Some of the Seers have Drain Psyche, so your recovery gets debuffed to zero. I haven't tested the alpha bug myself, but your specific problem is not with Cardiac.

I believe purple patch does not apply to Interface debuffs, but I don't know if AV resistance applies.

Look, if the trials weren't challenging now, they'd be mind-numbingly trivial in a week once people have the new slots unlocked and filled. And even now, they're far from impossible.
Comparing this to other games' progression is a joke. In That Other Game, the best players in the world, wearing the best equipment available, using every form of coordination and teamwork known to man, wipe for weeks or months on new bosses before getting a single kill. People were completing the trials within hours of the servers coming back up yesterday, with PuGs they put together in Pocket D. -

Enemies in the trials have 64% tohit. A /Inv scrapper with Invinc, Weave, Tough Hide, and Combat Jumping has ~21% defense with one enemy in range. That right there cuts the enemy's base chance to hit from 64% to 43% - about a 1/3 reduction in damage taken. That's a set that isn't exclusively focused on defense, under the worst possible circumstances. Then you layer on your resists, and your large heal and +maxhp, and rising defense as more enemies attack you, and you're still looking pretty survivable for a scrapper not using IOs.
Also, in a trial containing up to 24 people, odds are very high that there will be someone who provides a defense buff. Even if there isn't, a tray full of small purples used one at a time lasts 20 minutes and brings a 45%-softcapped character almost to the 59% trial softcap. Even without doing that, 45% defense is still preventing ~2/3 of the attacks that would otherwise hit, so it's about on par with resistance-based sets.
Ultimately, if you die, then your allies get to Vengeance/Fallout your corpse, then 30 seconds later you come back from the hospital with a full tray of inspirations. -

As a scrapper, I got an uncommon and a common in running BAF twice, so I'm pretty sure it's just random.

Also, is that BASE regeneration or TOTAL regeneration? Base regeneration is a flat .42% for everyone (except SoAs who are slightly higher), total regeneration will depend on powers and set bonuses.
The recovery figure on the non-respecced toon also sounds extremely fishy. If .52%/sec is 2.64 end/sec, then the character has 507 maximum endurance.
I agree with Adeon, screenshots here will help. -

I'm tempted to spend some threads getting Judgement ASAP, since I'll bet it'll help a lot with the trials, but at this rate it'll be unlocked before I have the stuff to slot it anyway. -

People spend their inf on IOs because what else are you going to spend it on? It's not necessary to be able to play the game, but improving your character is after all a large part of an MMO.
People who insist on IOs are either dumb enough to think it's actually needed, or just want to steamroll everything with overpowered characters instead of possibly needing to use strategy from time to time. -
So with Hibernate already available in Leviathan Mastery, what will Ice Armor scrappers get instead?

It doesn't answer your question directly, but it's worth noting that if you want to do more damage, you should choose a secondary that helps that somehow. /Shield has a +damage buff and Shield Charge, several have damage auras, /Fire also has Burn and Fiery Embrace.
Edit: Which is not to say you can't have a great /WP character, I love mine, but you might still experience damage envy. -
Nope, Judgement benefits from Alpha enhancements except Spiritual's recharge, and also from Interface. So do Lore pets.

By the way, it's quite unlikely to do a TF, kill everything, and get 0 shards. It's certainly never happened to me, and I have 4 characters with at least a t3 boost and another working his way up. -
I'm thinking that Scorpion Shield would be useful for my upcoming cold/ice defender, but I might change my mind if it's a really I'M INSIDE A FORCE FIELD graphic. Anybody have a screenshot, or failing that a description, before I go through the effort of going villain and back?

I'm pretty sure that Going Rogue alone will let you access CoH and CoV as well. CoH and CoV have been sold in the past as separate games, but they all run on the same servers, so yes you'll run into Heroes, Villains, and if you go to their zones, Praetorians.
Certain costume pieces are unlocked with certain versions of the game, but they're not faction-restricted. You can use the Praetoria Police pieces without being a Praetorian, for example.
Paragon Wiki is a great resource for most things about the game. If you want build advice, you should try the forum for the relevant archetype. Mids Hero Designer, which you can get here, is excellent for planning your builds and is the format in which you will usually see builds on these board.

The option for hats is a drop-down that's above the other options, immediately below where it says "Head". Right now yours is probably on the "Standard" tab, change that to "Hats".
At level 4 the easiest tailor for you to reach will be in the Vanguard base. Go to Atlas Park, look for the V on the map (the statue of Atlas is facing towards it), and go in the door, then take the teleporter on the back wall to the Rikti War Zone. Once inside, look around the base for the Icon employee, who wears a bluish suit. -
In the same sense that a damage SO is a 33% bonus, yes. If you mean as a percent increase relative the damage you already do, it's closer to 15%, since damage bonuses are additive and not multiplicative with each other.

Scrappers get blazing aura, but the scrapper version doesn't taunt.

WP doesn't really have anything that benefits from more recharge, so mostly you're looking at the offensive benefit of either. If the Spiritual can get you to a better attack chain, I think it would be worthwhile. Otherwise you'd get more damage out of Musculature - with your attacks at the ED damage cap from slotting, a Musculature Core Paragon will give you 32.25% extra damage in all your attacks, which is like having a second Build Up power on an ~30s recharge if you average it over time, or having a medium red inspiration all the time. As Eldorado says, it's not a huge difference, but it's definitely there. In I20, Musculature will also boost your Judgement attacks and Lore pets, and that IS a huge difference - Musculature'd Judgements can easily hit for >600 damage. Neither of them benefit from Spiritual.
However, Spiritual will enhance your regeneration and +hp from High Pain Tolerance, while Musculature has no really useful secondary effects. -
I love my WP/SS/Arctic, he's pretty amazing for general use. I have no idea if he could solo an AV though.

Looks like a decent leveling build. Endurance reducers in Combat Jumping aren't very necessary since it's such a cheap toggle (.065 end/second) to begin with. Since you can't run CJ and SJ at the same time, you don't really need them in Super Jump either unless you often forget to switch to CJ in combat.
Here's an example of what you could do with some cheap inventions. None of these recipes should run you more than a few thousand, you'll probably spend more on salvage than on the recipes. As you can see, this would give ED-capped damage in every attack as well as over 60% accuracy, endurance, and recharge. I also shuffled a couple slots around to Temp Invulnerability, Dull Pain, and Invincibility.

For your remaining power selections, I really recommend the Fighting pool, but Aid Self and Hasten could be good too. Alternately you could go for Leadership and give teams a boost. -
Good ideas, I like swapping the Obliteration to Slice.
Crushing Impact alone can only get me 68.9% recharge in Hack, which combined with my global bonuses and Hasten isn't quite enough to let Hack recharge inside Head Splitter's cast time. Replacing that CI with Hecatomb could do it, though, hm... something to save up for.
I've got almost the entire build equipped now, and the endurance is actually manageable even in long fights, I just have to keep a blue or two around for OwtS crashes. I'd really rather not switch to Cardiac, but maybe I could go for Musculature Radial Paragon instead of Core for the endmod, which would get me another .19 end/s.
