1000 second rech / 1+(400% rech) = 200 sec recharge - 180 sec duration = 20 second downtime.
As 400% rech is the cap, you'd have to achieve 210% global recharge bonuses on a SR with quickness and hasten to hit the recharge cap. That isn't going to happen.
This is meant more for the OP. I apologize ahead of time if I sound condescending. -
I'm sad too, the only thing that causes me a major framerate drop in my computer (except for rikti invasions and stuff that lag everyone) is when I fly/hover with Cloak of Darkness on.

All scrapper combos are good, SR is just SR, meshes well with everything: great defense, defdebuff resistance, scaling resistances, nice recharge boost in quickness.
The goal is 45% for melee, ranged and aoe if you want to be softcapped.
Don't expect to dodge a lot of stuff before SOs though, SR is quite fragile till 22. -
I agree, it reminds me of Psychic Shockwave. I really liked the globe animation from before...

1) Dark Blast at 41 because Moonbeam is the suck (it takes double the time of others snipes to activate). Slot dark blast with a set like thunderstrike if you intend to use it as a part of your attack chain. Devastation is good for the +hp too.
2) Shadow Meld at 44, it's a great panic button that's available often, it's like a defensive build up. Slot for defense and recharge (3 membrane HOs optimal).
3) Soul Storm at 47. I say 47 because Shadow Meld will help more in your survivability so I'd take it earlier than the hold.
Summon Widow is meh, I'd skip it and leave the 49 power for something else. -
Seems decent to me although I don1t like taking the Fighting Pool on Stalkers and find the psi resist IOs kinda meh.
Here's a claws/nin softcapped to m/r and almost capped to aoe (44% with hide suppressed) that I had saved, with capped HP with the accolades:

Well when a power does less -resist than a single *blaster* Howl it's no surprise it's underappreciated.

Seems like a good defensive build to me (since your punches are poorly slotted).
The only downside I see is that with the current slotting, Rage will not be perma in Granite.
I'd also max recharge on Earth's Embrace (using 5 pieces of Doctored Wounds) and find a place to add a Miracle unique.
Also, Gloom is awesome for your attack chain. You could get Gloom, 5-slot it with Apocalypses and Dark Obliterations for the Ragnarok set, depending on how much you care for your AoE immobilize. -
1) Smoke Flash sucks
2) Hibernate only needs 1 or 2 recharge reductions
3) Kuji In Retsu only needs recharge in a PvE build.
4) Kuji In Rin only needs 2 rech reductions. -

No, procs in damage auras only proc each 10 seconds, not every time it pulses. Same with caltrops. -
Hmmm maybe 500-600 mil if you're patient with the market. BTW my current build (totally different, uses maneuvers and etc) is worth less than 100 mil, has 36% s/l def and can farm very well. But I wnna respec to get seismic smash and be sofcapped, I have a billionaire toon to fund it or I can just keep farming:

I find Death Shroud more than 'okay'. It's one of your major damage-dealing power if youlook at herostats. I'd slot it with 1 acc, 2 dmg and 3 endredux (or in 4 slots for IOs, 2 acc/dam/end and 2 dam/end). Also I'd take it just after Stamina.

This is my planned respec as soon as I get the kinetic combats.
Capped HP (perma earth's embrace with siphon speed and Hasten), s/l def cap and good reharge (an expensive build but since I still do TFs on my fire/kin I want him to do damage solo, but of course fissure could be slotted with a stupefy set for example.

I'd certainly work Howl in, a Cold/Sonic is a devastating Res debuffer and Howl is your aoe.

Clear Mind recharges so fast you only need 1 recharge on it. Put the 2 extra slots on Fortitude for recharge, this way you can keep 2-3 ppl forted at once. I'd slot it with 2 defbuffs and 3 recharge, ideal slotting is 3 membranes (5 red fortunes is good too, as it's not as expensive and gives you +5% global recharge). Fortitude adds tohit and damage so it's a good buff for any toon especially the squishies.

NEVER skip Tar Patch. It's a great -res and slow tool, you'll see everything just dies way faster inside one.
Also, Howl is a good power to take early. It's another 20% resist for your team, and is a cone.
I'd also slot fearsome stare with acc tohit defuff sets.
Since you went for ranged defense, I made up a build that gives you 36% ranged def and more recharge (although it's kinda expensive) and gave you knockback protection. Also gave you some endredux in your first two blasts, feel free to swap any power you prefer in the build (you coul swap Shout with H. Twilight for example, I like HT after 22 because you only start getting great benefit out of it after SOs):
