I apologize for my preceding post.
While a couple of posts were far from gracious the response I gave was out of proportion to the provocation. Emberly hit a hot topic. I am not a leader and am a poor socializer. I rarely talk in teams, leading one is impossible. Having my nose rubbed in that fact while very frustrated at the situation put me in the only frame of mind where I get talkative. I got mad. I pushed myself to start a thread on a topic that was bothering. Obviously I should not have. I was even less successful at that than at leading teams.
Again I apologize for lashing out. Mods can lock this, or I will if the option exists for me.

Several hours. No teams. Lots of deaths, still in debt and only a single bubble in progress... I did upgrade enhancements...

There are those of us that haven't played Kheldians for years because they can't/won't handle the form dancing required. Personally I am in the 'can't' group. Too much to track and do in combat.
For me the promise of a Good human form is enough to add to the many alts. I wouldn't be considering the AT if there hadn't been a buzz about human only form lately. It doesn't have to solo +4 AVs or task forces to be fun or viable. I understand what you are saying about relative performance but not being god-like is standard for all my other characters, why would my WS be different? -

Below is a more reasonable build. I pulled all the crazy-expensive stuff, but left several purple pieces in (no more unreasonably-priced than Kinetic Combats or LotGs). Net result? Several billion inf saved and not THAT much effectiveness lost. You could add in the big procs at a cost of another 1.5B or so and get back a chunk of what was lost, but I wouldn't say that it's necessary.
Why can't I keep Mid's version straight? I just deleted and reinstalled yesterday. Your above build won't load. I get an error saying it was exported by a newer version... newer than yesterday's?
Thanks for a less expensive version, if I ever get it so I can view it. Organicide can afford THB's build (ebil marketeer type) but I would be hard pressed to acquire even one of those sets.

Thanks for the answers. I know Tankers have that auto taunt. I just didn't know it was described in the powers in that fashion.

I see at the character creation screen most of the ability descriptions for the Battle Axe secondary have small AoE effects, 5 ft radius w/ max 5 targets for Beheader, similar stats for others.
I don't see this happening in-game. Am I missing it? I notice that Battle Axe on Brutes and Scrappers do not have the AoEs in the description. Everything is single target for them; well, until you get to Whirling Axe at later levels.
My basic question is, what is going on? -

To me it appears parts of CEBR are exactly the sort of thing this is aiming to stop, especially the leveling 1-50 time. The fast ticket reward isn't really a large part of the discussion that I have read yet but there are a lot of pages (of the ~40 page thread, so far) I haven't even skimmed over yet. The quote below may mean all rewards are inclusive to this new regulation. It can be read that way.

First off, thanks for sharing your concerns.
To those asking if +4/x8 would be considered aggressive or exploitative:
The answer to this is, no, depending on how quickly you complete the mission. If you're completing the mission at a rate MARTy has determined is too fast, then it would be considered more than aggressive. It is our discretion that a player should not be able to level from 1-50 in a trivial amount of time.
We've chosen to implement a "speed governor" in a manner of speaking. Because we understand that the tools exist to create such circumstances (something we plan to address) and that the majority of players using these tools do not do so with malicious intent, rather than limiting the actual tools themselves, we have chosen to instead govern the rate at which you receive rewards. The result of this is that players know when the developer considers enough to be enough, the player has a gentle reminder (as opposed to a harsh message in their email) and the spirit of the game is protected.
Will we ever directly action based on logs from MARTy? It's possible. The purpose of the logs allows us to find the most egregious behavior, but just because you trigger MARTy doesn't automatically classify you as an egregious offender. The most useful function of logging will be in assisting us in finding exploits/content that is counter to the spirit of the game. A benefit to this is that when we do find an exploits of this nature, we’re not forced to immediately take all servers offline to address it, which is an immediate QOL improvement for all players. This allows us the time to thoroughly investigate if the report is accurate, that we’re not receiving a false positive and that we address the issue correctly the first time.
As stated in the announcement, we're going to continually monitor this new system to ensure that it is functioning properly

I think the introduction of Hero/Villain Merits was a step in the right direction. Now even that new player can access the rewards. It's just a matter of time and patience. Sadly, for some (me included), that cost is still unrealistically high (a month of doing Tip missions and buying Hero/Villain Merits for a SINGLE purple IO?! Yes, I do realize it's more efficient to buy some big recipes, sell them, and use that cash to buy the purple. But still. I'm putting myself in place of a new player.).
Go to the offices of Walmart and tell them they need to change their business practices in order to let small local entrepreneurs start local businesses in clothing, hardware or grocery lines. You will get the same reaction that you get here. They know their way is good for the economy. It is dogma. You can not challenge it. -
The market game is part of the larger CoX game. Unfortunately unlike the larger game the market has winners and losers. Winners are those that spend the time to profit from it and keep ahead of the inflation. Of course you have to have the time and also be willing to spend that time to be in that position. Some players don't have that time, and others are not willing to spend that time if they do. The fun value isn't there for a lot of us.
The profiteers say "Your choice.", and walk away with a superior air.
The perception that the market is unbalanced is the reality. All perception is reality. If enough people thing it is so unfun and unbalanced that it affects the enjoyment of the larger game, perhaps something should be done. I don't know if we are even headed in that direction no less whether or not now is a timely point to have concern if we are. I suspect not. But some people hate the market in the form it takes today. I do. I wish there were more people upset than there are. The market is unlikely to get attention and change and really wish it was changed. Tomorrow.
Just how I feel. Now Chaos Creator can come up with another creative way to say Cry Moar Noob to this post like he did to the OP. -
I got in after doing the silly file deletion and DNS cache flush. Then I crash due to unknown reasons followed by this;
"The game client was unable to connect to the login server. This may be due to a local network issue such as a firewall block, or may be because the login server is down for maintenance. Please check your network settings and try again, or check http://www.cityofheroes.com/servers/index.html for current server status."
This is a familiar error. It's nice to meet old friends during the holidays. Don't you think? -

I fix the problem, play a bit. It happens again the next time I try to get into the game.

Seven hundred million sounds like a lot until you try to buy stuff. It will get me three or four sets for one character. Out of close to twenty powers I guess?
It really doesn't do me that much good, especially since I jump between too many characters. And I feel bad about the way I got it. -

I do hate constant spam though. A couple months ago I was on another sever. This server, called Not-Virtue, had these messages fairly non-stop at the time. My level two heard about 20,000,000 such announcements (just a guess but it was likely more than that) before getting a sewer group and an equal number while training in Atlas. It was like what we all heard during the monkey craze. Only I guess there is no exploit to squash that will put it to rest on Not-Virtue.
I have heard the same thing just a couple of time recently here on Virtue. I was wondering if people think about that sort of thing or care. It is hard to gauge what is considered simple courtesy on public channels or what expect from other people. So I asked.
Who here filters out Broadcast besides all_hell, Scooby Dont and bpphantom? Is that the answer?

I just started looking for an avatar. I keep changing it. Which one did you see? Right now it is Elfen Lied. I think I am going to change it again. Not a great show in my opinion and the avatar isn't what I want. I heard the manga is better but have not read it. The one with two girls hefting guns is Full Metal Panic fan art or at least it is not from the anime that I remember. I really liked FMP back in the day. I don't know if it has aged well. I had Red Monika up for a very short time. Large tracks of land, red hair. She is from the old comic Battle Chasers. -

Seven hundred million is a number I expect most people would notice missing. That is about 140 million for each Alchemical Gold. About 1,000 times what you might expect to pay. I also expect it wouldn't be easily laughed off. If it had just been 10 million I would have felt bad for the bidder but forgotten about it because there is no way to find the person.
Since hundreds of millions were involved I thought there was a chance one of the regulars here would be the one to have made the mistake. You guys are not the only people with cash but it wasn't a complete fools errand to look here. I had to make an effort in this situation.
I am very pleased the serious trolling and obvious dishonesty was minimal. It speaks well of our community overall.
Anyway; I am not sure what I am going to do with this. It is easily twice as much Inf as I have made on my own. I have not spent it. I also did not give exact numbers above. Just in case. -
I will give this one more day I guess. Fools errand that it was.

Either I overstated my position or you're taking what I said a little too literal. I guess the former not the later.
"Farming" is something I have not really done before. I doubt what I would settle for as a farm would seem like one to a lot of the regulars on the boards. You all are more hardcore than I am.
This project is mostly just getting play time on my Brute. Solo playtime because I don't feel I am good at all with Brutes or Tankers and the role they play in groups. I don't want to have others rely on me when I am not my best. I do enjoy the class and I want to play it. That want leads to the thought, "Oh. Let's see if I can bring in some cash while doing it."
My Corrupter is sitting for a while. I ran from low 30's to 50 pretty quick and we are on a time out, as Ross said to Rachel. She outgrew most of her enhancements and I sold everything after respecing, so she is unenhanced right now. That is in the back of my mind when I decided I wanted to "farm". Maybe I can get a few I/O sets with minimal pain for her was the half formed idea.
The whole thing is not really so much a plan to be executed as it is a notion of "Gee wouldn't it be nice?".
My loathing of the market is firm but so is my loathing of the DMV. Sometimes I have to go to the DMV. I hold my nose and get it done. If I was fabulously wealthy I could send my flunky to the DMV while I jetted off to Singapore. Same with the CoH market. If I could just run in get my stuff and run out I would get along better. I don't have billions and billions and I won't ever but I can work in that direction as long as I get play time.
I guess that explains it?
Today I put my difficulty on -1/x1 and finished my tips. So I can go to Blueside now. And! I joined a Rikti Mothership raid today. Huge zergs don't trigger my adversion to grouping, with my Brute. I'm not really there to take agro away from squishies and I, of course, was not the only tank character there. Anyway. I didn't die. Though I got stunned once and it lasted for like a decade. I should have died in that time but did not. I did okay.
I have the newest version of Mid's. I am going to see what I can do with all the advice later today. I might play a new build tomorrow or over the weekend.

Economics:
If there is a reason that I will quit playing it is the whole mechanic of crafting and the markets. I know its' importance but it is a roadblock for fun to me and I only do what I must. No more. I hate all the limitations and time sinks built in to it. I hate the double blind system beginning to end. I hate the lack of storage that makes me STOP playing and manage my (limited) inventory or stop getting rewards due to lack of space.
The less interaction I have with the market and crafting the longer I will stay with the game. Sad since things are centered around it now. But true.
Groups:
I want to get to Blueside. I am fighting too much Arachnos in the missions I am getting in Grandville. They are not the Only Problem but they certainly are A Problem. I only have a few Villains. Besides a level 50 Fire/Dark corrupter that I leveled 34 to 50 in Paragon City this Brute is my only one above 30. I don't know Redside well but I was told Television would have some good missions for me. I haven't been able to clear the first one yet.
I, of course, had difficulty with the stinky Malta and their Sappers on two of my tip missions Monday. I actually just auto completed and logged for that night because of that crowning the evening.
What should I be looking for?
I forgot what else I wanted to write after a couple interruptions here irl and it is dinner time. Back later.

I am pretty good about jumping into the middle of a group of mobs.
Mio is 50. I just finished slotting Monday, so I have only had two days playing like this.

** Remove slots from Air Superiority. Slot Tough w/ 5. (3) Resist Damage, (2) Endurance Reduction.
** Remove one slot from Heightened Senses, Endurance Reduction. Add one slot to Weave, Endurance Reduction.
** Remove 2 slots from Physical Perfection, (2) Heal. Add 2 slots to Health, (2) Heal.
** Remove one slotted Damage, globally on attacks. Add one slotted Recharge Reduction, globally on attacks. [Example: On Primary; Acc, End, End, Rech, Rech, Dmg. On Air Superiority; Acc, Dmg, Rech.]
I can see removing 2 slots from Air Superiority. I use it to knock things down not to kill. I don't know about gutting it by removing all 4 slots for Tough, but 5 slotted Tough would help. Maybe 4 slot Tough with only one Endurance Reduction. I am running it now for the small boost without any Endurance problems so even 3 slotting it could work.
I have not had any Endurance issues, yet. I have been too busy dying.Once I get a handle on that I will revisit Endurance.
I use Strength of Will as the a casual "oh crap" button. I push it early but not at the start of each fight. It lasts 2 minutes? Not sure what to do with it otherwise.

I don't have Inf for a major investment. Really, generic I/Os are the only option. This is my first character to have more than a couple I/Os. I had hoped this Brute would bring in much needed cash for my other two level 50s. I hate everything about the market so farming is the only choice. There are a lot of Alt mouths to feed also. And they are chirping like a nest full of hungry chicks as we speak.
