CE stands for constipation enhancements. It's various drug and food combinations that enable you to sit at the keyboard longer.

Also you have very little RAM memory. You have only the chipset for graphics so some of your RAM is used for that. You are using Vista which needs a large amount of memory.
The computer is good for simple things like browsing the internet or watching video. It is not a good system for playing City of Heroes. -
Ok, glad that you got it working. I looked through the rest of your stuff and didn't see anything that could be the problem. I'm guessing it's probably an ATI vs COH issue. Those two have been fighting since the start. Maybe when GR comes out the new ultra video mode which is supposed to be completely compatible with ati these conflicts will be taken care of.

Ok, looks like we can instantly rule out too little RAM, too little video RAM, and too slow processor speed. That would have been my first guess but you are more than fine in those departments. I did notice that you have your water effects quality on high and that has created problems in the past including playability when using an ATI card.
I'm heading off to work and won't get back to this until tonight but you might try turning water effects off and seeing if that affects it. Then try safe mode and see what that does. The more possibilities eliminated the closer we can come to finding the cause. Hopefully Father X or somebody else can jump in here and do some diagnosing too but if not I'll check back tonight. -
You seem to be the second person to have experienced this. Or at least the second complaint I've seen about it. The last one was a couple months back at least and I have no idea if there was any resolution because nobody else had experienced even the slightest difference in lag between animations on and off.
Maybe I can manage to search the old thread out, or maybe you can or somebody at any rate. Might help you spot whatever it is your systems have in common that is creating the problem.
Edit: Did a search through google and it looks like a few other people have experienced it but nobody has posted a CoH Helper or Hijackthis log that I could find. -
I can almost guarantee it's overheating. The blackout but not complete shutdown sounds like automatic overheating protection. CoH stresses the processor and graphics chip like nothing else. Also laptops aren't known for having great cooling ability.
Go here http://download.cnet.com/SpeedFan/30...html?tag=mncol and download speedfan. Or if somebody else recommends a better temperature monitor then you can try that.
Now what you can do about overheating. First make sure that there is nothing blocking any vents on the laptop. That means no laying it on soft surfaces like a bed or a lap. Well, I went solo for a while more. The only thing that really seems to give me trouble is Crones. I have to use inspirations to even have a chance at beating them. Everything else is a piece of cake though.
The only difference I notice is that you have to treat the ToT encounters as a standard high level encounter. Normally at low levels you can just jump into the middle of overwhelming odds and watch them perform underwhelmingly. The spawns from the event are a lot tougher so they can go toe to toe longer which means they can deal more damage. So don't go toe to toe unless you have attacks recharged and are good on hp and end.
And unfortunately I like the alt I created for this experiment so that means one less slot available for GR. I suppose I can always buy extra slots or delete somebody. -
I don't think it's that hard. I purposely created a new scrapper just to see how difficult it was to solo. Fire/SR. I didn't use any of my vet powers and only took the first defense power so I would have a decent attack chain.
I soloed up to level 6 and the only time I had to hospital was when somebody did a knock and run leaving behind a crone and werewolf at the same time I let out a spirit and vampire. Even then I would have survived because I ran away and got out of range but I shrugged and headed back into combat.
After level six I joined up with a team and quickly made it up to 10. I'll continue with the experiment after a bit. -
You likely have the wrong version on your computer. There are two versions of CoH. The NA version has the files cohupdater.exe and cityofheroes.exe. The EU version has the filenames cohupdater.eu.exe and cityofheroes.eu.exe.

So you won't have to log out to switch characters. But I'm fairly certain that the 30 second countdown will remain. After all, that's in place to keep people from quick logging in order to avoid a trip to the hospital or a PvP defeat.
So the only real difference will be that you don't have to type in your password and hit enter. That takes less than a second unless your password consists of a mixture of numbers, letters, and other characters. You will still have to select a server unless the option is only to switch between characters on the same server.
I have never cared about the delay and having to log back in so it doesn't affect me either way. But I'm guessing that those who are eager to see this new feature will be disappointed. Either that or there won't be a 30 second countdown in which case the PvPers will start screaming about it making earning any rep impossible. -
You can't apply the exact same edition to an account. In other words if you have the CoH collectors dvd you can't add another one. You can't apply lesser versions over the top of expanded versions. So if you have already used a CoV collectors dvd then you can't add a standard CoV code.
You can however add a version that contains extras which you currently don't have. I have built my account with all of the these editions in the following order. CoH Basic+CoV basic+GvE+CoH Collectors+CoV Collectors+Mac Edition
The Architect edition code can't be added to others because it doesn't contain any extra goodies in the code itself. It just comes with an extra code for one of the boosters. -

I pretty much stick to Scrappers, Blasters and Khelds. Sometimes tanks.
I just can't stand playing a archetype where other players believe that "they" should be my primary focus. I want to concentrate on the mission and the opponents, not on watching how close to death my teammates are.
I will play other archetypes but stick to soloing them so I don't get constant complaints that I'm not using them the right way.
I do still occasionally play my namesake scrapper.
No favorite build. I like experimenting with variations from easy mode to downright crippled. -
No need to search all over PI to find a Master Illusionist only to have her run off into other spawns or be defeated by somebody else. Go to PI yes, then pick a Carnie radio mission. There is a good chance the final boss will be an MI.

I'll probably get all sorts of hate and negative rep dumped on me but I found the arc extremely boring. Exactly the same thing I would expect to find if LOLBAT were expanded to a monthly comic book. Some things were meant to be epic and lengthy. Others were meant to be a few panels of hilarity.

Come on players,you wrecked AE and all those teams that I just loved joining and playing,and making progress in-game on,especially on red side.You wrecked AE because we wanted to make the game harder for players to find teammates and gain levels,while you all laughed and danced in joy.You left other players no choice but to use AE when you just sat on our butts at Pocket D,and meaninglessly roleplayed.What the heck did you guys care anyway?!?!You all were too busy holding Pocket D down. -
Not a bad suggestion. I use a credit card and auto renew once yearly so although I don't run out of time it would be nice to be reminded when I'm about to lose a chunk of change out of my bank account.
In the mean time how about purchasing multiple cards at a time. If you are driving 30 miles just to get a game card then you are paying an additional $6 or more per card anyway in fuel costs. -

I did precisely nothing because Friday morning my wireless bridge decided to flake out. It now loses connection for about 30 seconds every couple of minutes. I'll manage to fix or replace it easily enough I'm sure but I didn't get it done over the weekend.

The reason everybody seems meh is because it's college. Every school experience before college has involved teachers telling you what you had to do, prompting you to do it, and then complaining at you if you didn't do it. If you didn't show up for class a big production was made of it with your family being notified and you being given warnings.
College is the first official learning experience that is totally voluntary. Nobody "parents" you. If you don't show up for class, turn in homework, or take tests it doesn't matter at all. Until you get your grades that is. -

When Going Rogue is released there is going to be a way for 50s to gain additional power. It hasn't been announced if this will be through gaining more powers or enhancement slots or whatever but they will be able to enhance themselves in some way. I believe it was also said that this will only be for those who remain loyal to their faction. Those who switch sides will not get this.

It's not the case fans that would be winding up and causing the noise. It would be the fan on the video card or the fan on the processor or both. Those are the ones that are most important to clean out along with the area around the fan.
And with that amount of RAM it's not your drive working overtime. -

Second, there is no reason for your card to have the latest drivers. As drivers are updated they are changed to support new features in the latest cards. Sometimes those enhancements can cause glitches in how an older card functions. Try rolling back to an earlier driver, a much earlier driver.

Nothing wrong with giving away some cash. I do that for new players occasionally but more often I give away enhancements. I like loading up on the talismans you can buy from Yin and giving them to people who can barely use them or are one level away from being able to use them. It's great being able to slot an SO at that level and you can't actually play through the Faultline missions until you are high enough that you've basically outleveled the beginning talismans.
I'll also do things like buy purchasable costume parts and the salvage required then give them to lowbies who could in my opinion use them. Like rocket boots for an Adam Strange or Buck Rogers type. Insect wings for a bug character. I'll also buy the temp powers to give low levels another aid to their attack chain.
And during the holiday season I fill all my empty slots with randomly generated characters just to get the holiday spirit. Then come summer time I give away presents to people whose vet badges say they weren't around during the last holiday. I've watched people jump with joy just because they got a few inf from a present they opened. One person who got a jingle jet was broadcasting all over about how great it was.
So in my opinion charity is not wrong. And now I think I'll go play for a while because I believe I might actually still have one of those gift giving characters around and I really should use them up before year end. -
The sound looping freeze was very common at one point and had to do with a conflict between the sound drivers and the game calling sounds. It was fixed but perhaps the latest update has brought it back out with some systems.
The way to tell if it's a sound driver conflict is to log into the game. Once into the game open your options and put both the music and sounds sliders to zero. Then start playing. It can be disconcerting playing with no sound if you are used to sound. And you might not want to want to pick missions that need you to click glowies since they are much harder to find without sound.
If you set the sounds sliders all the way down and are able to play without locking up then we have narrowed the problem down. Next try with the music slider all the way down and the sounds at whatever you prefer. Then the other way around.

Edit: If it is the sound then you can go here http://www.realtek.com.tw/DOWNLOADS/...&GetDown=false and try the latest drivers. I have yet to see anybody with recent drivers for their Realtek hd so I have no idea what kind of result might come from doing this.
