No idea. I ended up fixing it myself, by getting a shiny new computer that loads zones in a matter of seconds (versus 30 seconds to a minute that my old computer took). It also fixed my "Lost Connection to Map Server" problem, when accessing the Markets.
I'll try to remember and run CoH on the old PC, and have my wife send some global chats while it is zoning. -
Make sure you use the Psi/Status Resist IO in an auto/toggle/short recharge power, as it does not give the full bonus right away, but builds up to it over 5 "uses". Unless you do not really care about the Status Resist part.
I made the mistake of putting it in Eclipse my first time around. -
A couple sets of BoTZ work well (1.5% each set), and also boost your Fire/Cold defense by the same. Eradication does even better (3.13% each set) for Energy/Negative (3 slots), though it takes 6 to get the extra 1.5% Fire/Cold defense also. Mako's bite gives a decent boost as well, and you should have plenty of powers to slot it in (single target melee attacks).
Also, if you have extra slots, 6 slotted Gaussian's (in Build Up or Tactics), will give 1.25% to Smashing/Lethal/Energy/Negative/Fire/Cold. -

I can attest to its awesomeness in Dark Regen. Set it off in the middle of 10+ enemies, and watch your blue bar rise.

Maybe its just my sick sense of humor, but I think it would have been funnier if the devs gave them an uber-powerful nuke with a 300 yard radius in the AE that would kill any player no matter the resistance or defense as a self destruct on one hit and hit while phased.

Aegis' Mez Resist still does not work when Ex/Mal (though the +Psi part does, but I think it always has). I have not played either of my characters that use FF +Recharge.

Man, you should have seen salvage prices during the three weeks after AE launched. 200K-500k average, and up to 1 million for common salvage. Meanwhile, most rare salvage was 25k-250k.

The solution to using your CD is rather easy. When you insert the CD, cancel any automatic popups (unless it happens to be CoH). Then open up My Computer, right-hand click on your CD drive (usually D: or E:, but not always) and choose Explore. This will show you all the files and folders in the root of the CD. There should be one that says Setup(or Install), CityOfHeroes, or CohLoader. Double-click on it, and it should take you through installing City of Heroes.

I just bought Aion yesterday for my girlfriend. You probably don't know her, but I will steer her your direction, as I will not be playing it (yet).
I understand the blah attitude about CoH recently. I have been spending only a little maintenance time in it, preferring to play X3:TC and Fallout 3's expansions.

Check your Task Manager while playing and make sure the game is using both CPU's. If it appears to only be using one, edit your CoH shortcut* and add -renderthread 1 to it. Also, check out jg001's NVIDIA Settings and Recommendations.
* If it does not work with the CoH Updater, make a new shortcut with "C:\Program Files\City of Heroes\cityofheroes.exe" -project coh -renderthread 1 as the Target (if you installed CoH elsewhere, point it there instead of Program Files), and "C:\Program Files\City of Heroes" as the Start In location. -

The 9800 GT is just the 8800 GT renamed. Same with the 8800 GTS 512MB (not the other versions, though) and the 9800 GTX, although the 9800 has higher clock speeds in this instance.
I would actually go with the GTS 250, as it has slightly lower power consumption, slightly better performance, and costs a little bit less than the 9800 GTX. -

Once the inf cap is butted enough, people will start selling or bartering through other avenues than the AH/BM. Fortunately, it will be a few years before anything consistently sells at the current inf cap. Lowering the cap would cause this to happen sooner, and raising it would cause it to happen later.
Prices on most items will generally be pressured by their ticket/merit values, and are thus unlikely to approach the inf cap. However, some highly desired and extremely under supplied items may get there, as well as highly desirable, newly released items (which later drop in price some/alot, like Basilisk's Gaze and PvP procs). -
