Thanks for taking the time to post your feelings and concerns. I have also received feedback on this same topic since I started. This is home for a good number of people and they've let me know (and some of the Dev's too!) how they feel it is being handled. Some people have expressed they like the change of pace and felt that the forums had grown a bit unruly. Some others let me know they felt I was being overly prohibitive and stifling. I respect the fact that I'm the newcomer here and do my best to keep the feelings of our posters in mind.
I do lament that I don't have as much time as I'd like to just involve myself in discussions on the forums. Unfortunately, that means that a lot of times when I post into a thread, it is as you said, to address some concern with how the topic is progressing or to shut something down. So, that is to say, I can understand your feelings about my presence on the forums. It is something I'm aware of and working to address.
We do have good reason for the Message Forum Rules and Guidelines that govern conduct on these forums. This place is not an open soapbox for anyone who wants to stand up and rant and bash the game or to talk about topics not on the game. We have these forums to help players get the most out of the game and those rules are a good part of keeping that experience a positive one.
I welcome any input and feelings about how we run things around here. If you don't want to voice that here, please feel free to write me a private message.

Yes, when it says 1 End Red/3 Defense it is indeed 4 slots TOTAL.
That's 1 slot that ALL powers come with and then 3 additional slots added in by you.
Try the program in my sig. It REALLY helps you "see" how your character will get slots and powers after each level up! -

Sherks Builder is getting a BIG overhaul (update). I am currently updating ALL powersets. I am nearly done with the Villain side. Warshades were updated a few weeks ago. Hero side update will be out a week or so after the Villain side. I also have new data for PB and will be updating them soon!

Aim is also a Scale 5 Damage buff. That's a +42.5% damage increase.

With the info from Chef, here is what we have.
With a Base value of 23.375% Res, a single +1 SO will yield 28.28% Res
With a Base value of 23.5% Res, a single +1 SO will yield 28.44% Res
Chef's numbers indicate 28.30-28.38% Res. With such a small difference in percentile points, I went with the 23.5% number on the Hero Builder for now (but I DO suspect it to be closer to the 23.375% Base) and will wait for someone to prove me wrong with some REALLY EXACT tests -

After MUCH grinding, i finally made it to 38, and i gotta tell you one thing, the Dev's are consistant in making the final power in each of the elec sets extremely cool looking. I activated Power Surge the minute i got out of the power selection screen and an ear to ear grin spread accross my face.
First, it starts with the Psychic Shockwave scream/animation, then to my amazement i turned into what can only be described as a Cap Au Diable Gremlin (retaining my 'toons height and dimensions). At this i almost broke out laughing, it was so cool looking, but thats not the best part, when PS wore off i exploded in an EM pulse (Blaster version) and did the Unstoppable +HP then -HP (brought me down to prolly 10-20% hp, i'll verify that later) and when that was finished, i stood there with sparks shooting out of my head and smoke rising from my body. All in all, a very cool looking power.
So now i'll try and test out the effectiveness of the EM pulse and resists. Just had to share the joy : )

The numbers show that the shield has about 27% resist with 1 res SO, thou didn t calculate the perfect % yet. (base res must be around 22%)
The only bug it had when we tested it was when I was hit with and attack + dissorient and the shield went of before the damage so I didn t get the resist bonus and waf hit with the full damage. This is a bug IMO becouse you should be hit with the dissorient after the hit not before .. or donno how it goes. And as for we have no mez protection, every little sleep, hold, etc.. get the shield turned off and back to the squishhh

5.65% or so, their original value. It appears that they were never actually changed to 7.5%, it was an erroneous patch note. I think. Arcanaville knows. But the passives are definitely at the same value on live and test (c.a. 5.6%).

Scale 0.75, or exactly 5.625%.
I've actually measured them to be 5.63%, plus or minus 0.012% or so. So I really certain that's the number. It was never, at any time (I'm pretty sure), ever set to 7.5% for SR scrappers, although they might have been for a short time for SR stalkers. I'm still simultaneously amused and horrified by the reports from SR scrappers who absolutely *loved* the defense boost they never had. I'm sure there are red names that experienced a similar reaction.

I finally managed to catch up to Juzam and pass him a few million influence. Then from there, Mrs. Kay n I ran a few AV's with Tribal, Mistress Shanna (who I hadn't seen in a while) and 2 members of B.O.S.S. that i hadn't teamed with Granny & Mind Raver(sp?). Thx for the fun guys!!

WARNING: The post made by Statesman regarding Tanking is a terrible example of Tanker skill. Please do not follow the above method unless you enjoy soloing or being kicked from teams a lot. There are plenty of people out there that will do so, so be warned.
If this is your example of Tanking, Statesman, then you need serious help. You are playing an Invul/Fire with access to at least two AoEs, a cone, Taunt, and (hopefully) Invinc, and the best you can come up with is 1/3 of the aggro in a 7 player mission set to Rugged??? Did you learn anything at all about Tanking in those 32 levels or is this one of those artificially PLed characters that you Devs play in your test environment? I can surely put forward one thing for the benefit of new Tankers that are looking for advice: Do NOT use this example as your guide to Tanking. I play a Broadsword/Invul Scrapper that can grab aggro and Tank better than you can with the support you want tanks to have now. And thats WITHOUT the passives that you pretty much destroyed in the last few issues. If I can do that on a Scrapper, why on Earth would I ever bring you to my team? There is a very old saying, States, that pertains to this post of yours here:

Are you ready to learn how to Tank, States? There are plenty of us that can show you. I am glad that you have finally come to the forums seeking advice on your skills. Now, post your build so that we can help you and give you the advice you need. Believe me, the first time you really Tank, you really wont want to go back to what you are doing now. Take our advice and let us help you. Your teams will love you for it. And if you decide to disregard our advice and keep playing this way, then you might as well delete your "Tank" and choose another AT entirely. Your teams would be better off if you did.
