How's my Kat/Ele build?

I think it's odd you're going for S/L and missing. You have E/N def coming out of your ears with the Katana set. And your res powers can slot three Aegis for the F/C. You picked Tactics but didn't slot the Rectified Reticule +Perception anywhere. Reflexes is a tad, a huge tad, late imo. I'd stop at five Doctored Wounds. Considering the cash you're spending, put a fourth LotG and get your Acc. You don't have to be so massively recharge crazy with Katana. Not too fond of the Soaring Dragon slotting. Seems wasteful on the S/L when you're not going to hit cap w/o crippling yourself.
Interesting DA slotting. Also hadn't considered the Golden Dragonfly.
Flashing Steel is good. I wouldn't skip it. Ymmv.

I was actually going for softcap to melee with only one DA up. I'm not that concerned about perception with tactics already running. The recharge is to keep BU and Energize up as much as possible, katana does have some nice fast recharge. I could take a slot from DW for more accuracy, but I already have 66% bonus with sets and Tactics running. At least that's where I'm coming from, the 18.5% damage bonus is welcome too.
I'd also like to slot SD differently but its hard to get my melee/lethal softcaps back with one DA. Luckily with this build I can mainly focus on damage since Energize/Power Sink covers my endurance, and I have bonuses and powers for acc/recharge.
I don't deny Flashing Steel is good, but not for a primarily ST DPS build. I also agree LR would be useful earlier but I'm not sure what to switch it with since its single slotted and I'd have to leave something else for lvl 49.
The absurd levels of recharge he's got permit the use of the GD > GC > SD attack chain, which (IIRC) does about 30% more damage than a more common GD > DA > GC > SD > DA > GC or GD > GC > DA > GC > SD > GC chain. Of course, that requires enough survivability to drop DA from the attack chain, which he may or may not have. Having Energize near-perma and Power Sink up every 20 seconds (and slotted for endurance drain) may make up for the low defense numbers.

With BUs recharge just under 30 seconds, every third chain I can pop it, and the end redux and heal/regen of Energize is important for long battles too.
If there's a way to up other defense as well, I'm open to suggestion. I will be moving the fighting and leadeaship pool powers down to levels 38-49 so I can take Lightning Reflexes at 30.
I squeezed in more nrg/neg/ranged/fire/cold def (nrg/neg went from 17 to 21.4, ranged at 18.6), more maxHP, recovery and regen while still maintaining your recharge (recovery was incidental since it doesn't matter much after PSink). Downsides are slightly lower recharge on BU and 16% dmg bonus instead of 18.5%, lethal is at 43.3% with one DA but melee remains softcapped:

Took what you did and moved LR to lvl 30, added 3% more global damage in GC and got my lethal to 45% by changing the Tactics slotting. I'm not sure I'd want GD slotted with Oblits though.
