Going Rouge. What does it mean?
Short answer: No one but the devs knows yet. They're not releasing any more information about it this early. By the phrasing of your question, you have proven that you know just as much about it as anyone else not employed by NCSoft.
Any answer given to you will be little better than a wild guess at this point.

Don't know what you mean by a PRO, but if you meant the Devs, they very rarely respond to questions here.
But, Going Rouge means that your characters will all be turned a nice shade of pale blush when the expansion hits.
Going ROGUE, on the other hand, we don't know exactly how it will work. We've been told pretty much what you know, and very few other details have emerged on the how, what, and where that faction crossovers will occur.

Damnit, I had every intent to get here and insert some clever colloquialism of some sort, but I was beaten to the punch.
In short, no one knows exactly what it will mean for the game. If you go by a dictionary type definition, it means you are defecting to an allegiance outside of the one in which you are aligned.

My opinion, based on nothing but guesses:
Going Rogue will introduce a new "city" - Praetoria - just as CoH introduced Paragon City and CoV introduced the Rogue Isles. You will create all new characters in Praetoria and these characters can begin as heroes or as villains. Praetoria will have its own economy and will be linked to the Rogue Islands and Paragon City only through PvP zones, Pocket D, and perhaps the Rikti War Zone. Oh and maybe through some neutral-aligned MA Arcs.
Other than these links, all your new toons' adventures will take place in Praetoria. You will use the Praetorian Black Consignment Market Houses to buy and sell salvage, recipies, IOs etc. between yourself and other Praetorians only. During your career in Praetoria, you will be able to select missions that allow you to change your alignment from the darkside to the light and vice-versa, but you will never leave Praetoria to play in, be able to use the markets in, or join SG/VGs in Paragon City, or the Rogue Isles.
I really think the people who are assuming that we'll be able to move existing characters from PC to the RI and vice versa, or start new characters in PC or the RI and eventually move them to the other side, are going to be sorely disappointed. I honestly think all the new content in Going Rogue will only apply to newly created characters, and those new characters will only ever exist and adventure in Praetoria.

Do you think the devs will put an AE building in Praetoria? If they did, it would kinda kill the whole point of playing new dev content. Hopefully it will stay in Paragon, Rogue Isles.

Then I will amend my prediction to be that there will be all new Rogue Isles and an all new Paragon City that are only accessible from Praetoria and only by new characters created in Praetoria and that existing characters will stay put right where they are.
If this isn't the way it goes down, then I will be pleasently surprised. At least until we realize that it has decimated the market on one side or the other, or it turned the Rogue Isles into an utter ghost town, or something. I just think there are a huge number of unknowns associated with opening both sides of the game to all characters, and as we have seen with MA, unknowns rarely lead to positive results - or at least the negatives tend to overwhelm the positives.

You'll be able to move existing characters into Praetoria and, based on your actions there, possibly transfer them to the opposite zone permanently.
At least that is how I read it. If it was less that that it would be a huge disappointment to me (and, I think, to many other people).
For good or bad, the forums foster scrutiny and analysis of every announcement. In this case I think the simplest, most comic-book interpretation (i.e., mine) is correct.

I took a look at the Going Rouge FAQ, and seen very few questions actually answered. I have tried to follow the Forums but there is so many different perceptions on what Going Rouge will actually mean for the player. I have only one question. When you take a Hero's morality to a villains attitude do you become a hero only in Praetoria or will you be able to actually take your villain to Paragon and play blueside? I would really like to know,because I'm thinking you take your toon "Rouge" and you play only in the "Praetoria(Co-Op) zone or your Origin zone being the Rouge Isles for villains and not be able to take your New Hero with Villain powersets to Paragon. Can Anyone"Preferably a PRO" Answer this one question?
