Question about costume creation (hats)

In the head area of the costume creator, there is actually a whole subset for hats. It's just before you can choose hair or anything like that. One of the drop-downs should give you options for 'normal,' 'masks with hair,' 'full masks,' etc. One of the options in that will be for hats.
Edit -> Yes, there is a way to change how your character looks. You will need to find one of the Tailors or Facemakers, depending on what side you're on (Tailors for heroes, Facemakers for villains, forget what in Praetoria, but something like a Tailor). They will charge you a small fee to change how you look, with higher values the more you change and the higher your level.

Your are correct about the hair thing sorta. There is different options for heads, normal, mask, mask with hair, hat, half helmet, full helmet. maybe a few more too. And yes you can give your guy a hat just go to a tailor.
The option for hats is a drop-down that's above the other options, immediately below where it says "Head". Right now yours is probably on the "Standard" tab, change that to "Hats".
At level 4 the easiest tailor for you to reach will be in the Vanguard base. Go to Atlas Park, look for the V on the map (the statue of Atlas is facing towards it), and go in the door, then take the teleporter on the back wall to the Rikti War Zone. Once inside, look around the base for the Icon employee, who wears a bluish suit.

As i recall all the cowboy styled hats have hair in the back.
There are very few hat options that work for bald characters.

ALL hats have short hair in the back, and the hair can *only* be the same color as the hatband. 
Also for reference:
1. You'll be able to unlock missions at 20, 30 and 40 for new slots, as well as use halloween salvage (ask your sg, or once you get some money in, check Wentworth's/Black Market for Back Alley Brawler gloves, Hamidon costume, Statesman mask and Lord recluse mask) to turn in once to a specific character for one other slot, any level.

Hello all,
I've just started playing city of heroes. I created a character and was going for a cowboy type image. I couldnt find hats anywhere on the costume designer however. Im thinking maybe this is because my character has no hair - and therefore, there is no hat option subset to a bald character?
My questions:
1. How do i find hats in the costume designer?
2. Now that I've made my character and gotten a few levels on him (and really enjoy him), is there a way i can go back and add a hat to him instead of creating a new character?
