available (see: Masterminds with all 3 pet tiers,) or Siren's Call with primary Tier9s suddenly available (which was complained about when people were uisng an exploit, pre-SSK, to fire them off,) or Warburg with APP/PPPs.
There's just too much that needs to be done to make PVP "viable," for lack of a better term, once more - and that's not even touching on base raiding.
Basically, a suggestion for a booster pack for PVP is like looking at a rusted, non-starting car with oil leaking everywhere, broken windows and flat tires and saying "You know what? Some shiny valve covers and fuzzy dice in the mirror would be just what this needs!" -

PVP booster pack? No. Even though you're restricting these to PVP, advantages shouldn't be bought in the NC store. Add to that a small PVP population (who likely have them anyway) - I'd rather see *any* PVP related work go to fixing the overall problems with it, not something a minority of a minority might buy. -
Yeah. When Yahtzee has trouble finding something to complain about in a game, it's for a reason - I think it's happened, what, once? Twice? (Portal and maybe Bioshock, apart from light criticism of indie games?)

Hmm. Top 10 in no particular order:
Kheldians. Saw a Peacebringer emerge in Nova form in issue 3, and had to have one. Got it in issue 4. Been happy with mine since.
Defiance 2.0. No more silly "Just come close to dying and you get a buff! Really! Tell anyone healing people not to touch you!"
Domination 2.0. They wanted to get rid of the "ups and downs," and did.
Croatoa. OK, there are some issues with "neighborhood hunts," and Sally was on a ridiculously long timer at first (bugged, of course,) but it's the first time we really had mobs actually fighting each other *and doing damage* as opposed to just shadowboxing.
Faultline revamp. Finally, what was an unused zone (save for a hunt or two,) especially when people didn't bother street sweeping, got a massive facelift. Plus arcs. Plus we were allowed behind the dam, which was... well, rare beforehand. (Unfortunately, it also seems to have skewed the sense of some devs who point to it and all the work to adjust the zone when they're asked about putting content in, say, the Shard or DA - zones that don't need anywhere near as much work, just *content.*)
RWZ - as opposed to it just being the empty RCS. For once, we could have Hero-Villain teams running arcs year round, and raid something other than the Hamidon! Though I think it helped skew dev attitudes toward the amount of work to bring a dead zone to life. (I should've left some character in the RCS - I actually DID for a while.)
Inspirations and everything done with them. From dumping Strength of Will (well, except for Siren's) and the... other thing and combining them into a non-confusing Breakfree, to being able to combine them, to getting them dropped on you when you level, they've done some nice things with these little wonders.
Gleemail. Need I say more?
Trains and ferry improvements. From not having to go zone by zone to combining the lines, they've gotten more useful.
Social improvements - from global names to supergroups, upping global limits, gleemail again, they've done quite a bit to keep us finding each other, talking with each other, or ignoring each other when needed. -
... NC (or at least our devs) have to smile at Yahtzee's new "other MMO" review. Just for him pointing out, when talking about character creation, that "City of Heroes did it better."
(Now, yes, most of it is his standard trashing of the game, but having the COH reference in there - /thumbsup.) -

Basically, there's nothing worthwhile to "rank" SGs by - most notably prestige, but definable filters like I mentioned WOULD be a useful tool. -

But I would most likely go with prestige ranking as this is what the game uses. But that's entirely up to you.
I'd say make a few ranking categories (and filters,) so if I went there looking for an SG, I could filter out, say, dedicated PVP groups, or RP-heavy groups, or "uniform required" type requirements as well as the obvious ones like "by filter." -

Same here, really. I often end up using the "silenced" pistol, and it sounds the same as any other.

Almost thinking we should get a sticky with these inf sink ideas (so the devs can more easily ignore it, I suppose. No, not getting cynical, not at all...)
The sort of INF sinks I'd think would work:
- As mentioned. Fixing the INF-Prestige conversion to make it more attractive.
- Tie a badge or three to it.
- Seasonal temp powers. They come back yearly, but are only available for a month (or some such.) You can buy them, they're not overpowering, but are appropriate to a season, holiday or other theme. (Ideas for these... no, not right now.) Like a jetpack, 10-100k range price, limited use, untradeable (?)
- Rental halls. Have an SG event, costume contest, RP setting of some sort? "Rent" a building, use either a pre-made design or spend time in an editor of some sort making it "just so." (No limit on the number of times it can be rented. Renewal lets you keep the decoration, though you can save it if you want as well.)
- Announcements. Know those newsies? Have them start calling out, mixed in with the usual announcements, that your SG is recruiting, a congrats to someone on hitting 50 or the like. (This may need to be limited to pre-made messages or otherwise checked before it's allowed to go through.) -
It's irritating. I've got a few DP characters I'd *like* to play more often, but watching all the flip-twirl-spin-pirouette ... I keep wanting to go "Just SHOOT the guy already!"
Tends to stay in view for me. Not like we don't have some nice, base animations from MM Thugs pistols and the pistol temp power. -
And there we have an example of "How not to win friends or influence people."
As for the OP:
I wouldn't hold my breath as far as bringing back base raids or IoPs. Base raids pretty much require a decent population with an interest in PVP, and PVP itself being *fixed.* The former hasn't ever been big in this game, unfortunately, and much *less* interest seems to be here now. The latter... well, I think it's somewhere on the Devs list below "Scrub toilets with tongue."
As for the rest? Quite a bit that's been asked for repeatedly. As well as just a flat-out new editor with things like "holding areas," shared walls (I really *don't* need a hallway between two rooms, thanks) and the like.
I've gotten rather pessimistic about ever seeing improvements to bases/the editor, but that doesn't mean I don't *want* to, or that it isn't needed. Maybe if it can be tied into the endgame fetish the devs are under at the moment... -
Personally, I'd like an option where I'm actually shooting the guns, as opposed to juggling them.
