I figured the Standard Keys section was the most appropriate, as that's the most appropriate use case for the keys. They can emulate a chord key behavior, but it's not how you'd expect, so I consider that more so an oddity, and 'shift+key' should be the recommended format.
Also adjusted the description of the Chord Key section to accurately reflect that they can be used on their own, not just with other keys. -
I'd already tested it out earlier on my system and it had done nothing, but wasn't sure if maybe it worked on some obscure system. Updated the wiki to reflect that's not a valid key.

If it's the same number, then that's likely the case (I thought you were supposed to get a new number when you got a new card issued?).

That should be fine then (NC doesn't accept credit cards from a lot of far eastern countries and other places, due to credit card fraud).
Based on the message, it sounds like the credit card you're using has been used with NC before... has it? It's not stolen, right? (okay, that last one is a pretty huge stretch, just thought I'd throw it out there anyways)
I think your best bet is to contact NC directly and try to see what the issue is (or try a different card). -

A few things (some already said, but they bare repeating)
- Reset your router
- Revert your router to firmware defaults
- Replace your router
- Run a traceroute to a few different sites cause you trouble and see if you can notice anything in common.
Just so you know, the router/cable modems Comcast provides are horrible quality. And to make matters even worse... if your cable modem is replaced by them, they're sent back to the distribution center to be repackaged and sent back out, with only the minimalist possible checking done. Whatever one you've been given has likely been sent back multiple times, even if it was in packaging when it was first installed.
Edit: WTF? Using USB? If at all possible use freaking Ethernet! USB is NOT INTENDED FOR THAT! -
I'd have figured reinstalling would catch this if this was the problem... but you could try deleting Coh.checksum from the installation directory, then re-run the updater and verify, to force it to get a new copy of the checksums and verify the files with that.
Also, if you have any mods installed in the data directory (which doesn't exist by default), remove those. -

Every one of them worked as expected.
If you use both shift and lshift, the second one will overwrite the first one. If you bind shift to 'hi' and then lshift to 'bye', pressing the left shift key will say 'bye', and pressing the right shift key will say 'hi'. If you bind lshift then shift, both keys will do what shift was bound to.
Edit: Damn it! And I went through all that trouble to prove Aggelakis wrong and it turns out I misread the OP and their post! ... Off to Ouroboros to erase the OP from being ever born! -

Even with a CoX 2, I don't see them completely abandoning the current AT system- it's just been shown to work too well.
One thing I could see them doing, is taking the current system as a basis, and expanding upon all the existing sets. I'd say that the branching they've done with the SoAs would play a larger role, along with the mutually exclusive powers. That'd leave all the current powersets valid, but only one possible branching in CoX 2. A ported character would maintain the same build, but upon a respec, they'd have more options and more paths available to them (or maybe a higher level cap).
But at the same time, I really believe all these ideas could be easily (as compared to making and balancing an entirely new game) adopted to the existing system... which the Devs have shown they are doing. The Devs are making CoX 2... and we're all already playing it. -

If you enable the option Disable desktop composition or Disable visual themes (in the properties for cityofheroes.exe), does that make any impact on the issue? It might be related to the DWM.

You need to include the full command. The -project coh at the end is important, as it tells cityofheroes.exe which game to run (without it, it'll give that error).

A lot of people don't consider 5k worth the effort, and even 50k isn't worth much of the effort (I, personally, just drop them at WW/BM for 1 inf, to get the badges and I'd never use them anyways).

You could try FRAPs, it has a screenshot mode (don't recall how it operates in the free version). It's possible it's related to a driver issue, so upgrading your video card's driver might help.

Most gamers didn't want to touch Vista with a 10-foot pole, and there's very little reason for them to dish out over a hundred for a Windows 7 upgrade (which, FYI, is easier to pirate than XP). A massive percentage of desktop systems still run XP (I'd imagine that if you factored in non-gaming systems, the number would be far higher, since Steam's results would be biased towards early adopters and people with newer systems), and it's their damn choice. Windows Vista and 7 have new features, but most people don't give a damn about them- they're using computers for the applications, not the OS, and most anyone would want to use support XP since that's what most people use. -
If you turn on /showfps 5 in game, what sort of FPS does it say you're getting?
(the 5 will make it average over a 5 second period, you can use a different number, with 0 turning it off) -

The checksum is approximately 10.6 kilotbytes in size, but it has to scan the whole ~3.1 gig installation (only takes a few minutes on my laptop if something else isn't murdering the disk).
If this is a completely new installation, it should just be one download of ~3 gigs... but when updating from a fairly out of date version, I think I've seen it do multiple patches before... but you're likely at the end of the updating. -
