  1. All the damage buffs seem to modify combat level 0numbers. probably due to ease of calculation and would be broken otherwise or base numbers modified based on the fact damage would be handled this way.
  2. You'll know it fires when you see the [Boost Up] icon that looks like purple hasten or super reflexes quickness. Soul drain is a great place for it, but the set has no accuracy.
  3. Kat and Broad will go well with /elec because of Divine Avalanche and Parry, giving you some melee defense. The end drain from /elec is good mitigation, too. Claws is a solid set and with the +speed from elec, shockwave can keep foes knocked down well. Spines is rather AoE oriented and parred with /elec, you can make a good farmer; although, most power farmers go spine/fire or spine/dark because they are less resisted. Spine/elec shouldnt be a problem, anything can "farm" if you really like it.
  4. *Most* Critters/targets will have a 50/50 chance of hitting you- that's their base level of accuracy (to-hit buffs modify this number, IIRC, and +accuracy in slotting etc effects the power used). Soft-cap is the max amount, 45% defense to *positions* in melee, ranged, AoE attacks or *types* smash/lethal, fire/cold, energy/neg.energy (toxic & psy are not typed and each use unique scheduels) such that the critters have only a 5% chance to hit you (50% + 45%). You can get more (which is useful for defense debuff powers if you dont have resistance to that, and in incarnate content enemies have higher to hit so one would need 59% to floor typical chances for an enemy to hit you), but the attack mechanics are such that they will always have a 5% chance to hit you - the floor likelihood of landing an attack. Thus it's "capped" as long as they are b/w -3 to +4 or 5 levels (actually above/below this, IIRC, acc is adjusted. Havent looked at this stuff for a while tho, sorry). It is a *soft* cap because there are ways of lessing their acc with debuffs, etc, but this cap represents a functional limit on defense.     Depends on what powers you take in the secondary:

    DP = absorbing any energy heat, etherial? (coloring required)
    World of Confusion(?) = they just fear your presence
    Psychic shockwave = your wings beating so fast a shock wave flies out
    Build up = you're mad powerful
    Psy Scream = well your still a bird, birds screach sometimes they can deal with it. It's your battle cry
    Mind Probe = I dont know, just probe them till they die and let them figure out what happened later. BEAK PROBE FTW!!

    Thrust = [never used it]
    Fear = see WoC

    Remember when they first introduced Mayhem missions and it was bugged so the destructible objects didn't scale with you? That ended up being a neat thing because it made you feel like your character was getting more powerful, so they left it in.

    I agree, getting exposed to Hami should cause *serious* mutations. Too bad the costume editor couldnt temporarily reflect that with changing colors and an ever distorting body, too.
  7. /SR also gives easy DDR, too, which some of the defense sets lack. I will admit, if you are planning a high to top end build and going incarnate (spirit for rech), many other sets will give you what /SR has to offer and more. I'll probably go StJ/wp or /shield or quite possibly /regen for a gritty "roll-with-the-punches" "gets-hit-and-comes-back" type toon.
  8. I've seen Tanks with builds that take only the tier 1 from the secondary (must have) and thats all, so they take all else the game offers for survivablilty. Can you? Of course. Practically, leveling it may be a pain unless you team all the time, and you'll likely get snarky comments. Use the Dual Build option, make one for teaming and playing the builds strengths another for your whims...
  9. I'd say dm/inv, too. I have since re-rolled him as a tank for concept. My dm/sr is quite tough tho. 1900hp (stays rogue for red side bonuses and has pvp IO's), but a boon is that it has 192.5% recharge so spamming siphon life is great. This is all with IO's (very important) and Incarnate stuff (both rebirth radial and barrier to taste). In general, tho, DM/INV. I like my dm/shield, too: kills things before they really become a threat.
  10. I like ZombieMan's and General_CoH's list. I do NOT like the idea of merging archtype forums... that's too technical. Issues of appropiate triage of information seekers is best started in general ways: main page of COH in discussing AT and in the UI under play-styles when we make a new toon. Here you can explicitly tell newcommers the spectrum of melee combat or how the dynamics of support/ranged damage trade-offs, then in a last blurb: "For a wealth of information on this, our dedicated VIP's have posted many topics on the boards. See the forum about the archtype best for you! (or something).

    The forums are too technical now, to merge them for "simplicity" would be the worst case of "not seeing the forest for the trees."
  11. If it where a t-shirt size, it would definately be extra-medium.

    On my fire/shield that has a good singel target attack chain, I find that I am using this more than I would Aid Self especially now that I have Rebith Radial Epiph. The epicenter hits about like FSC albeit very small radius. It's fine looks cool, and is mostly for Freem purposes...mostly; min/maxers - this is not the power you are looking for *waves hand in Jedi-like manner.*
  12. SD used to be really easy to cap DDR, but around the time Castle "left" the value of grant cover was adjusted such that we now need at least lvl50++ HO's in the required powers to get 95% DDR- provided you only want to slot 3 of each kind.

    2. 95% regen resist? No thanks. Gimme a way of getting recharge debuff resistance. Regen has significant mitigation in its regen powers via fast healing, Integration and IH, but IMO, more of it is burst mitigation based via Recon, dull pain. MOG is very nice icing. IH should have some mechanic to *instantly* heal (significant up-front heal) and possibly, while active, large recharge debuff resistance (rdr), or add stackable rdr to reconstruction, or add it to resiliance or MOG while active. The only reason I can see that they wont do these and Regen got the buffs it did is that I would be too strong.

    On a less redundant note, I'd hope dom's/trollers get dark/dark (have that for them yet?) and some sort of device holding like ropes, chains etc. Another assault set would be "device" assault: knives, boomerangs, throwing stars, granades, spears. Not necessarily all of theses in the same power set, but weaponry typed.

    Staff could definately be used as the melee brandishing device and add ranged, pbaoe, and aoe with magical properties a-la Vanguard Wands (holding it up or planting it in the ground for various effects) or making it a contraption to hide other attacks.

  19. If Cole's vision is to have absolute domination over the multiverse then the goal is selfish, the means are oppressive and abusive and the whole thing reaks of self-indulgent power lust: evil.

    The only point I can think up as to why Cole would still needs Praetorians is to use them as a hostage/shield to try to slow heroes from slowing him up to quickly (they are drug-chained worker bees, a resource for his armies and a deterrent to total war). We are watching his rise to power as a festering malignancy to the multiverse. (I wonder if Rularuu the Ravager is Cole from the distant future?)

    When he's done preparing whatever he is preparing, he will have the power to "trancended" that "earthly" relm and leave it to it's fate, and move on to whatever he needs to do to take the next step. I highly doubt he'll have any memory of his origenal intention for a stable DE free existance - they stand in his way too now. Everything does!

    As a little aside: the thread seems to be forking as to whether we're talking about Cole or Cole's Regime. I can see the moral gray in Praetoria and in the regime, not in Cole, not any longer.

Cole may have started with wanting to help himself and others, and may have been altruistic during initial DE attacks because he wanted a stable environment primarily for himself but maybe for others. This may very well been opertunistic and certainly necessary at the time - *primative* but good survial stratagy. Now, as he maintains that position, the "surviaval of humanity" seems like a side-effect. His rule is one that chases his own interests for his own interests. If the people really understood the danager then, the people would fight for there own survival and it shouldnt be nessary for all the oppressive overtones. Cole's current vision is the same for all persons mad with power: they want more power. His means are barbaric, may have been necessary early on with garrilla war with DE, now its rampant (uncontrolled, undiciplined, unnessary) power/selfishness for the sake of power/selfishness by whatever resource he has available. Maybe we'll find out why he just doesnt leave and let Praetoria fall to DE. Praetoria must still be useful somehow, but it's is being strun-along as an abused unequal: Evil.
  21. Tyrant is evil enough to be classified as evil, period. If it walks like a duck, quacks like a duck, swims/hunts like a duck, but flies like an eagle, its still a duck. It's being comfortable making a judgement dispite inconclusive data that people still find him potenitally redeeming and "not all that bad" enough to classify otherwise.

    If I met Praetorian Marcus Cole on the street I would always avoid him, keep an eye on him, wouldnt trust him, not do business with him, and even if he tried to spin a behavior/action he commited in a positive light, I'd ignore it. He has his agenda and whether you die is whether you get in the way, thinks you got it the way, or some other whim, and he wouldn't care. Gangster.

    His greatest act of evil is prolly make you *think* he's not that evil.
  22. I thought scaling resists kicked in ~65% for tanks, but Im not sure how that "scheduel" works. Add in the DDR and we're back to the /shield vs /sr back-and-forth on the other melee boards. Should be solid, not holy cow, but a decent competitor
