Looking good so far. There's nothing wrong with irradiate at all, IMO the best AoE power you have available.
As for travel power, I'd go superjump so you can get acrobatics. Hover sort of protects from knockback too but unless you have a kinetics SBing you all the time it's too slow.
For futher rad advice just check the other threads, there's loads of them. -
get aid self. There is noo way you can amass a worthwhile amount of defence even by stacking all the defence giving pool powers.

This. If he kills you in melee then don't get in melee; run away and fire ranged blasts and holds. And use break frees too (assuming you're not one of those crazies who think inspirations are cheating) -
I've heard people who don't want to PvP using something called the Care Bear Stare. Might be a temp power or something. I've no idea what it's supposed to do but it's worth trying out I guess.

Your slotting is a bit all over the place. Consider what you want a power to do and focus on that, up to 3 slots. For example, damaging powers (stuff like cosmic burst) should have 3 damage and at least 1 accuracyl; you can get away with 1 acc in your attacks pretty much all the way up to 50 unless you PvP but make sure Radiation Infection is slotted 3tohit debuff, 2 def debuff, 1 end(optional). Any extra slots in attacks are usually used as endredux. Cosmic burst is a special case since it's disorient is really good but the range you have in there is a waste.
Suggestions :
6 slot AM, it's awesome. 3 recharge, 3 endmod.
3 slot stamina!
If you like AoEs get irradiate, it does more hurting than neutron bomb and it's damage over time so good for scourge.
Lingering radiation is a great power, 3 recharge and 1 accuracy as a minimum.
Choking cloud is a bit pants without the full 6 slots (3 end, 3 hold) and it's still not great with them either. Either take it and fully slot it or leave it out.
Personally, I find that neutrino bolt and x-ray beam don't chain well together. If you respec, pick one and leave the other out. -

The only time I needed to save slots was with my first PvE build which wasn't great (teleport and hover suck up slots). Even then I double accuracied everything because I felt I needed it. Mind you, that was back in I4 when I six slotted RI for acc debuff. Current Irradiator is fully hami-o'd up.

Maybe we might PvP or even find that 1 acc isn't enough. I'm not always shooting at targets in RI.

6 slot rad infection - 3tohit debuff, 2def debuff and an endredux. Enervating field is an end hog, I 3 slot it for endredux.
You need stamina! -
I suggest you throw electron haze out the window. Bloody aweful power - thin cone, unpredictable knockback, long animation.

Times when you want to use this aren't likely to be your typical fight. It's an emergency power. -
Essential skills for a rad/rad:
Radiant Aura (3 heal 3 recharge).
Radiation Infection (3thit debuff 2 def debuff 1 end).
Accelerate Metabolism (3endmod 3 recharge)
Enervating Field (3 end).
Lingering Radiation (2 acc 3 recharge)
Cosmic Burst (2 acc 3 damage 1 recharge)
Stamina (3 endmod) + the 2 skills you need for it (I'd suggest not getting health since you have your own heal)
travel power takes another 2 skills up. I'd suggest leaping so you can get combat jumping (nice immob protection) as well as acrobatics (knockback protection!)
If you get those you won't go far wrong. The rest is icing on the cake really. -

Twice almost nothing is still almost nothing and the end cost certainly doesn't justify it's use, especially in a staminaless build. If you're really stuck for powers, get some of the fitness pool ones anyway - no end cost and they're pretty nice too. -

for PvP, rad probarbly does better because the acc debuff is much stronger and end is easier to manage.

Bloody Bay - level is too low: if you come here as soon as you can and try to PvP you just can't hit each other. SO BORING! Unless you're a stalker... The temp powers here are really good and I love the process you have to go through to get them.
Sirens Call - Busy, nice bounty system, PvE doesn't get in the way too much.
Warburg - Too much PvE, gets in the way of what could be a great zone. If they toned down the surface E (keep the tunnels E as is) it'd be great! Running battles through the streets!
RV - PvE is too strong here, but I still enjoy the zone. It's nice being able to pull out all my tricks. Also, I get to kill farmers here and listen to the complain that they don't want to PvP -

Don't get both x-ray beam and neutrino bolt - they really don't chain well. I'd go for Irradiate instead of x-ray beam

All those slots are wasted - you have a self heal and the extra jump in SJ won't give you any benefit in PvE.

Enervating field has a huge end cost so it could benefit from another end redux.
LR is great with 2 acc 3 recharge.

Not sure I'd take proton volley in a PvE build - you'll be starting the fights with radiation infection (I hope) then stuck in the thick of the action firing off your AoEs.
A good tip if you want to use atomic blast a lot: slot it 3 damage 3 recharge. Every time you want to use it just pop Aim first.

Endmod in EMP is a waste of time unless you're going for PvP -
I#ve got an ice/dark for PvP and he's a lot of fun to play - many tricks up the sleeves. Tar patch and ice storm is great combination in both PvE and PvP. By 50 you'll have 3 single target holds available but I find I don't need them at all; the terror and howling twilight are actually better.
End is such a huge problem that you need to manage which toggles you need on quite carefully - shadowfall, acrobatics, darkest night and travel powers aren't always needed so turn them off if you can! -

2. Get all emo about it, crying 'whaaaaa! I'm not a just a healer, appreciate me for everything I do! whaaaaaa!'
