Without having more details, I would assume you did happen to be logged in during a peak spike, probably in one of the more heavily populated zones. I know shortly after GR dropped, Nova Praetoria was bordering unplayable. Though I did have it timed to 1 second of rubber-band for each 5 seconds of progress. I thought things would have been a bit calmer by now but, shows what I know.

There's no specific timeline, but the nations of the world didn't start nuking themselves (to fight off the DE) until "years" after the Korean War. This was supposed to have ended when MacArthur nuked things there, so we can put that date around early 1951. Also, it doesn't look like the nations dissolved until after Cole was named Emperor, which was at the end of the Hamidon Wars ("25 years ago"). That gives us a time frame of somewhere less than 35 years where everything was going to crap and yet Japan was probably still around barring a few smokey, glowing craters.
Moving on, we get this one particular line:
"25 years after being crowned Emperor of Earth, the nuclear wastelands of the world have returned to lush forests and farmland, cities have modernized, and the oceans have been cleansed of their pollutants."
So there ARE farmlands. And there ARE other cities. I wouldn't imagine them to be the pristine ideal of a utopia that Cole's capital is, but they do exist to some degree. We can pull the same from the text of two exploration badges: Airlift and Longshoreman.
Airlift: "Airplanes are the only way to reach some areas with necessary supplies and materiel. Most jets here are much faster than they look, and must fly far out over the ocean to avoid shattering every window in the Magisterium when they accelerate past mach."
Longshoreman: "Praetoria is perhaps the only exporter of high tech goods still standing since the rise of the Hamidon. From these docks thousands of tons of weapons, heavy equipment, and humanitarian supplies leave daily. The Imperial Defense Force provides escort security for the ships once they've left the safety of Neutropolis."
Those planes, ships, and supplies have to be going SOMEWHERE (other than Lambda...) so it's safe to assume that there's SOMEONE out there receiving it all.

tl;dr
You can find enough material out there to say that your character was Japanese and not even have to be into than its mid-30s agewise. The trick is to do your research. -
I like the idea. I'm actually still kinda feeling out where I want my Praes to go (since I haven't blazed through all of the lore yet. >.> Yeah, I'm slow.) but I could definitely see this as being an option.

I thought the guys with the yellow reticles weren't supposed to attack unless you swung first. How come I've got every single yellow PPD officer I see firing at me in Nova?
And don't say it's because I'm running past them with a PBAoE on. The only thing I'm running is Sprint. -

I was wondering if anyone knew of a way with target_custom_next (or another command) to target the next (...and therefore, previous...) ally in your team listing?
That is, I'm targeting Person 2 on the team, push this button, and be targetting Person 3 on the team.
I know there's "teammate", and the _next slashcommand, but that's by physical proximity, which is only "eh" for useful.
Any suggestions?
I think what you want to do here is set up a series of bindloads. I don't know the syntax, but you'll have 8 bind files that all are for the same key. When you press the key, it targets player x, does whatever it's supposed to do, then loads the next file in the sequence. The next file resets the key to target player x+1, do whatever it's supposed to do, and load the next file in the sequence. And of course, the last file resets it all back to targetting player x+0...
I say 8 because, even though you can't target yourself, you never know which number you'll be on the team.

I found the example I was looking for in the first page list. It's actually a way to cycle through taunts, because really, who wants to see the same chatter every single time you activiate a power that you use that much? Anyways, same concept, just used to different effect.

If I had to guess, and it is only a guess, (not even an educated one,) I would imagine the damage boost being similar to the latest iteration of Blasters' Defiance.
