I think certain Council will drop mutation enhancements, but the 30s on the hero side really have a dearth of enemy groups, not counting the mobs in Croatoa:
CoT
Council
Crey
DE
Freakshow
Nemesis
Rikti
Arachnos
That's pretty much every group you'll fight between 30 and 40 unless, like I said, you hit up Croatoa. If you really want mutation SOs, I'd suggest running some AE arcs and buying them with tickets.

The enhancement drop tables for Council were changed to Tech when the Invention system was introduced. Positron commented that it was missed in the patch notes, but they had been using the drop tables from the 5th Column. The Devs felt the 5th was more mutation based, but the Council was more Tech.
Of course, now that the 5th are back they seem to be using the Council "Tech" drop tables
To the OP: If you get the day job Storekeeper/ Smuggler you'll get a random Enhancement drop on any mission complete. Not a big help, but at least a small chance better. -

That feature was added in Issue 12.
Player Notes:
* You may now rate players and write notes about them.
o The notes are stored by global name.
o The note list is stored locally on your computer and will bring up the same notes for any character you play with.
o Only you will see the Player Notes that you write and ratings you give. Since these notes are stored locally on your computer, other players cannot see your notes and ratings.
Conversely, you will not be able to see any Player Notes or ratings that other players may have written about you.
o It can be invoked by typing /playernote <name> or by clicking "Add Note" on context menus.
o There is a new option to display the rating you've given a player above their name.
o Additionally, you can enable private message logging to store private message logs on a per global name basis. -

You can also get a Rikti mission from the Science store contact in Brickstown, and DE from the Mutant store contact in Founders Fall. -

I often mention this in game (usually in response to "Where's the 'Hallows'?") :
On the map there is a tab called "City", which will show all the zones, how they connect to one another, and which train lines ( yellow and green) connect to them.
Rolling over each of the zones give's you it's name. -
Yes, this is a known issue with Willpower [known to players anyway].

Snipe animation targets last defeated foe rather than currently selected foe.
When starting a snipe after defeating a foe, the animation's vertical component is targeting the last defeated foe's corpse, rather than the the newly selected target.
Can be easily reproduced by hovering over a target, defeat it, then target a foe on horizon and cue up snipe. The snipe animation will be looking at your feet, until the first foe's corpse dissolves.
Currently this is for every snipe in the game but is most obvious when using a drawn weapon (Assault rifle / Bow). -

Note that it doesn't currently work with Willpower auras IIRC (and does not affect costume auras which is WAI). -

I was just being thorough, since if a person is looking for mid-level drops only (for example) you'll have a better chance from level 26 to 34. The AE listing can be misleading that way. -

Low-Level invention salvage may be dropped by enemies from levels 4-25.
Mid-Level salvage may be dropped by enemies level 20-39.
High-Level salvage may be dropped by enemies level 35+.
Note that these ranges overlap. Enemies in an overlap might drop invention salvage from either valid bracket.

During the contest to create the in-game Theatre Marquee there was historical background published on Galaxy City which mentioned it used to have a film studio and movie lot. (The contest winner was the marquee that is now on all the theatres: "Rise of the Council: The Broken Column starring Fractured Dawn")
At the same time the Paragon Times article about the "Orion-Majestic Theatre" came out, but if I remember correctly the contest details had additional information about the old movie industry in Galaxy City.
Was there a Film Studio in Galaxy City's Nebula District? -
Well, it's a bug that's been there as long as there has been City of Villains, so hopefully someday they'll find the time to fix it.
Workarounds:
Move away from the doorway (outside of the building lobby) and type /stuck (works most of the time for me)
Choose another mission and/or zone or relog. -

Also, to add the obvious, if you have a contact in your Active Contacts list, go talk to them and they'll give you missions, or eventually introduce you to contacts that are your level and in appropriate zones. -

Unlike heroside, contacts will only pass you up the contact chain within the same zone. As mentioned, once you outlevel a zone you'll need to go to the next zone and run newspaper missions until your broker bar for that zone is full, then do a mayhem and get introduced to a contact in that zone.
As well, if you don't have any more contacts in the contact chain you have to do newspaper missions to start another contact chain (which in this case is Bocor->Radio in Port Oakes)
A great guide for zone levels and the contact branches is Dread Tomax's Guide to the Rogue Isles' network of contacts . -

Good advice in general, but it is not what affects the particular mission mentioned.
Also, with NPC's that assist you in fighting,( and are not hostages to be lead out or to an objective), once they are following you can go into full invisibility/hide and they will stay with you unless you out distance them. -
Sniper class NPC's can't move. I've bugged this mission everytime it comes up (and a friend just asked me about it this past weekend too.)
I've also bugged when wave attacks (ambushes in instanced missions) contain Nemesis snipers, as the next wave won't spawn until you go and find the sniper sitting at its spawn-in point.
Interesting that you say they fired and moved away, I'm wondering if they are trying to code the AI from Family Hitmen into Crey Sharpshooters, as the Hitmen will also snipe, then move away to stay out of melee range -

To see a layout of the city, and all the zones and connections between them, open your map and select the "City" tab. That should help you navigate from zone to zone; to see which train lines go to which zones and which gates lead to the hazard zones. -

will enable both mouse buttons down for forward movement but the auto-run will be disabled. -
IIRC the Frag grenade has 15 charges, and Day Job Accolade powers recharge fully in 10 days, so that works out to one grenade every ..... 0.667 days = 16 hours.
The power will appear in your powers list and then you can drag it down to a slot (unfortunately it does un-slot when the charges are used up).
