I'm by no means an expert but it looks like you'll face the same trouble I've been having on my fire/kin - how do you survive combat long enough to finish an attack chain against even a small spawn.
Fire has no damage mitigation (as far as I can see) and you've got to be at close range to take full effect of your own kin buffs. By the time you've run up and got their attention you're spamming heals to try & recover from their alpha strike... its not pretty.
My fire/kin is stalled until i can figure out a spec that has enough defense to survive. You might want to consider Combat Jumping, Maneuvers and Stealth - all powers I've seen recommended in other threads useful for squeezing in defense bonuses/sets.
I haven't figured out how to survive solo on L1 difficulty yet (in my mid thirties) so I can't offer you a build, just a heads up.
Edit: Here's the build I'm hoping will work for me. I sacrifice a bit of damage output to improve my survival chances and I can't afford all the sets yet by any means but having the build lets me work within the slots I'll eventually "need"...

OP, you'll want accuracy in Rain of Fire if you want most ticks to hit. You're also missing accuracy in Siphon Speed and Fulcrum Shift.

As for surviving against spawns, what I've done is try to simply kill as fast as possible. I've aimed towards building for damage output instead of defence and it usually works out okay....or goes horribly wrong very quickly, with little room in between.
Being a solo build, I only took Speed Boost for using when missions provide pets.
I skipped:
Boxing/Tough/Weave. If I had a Steadfast: Resist KB, I suppose I could take Increase Density.
Air Superiority/Fly. Took CJ/SJ instead. (Pretty sure I had a Karma: Resist KB.)
Took:
Aim. It's an Acc/Damage boost that doesn't grab agro. I like.
Assault/ Tactics.
Rain of Fire. It's handy not just for the AoE ticks, but to convince a few foes to move away from an area.
I haven't gotten past 38, so I'm not sure where I'll go from there.
The character has definate trouble against EB's, and often just tries to spam Siphon Speed and keep them just out of Melee, but still in short-range for Blaze. I've considered taking Blazing Bolt, as Snipe sets are cheap redside (last I looked) and it might be useful.
Terse, you've chosen a set for Transfusion that has no ACC. I'd recommend Touch of the Nictus or Theft of Essence (which I took).

I've had a lot more luck since I respec'd to the L35 SO version of the build I posted (at L38 myself now too). Starting to wonder how much trouble I was having was due to luck/learning curve as much as my build though.
I don't think I'll even warm to CJ/SJ for a travel set, but I didn't think of the aggro aspect of Soul Drain, or the mitigation effect of Rain of Fire either. I'll definitely swap out Soul Drain for Aim. What to drop for RoF though. Decisions, decisions.

Go with Leviathan Mastery or something (School of Sharks, Shark Skin, Hibernate). I'm thinking the only reason you went with Soul Mastery is for Soul Drain, which is largely a waste when you factor in Fulcrum Shift off a large mob, and Aim if needed. I took Tough for the extra S/L resistance when fighting Freakshow, Nemesis, and certain enemy types in MA missions. I don't have my build with me at the moment but I'll try and post it if I remember, when I get home.

I've had similar survivability issues on my Fire/Cold in early level (though in my case, once I got Sleet and Benumb, mobs were hitting me less but still enough to be wary). In the build presented so far, I see that Inferno is taken. I haven't used nukes much before, but I tend to think of survival over big BOOMS (on teams, yeah, nukes are awesome). I say you can get rid of that in order to get RoF. If the mob you are facing is still standing after getting hit with a Kinetics-buffed RoF-Fireball-Fire Breath combo, then the mob will probably still be standing after Inferno. And you don't want to be helpless if that happens.

Well, my fire/kin can tank 52 bosses on AE missions (with purples of course), and I don't have fighting as a power pool. However, I made this toon to be very versatile: to solo or work on teams. I primarily made her for Master SFs and the such; however, she is very effective for farming.
Let me check out my numbers:
Defence (all except Psionics): 12%; Psionic 26%
Resistance: all capped at 75%
Haste (including hasten): 149%
ToHit: 92%
Accuracy: 63%
Damage: 235%
KB Protection: 8
Status Resistance: Hold 28%; Stun 20%; Sleep 69%; Confuse 133%; Fear 81%
Debuff Resistance: Perception 52%; Recharge Time 20%; Run Speed 20%

Back after a LONG absence, and just got my Fire/Kin to 50. Hoping to swap him to Hero side and replace an unplayable, unfun defender who is kin/electric.
The question is, What would be a good Solo'able/Farmable build for this toon. Team play is simple (Give him Speed Boost, Fulcrum Shift, Transference, and Transfusion) Duh, your team build is complete. LOL
But, Having some trouble speccing out what PP's to take to round him out for solo play. Any advice from the ones in the know would be grand.
