The results of my testing of the ally XP nerf:
What counts as an "ally"?
All "Ally" mission objectives, all "Release Captive" objectives, all "Defend an object" objectives, and all "Escort" mission objectives.
What does not count?
Allied patrols and fights where one side is an ally, "Fight a Boss" objectives where the boss is an ally, as well as the obvious ones: "destroy an object", "fight a boss", etc.
Does it matter if the ally objective is mandatory or not?
No.
Does it matter if the ally is a custom mob or not?
No.
Does the difficulty of the ally matter?
No.
Do the powers of the ally matter?
No.
How much is XP reduced?
Each additional ally removes 10% of the XP for a defeat, so the formula is: RewardXP = BaseXP * (0.9 ^ NumAllies). For example, having five allies would reduce the XP for defeating an opponent by 41%.
Are ticket drops reduced?
I haven't tested this, but I assume so. I expect the formula used gives the same results as the XP reduction formula. -

It's their "20% time" policy: Google engineers must spend 20% of their time on something other than their main job, which leads to all sorts of odd things being done -- in this case, a study of the failures of the hard drives in Google's hundreds of thousands of servers. -

That means City of Heroes isn't getting the keystrokes at all. If the numberpad doesn't work in Linux programs either, it probably means your keyboard map is incorrect; if it works in Linux but not Wine, I don't know what's going wrong.

Assuming you've got a typical Wine install, I'd move the "bots.txt" file to /home/justice/.wine/drive_c, and use "/bindloadfile c:\bots.txt" to load it.
As for the numpad issue, what happens if you hit "enter" to start chatting, and then hit the numpad keys? Do numbers show up on the chat line? -
I know of four solutions to /bindloadfile not working on Linux (and suspect there's a fifth), but without asking questions, without knowing what you've tried, and without knowing what error message you're getting, I can't tell you which one to use.
For the numberpad not working, the most likely cause is that numlock is off (if you're using a desktop) or pad lock is off (if you're using a laptop). -
By "less than common OS", do you mean MacOS, or do you mean Linux? Knowing will help people give better suggestions, and maybe figure out why /bindloadfile and the numberpad aren't working for you.

The exceptions you're most likely to encounter are toxic damage (there's no toxic defense type, so you can only defend against it using position defenses) and certain mental attacks (which have the Psionic damage type, but no position flag).

ED made IO sets viable. Was it done as preparation? I don't know.

The absurd levels of recharge he's got permit the use of the GD > GC > SD attack chain, which (IIRC) does about 30% more damage than a more common GD > DA > GC > SD > DA > GC or GD > GC > DA > GC > SD > GC chain. Of course, that requires enough survivability to drop DA from the attack chain, which he may or may not have. Having Energize near-perma and Power Sink up every 20 seconds (and slotted for endurance drain) may make up for the low defense numbers.

Example I logged onto one of my 50 alts that haven't played since before the changed how difficulty worked, so it was set at the default lowest setting. Until I really cranked up the difficulty I wasn't getting ANY recipes much less set recipes. Having a streak breaker mechanic would be nice for drops -
Easiest solo run I've had was when I attacked after he summoned his pets: my controller fired off Seeds of Confusion, then stood back while his imps shredded him.

I can't think of any reasonable attack chain that requires recharge in Divine Avalanche but doesn't provide enough global recharge. -
The more I look at that build, the less I understand it. I'm guessing you took the principles of a Blaster solo build and applied them to a Scrapper, which just doesn't work.
The basics of any katana/elec build:
1) Divine Avalanche: This provides incredible melee and lethal defense starting at level 8, if it hits.
Since DA doesn't give a defense bonus if it misses, you need to slot it for accuracy (it should have a 95% chance of hitting in any situation you plan to be in). If you're selecting set bonuses for defense, you should build for AoE and then Ranged (most ranged attacks are either Lethal or Energy, which your regular powers already protect against).
2) Power Sink: At level 35, your endurance worries go away. Fire it off with three enemies in range, and your endurance bar will fill up.
Because of this, Stamina is nice rather than essential if you don't plan to exemplar below level 30, Physical Perfection is only good for the regeneration bonus, and Conserve Power is useless. -
