A fair enough request. I've got screenshots for evidence
First, Power Build Up, unslotted. Note the defense boost is at 78.67%:
Then I drop a Cytoskeleton in there, and the defense boost goes up to 94.41%, a 20% increase:
Here's the same thing, but with Power Boost:
Power Boost with one Cytoskeleton:
Power Boost with a Cyto and an Enzyme:
That last one is really interesting: 120.63/78.67 = 1.533, which means 53.3% defense enhancement. So, a Cyto (20%) and an Enzyme (33.3%) together give 20+33.3 = 53.3% enhancement... except, ED should have reduced that to 51.3%. Apparently Hamis in Power Boost bypass ED somehow? I need more testing to be sure of that, and I did this on the beta server where HOs are a bit hard to come by on short notice, at least until the copy tool is fixed (again).
And, in case you're wondering if it's just a tooltip error, here's the combat attributes screenshot:
That's Farsight, with 3 defense SOs (+56%) and Power Boost (+120.63%). Farsight gives 9.38% base, so
9.38 * (1 + .56 + 1.2063) = 25.95
The screenshot says 25.93, which is very very close. The discrepancy is probably due to rounding somewhere. -
I was just now able to earn Arachnos Rising on a vigilante, although I did not get a progress bar while working on it.

If either of your builds has crab powers, you'll have the backpack. You need to respec your first build to get rid of it.

The proc itself is indeed rather bad in its current form. It still might see some use for the set bonuses, but it would be preferable to improve it to something useful.

Well, I don't know what you've tried with support, but a quick thing to test is: does "/powexecauto hasten" work? If yes, the problem is something to do with ctrl-click, maybe it somehow got re-bound to something else on that character. If it does not work, the problem is somehow directly with auto activation.

I just tried this to check - with a vigilante character, I went to the Lorekeeper plaques. I got a progress bar, and the badge awarded when I got all 4.
Which history badges are you not getting a bar for? -
I had thought I'd seen Interface ticking after not proccing the first tick, which would mean that unlike most "chance for DoT" effects, a failed tick does not end the chain. But I couldn't duplicate it in some quick testing just now. It definitely can tick less than 5 times though.

A Miracle unique in Health would help a little, but you'll need a lot more endurance reduction slotting and/or Cardiac/Ageless to really fix the problem. -
I quite like my Fortunata as well, although do be aware that you'll spend your first 23 levels as a Blood Widow, without psychic attacks.

Yes, that's not a new piece of info, actually. DDO saw an even larger increase, as I recall. Not every f2p MMO has been so successful, but it does certainly explain why a lot of games have gone that way.

According to both Mids and in-game, Apocalypse and Soulbound Allegiance have 3% hp set bonuses, not 4%. This is still larger than any non-purple hp bonuses, which are almost all below 2%.

Yeah, but we also have a lot of documentation of how these things work. I don't know how to build a toaster either, but with some basic parts, trial-and-error, and even just google I could probably piece one together without too much trouble. We'd lose some of the detailed expertise those people had, but unless nobody has ever written down anything on the subject, it could be rebuilt within one generation at worst.
Now, if you want to talk about literally every engineer disappearing off the face of the earth, we'd have problems, but more in the short term (like huge blackouts as most power plants automatically shut down without maintenance) than in the longer term as we run out of toasters. -

That still leaves the question of why she's always out there, but I tend to imagine that as a limitation of the game's structure. Presumably, in story terms, contacts don't stand in one place doing nothing 24/7. They have to in the game world, since it would be really annoying to schedule meeting your contacts 24 hours in advance. So once she gives me a mission and I hop off to the appropriate building, I imagine her going back to work or whatever until I need to talk to her again. -
Your first post can readily be interpreted as "learning something directly helps your children learn it", by brain osmosis or something, which is pure crackpottery, as determined well over a hundred years ago when Lamarckian inheritance was discarded in favor of Darwinian selection. If you meant something else, could you clarify?
But anyway, I don't think that what evolution might some day make our descendants capable of is quite the same topic as what our current bodies are already capable of, if we could only figure out how. -
The proc is not a proc, AFAIK. It's a global bonus, so it won't matter whether you use Initial Strike or not (other than it being a fast attack). You should use an unslotter to pull the enhancement before trying to test your performance without it.

The Aegis unique was originally, and incorrectly affected by AT resistance modifiers. So a tanker would get the full 3%, but a brute would get 75% of that, which is 2.25%, or 2.3% if you round at the first decimal place. I thought it was fixed long ago, but apparently it either never was, or has for some reason returned.
It appears to be doing something wonky, though. I just tried slotting one (on my corruptor, which has the same resist mod as a brute), and although the tooltip said 2.3%, combat attributes showed it was giving me 3.07%. I had two level 45 resist IOs in the same power, and tried removing them - removing one dropped it to 3% exactly, removing the second changed nothing. Re-slotting resistance IOs did not make it increase again.

There was a weapon pack in the store for a while, which had 4 extra weapon skins and cost 0 points. It's gone now, but will return soon, although it will no longer be 0 points.

I've only tried TPN once so far, and also failed. Personally I didn't like the split-the-league-up design, it led to a lot of "why are we failing? what's going on out there? what are you guys doing?" and it's frustrating to fail a trial because of events you can't see or influence. However, in our case I think it was ultimately fairly clear what was happening and how we ultimately failed (Pacified to oblivion, as far as I can tell).
I'm sorry to hear you didn't enjoy the trial. Reading about it on paragonwiki, from a forum guide, or even just on the main CoH website, to get an idea of what's going on, helped me be less confused. -

No, it has the same uptime as Core (1/3), but if it had a 5-minute duration it would be up 15 minutes every 30, instead of 10 every 30. Hence, "...if Radial had...".

I would assume it's a shorter duration because of the shorter recharge, to keep the total uptime the same. Core getting +25% damage wouldn't even be an advantage if Radial had +50% uptime.

I generally do, except at low levels and/or while playing a squishy that doesn't solo well. I've also sometimes turned them off when playing characters with poor single-target damage, because although I could defeat them, it was merely slow and annoying to do so, not challenging nor interesting.

Changing alignment will destroy any hero/villain merits you already possess, so spend them first! You will not be able to earn hero/villain merits while a vigilante/rogue, you can only earn them while a full hero or villain.
