I soloed him on my broadsword/regen scrapper, fire/kinetics controller and.... hmm.. one of my tanks. I forget which. I did it with a team for everyone else. Soloing him can be tedious.

I plan to bring my new plant/cold controller, Al Pine. I just have to get him from level 3 to level 10.
As a side note, I expect to be the only character in range for the TF who has the Atlas Medallion. As an experiment, I wanted to see if you could get it at level 2. You can.

Just got this today on a team that decided to try for it without any advance preparation. Most of the team had Shivans. One person had an HVAS. The team happened to have 3 /rads.
On a team I organized specifically to get this badge, we took him down in 11 seconds. We had probably 15 temp pets plus multiple bio and chemical missiles. Just remember: If brute force doesn't work, you're not using enough of it.

The Atlas Medallion is not 'gated' or level-restricted in any way.
I say this with absolute certainty because I got the Atlas Medallion on a LEVEL TWO character TODAY. And, after I got to level 3, it occurred to me to copy him to the test server as proof in case anyone ever disputes it.
BTW, Badge-Hunter.com does say you can't get the Atlas Medallion until level 7. But it's wrong. -

Your power is not recharging before the 'corpse timer' runs out and you are automatically sent to the hospital. It's that simple.
Without more details about your build and slotting, we can't be sure WHY it's not recharging fast enough. What percent recharge does your enhancement window show and are you getting that 22.5% figure from the Combat Monitor?
Also, does PvP Diminishing Returns affect recharge bonuses? I don't have a clue about DR. -
Well, your calculations seem incomprehensible. Some of these things were selling for between 2 and 3 billion inf before the A-Merits existed. Five A-Merits = 3 billion inf? WHAT???

I had a task force bugged like this on the weekend. As each person logged out, they seemed to 'migrate' to a new team that had the correct mission. The 'old team' still had multiple people showing as stuck on the old mission. As each logged out and back in, they moved to the new team. Effectively, the bug split the task force team into two separate teams, temporarily. At no point was everyone logged out at the same time. -

The contact 'progress bar' isn't actually a progress bar. Think of it as a 'status bar'. It tells you the level of your relationship with the contact. There are some contacts who will give you an additional dozen or more missions after the 'progress bar' is full.

Frequently, that does not work. In such a case, the next step, which I have never seen to fail, is to have EVERYONE log out and back in. -

I think you could get it at level 1. You would just need someone who has the fortuneteller mission from the contact (not Ouro) that you could tag along with and someone higher level to hunt the wolves and vampires in Striga (which no longer has a level restriction to enter).
