Bind problem
By "less than common OS", do you mean MacOS, or do you mean Linux? Knowing will help people give better suggestions, and maybe figure out why /bindloadfile and the numberpad aren't working for you.
Running on Linux. Nothing i've tried has gotten bindloadfile to do a darned thing beyond give an error message, and the number pad does nothing.
So unless someone has DEFINITIVELY found a solution without asking questions, please restrain answers to ones that answer the actual questipon please.

I know of four solutions to /bindloadfile not working on Linux (and suspect there's a fifth), but without asking questions, without knowing what you've tried, and without knowing what error message you're getting, I can't tell you which one to use.
For the numberpad not working, the most likely cause is that numlock is off (if you're using a desktop) or pad lock is off (if you're using a laptop).

To get around whatever is the issue with the /bindloadfile command, try using the bind chains...just copy and paste them into the chat window. Here's the all-pet bind for example (shown for the numpad, edit as desired):
/bind numpad0 "bind numpad4 petcomall agg$$bind numpad5 petcomall def$$bind numpad6 petcomall pass$$bind numpad7 petcomall att$$bind numpad8 petcomall fol$$bind numpad9 petcomall goto"
Not sure if that's any help, but it looks like you have others to assist on the technical issues if needed.

I also tested with /bind numpad1 say (testing a bind)
tested with numlock on, and numlock off, and everything else I could think of. Not a peep from my bind.

Assuming you've got a typical Wine install, I'd move the "bots.txt" file to /home/justice/.wine/drive_c, and use "/bindloadfile c:\bots.txt" to load it.
As for the numpad issue, what happens if you hit "enter" to start chatting, and then hit the numpad keys? Do numbers show up on the chat line?

That means City of Heroes isn't getting the keystrokes at all. If the numberpad doesn't work in Linux programs either, it probably means your keyboard map is incorrect; if it works in Linux but not Wine, I don't know what's going wrong.
