Yes, please. I mean, I'm assuming that running through every zone looking for new people standing around on the off chance that they might be the SSA contact is NOT considered part of the fun of the mission. If I hadn't seen the mention on the launcher I wouldn't have known it was in the game, and without the forums I would have missed this content completely.

I reserved a couple of existing character names, and created a couple of brand new heroes to level up here. My old SG on Triumph is almost dead, so I may end up migrating some of my others here sooner or later.

A few weeks ago I was on a Tin Mage that had this happen. One note is that everyone must be logged off AT THE SAME TIME for it to reset properly.

Two friends were both avid EQ players, and knowing my interest in comics, told me about a game in development called City of Heroes. When it became possible we all signed up for beta, and got in for the last days of the final wave. That's when I created Glass Goblin.*
I missed the Rikti Invasion due to a friend's wedding, but during the head start I recreated Glass Goblin as a rad/rad defender, at the suggestion of my more gung-ho friend. Unfortunately, a few days later he convinced me to re-roll him as an emp/psi defender, because "Everyone wants a healer on their team."
It still bugs me, that I can't say I've had the same character since beta.
It took me at least four years to get him to 50, largely because those same friends jumped ship to the hot new game with the cartoonish avatars as soon as it launched. Now he's 50 and languishing while I spend most of my time playing Mister Dramatico.**
*Only two people in seven years have commented on the literary reference in his name.
**He was created because someone was doing a costume contest in Atlas, and I noticed that every other entrant looked like an Image refugee, so I whipped up a quick Golden Age costume and character to enter. (And won, which paid for his early enhancements quite nicely.) -
Hmm, the phrases "exterior zone work" and "unique and instanced assets" are intriguing. So is the Floating Fortress as a whole a new zone, with different missions taking place in instances within it?

I bought the pack because I may be able to use some of it at some point, even if the ideas I've had aren't quite worth using up one of my remaining slots on Triumph.
I'm a bit disappointed with the clipping on some pieces, but frankly, so many parts clip at this point I just try to over look it in general. (I don't think I have a single character where the body doesn't clip through the cape.) And while I understand that Cat, Wolf, Avian, and Minotaur provide a fairly broad mix, I would have liked to have seen a bit more diversity, at the very least Simian, given the long and proud association between apes and comic books. As it is, I have to fake Gorilla Girl's costume because Animal Fur doesn't cover her arms and hands.
And I still think the Fleas look more like cockroaches leaping off you, but that's picking nits. (Pun sadly intended.)
I wonder how long it will be -- if ever -- before there's an addition to the selection, an Animal Pack II, perhaps? -
Subjective Feedback:
Emotes: It seems odd to include an emote which has you crouching and scratching like an ape (savage) in a pack without any ape costume parts. Sniff is fine, and hiss looks okay, although I think it should be called "Meow" because I imagine it'll be used most often as a follow-up to catty remarks.
Costume parts: I continue to find myself lost in the costume creator's maze, so I hesitate to mention missing items which may exist under some arcane combination of selections. Still, I was happy to note that the large cat heads still fit with jackets and high collars, and most of the parts look great once I find them.
Beast Run: Speed boosted Beast Run makes tearing through the streets fun!
Auras: Neither of them did much for me, but of the two, Beastly Rage seems more potentially useful. The "fleas" are about the size of cockroaches.
Overall I like it, and plan to purchase it. -

As far as I know 'Clothes Horse' is only awarded from receiving costume temp power drops, unless it is also somehow counting, drops of teammates.
But I haven't personally noticed a lower drop rate than in past years. Like Texas Justice said, you may be running into invisible duplicate drops. -

It seems very random. I spent 90 minutes ToTing in PI last night and failed to get the jack-o-tip, but before the fix I picked one up in 15 minutes.

All the time I was ToTing in costume under 20, I didn't get the Halloween Tip, so, I'm guessing you need to be 20+ to get it. Dedicated badgers will probably have to powerlevel to 20 or join a team.
Edited to add: I just checked a spanking new Praetorian, and while I am getting badge credit for monster defeats, I haven't gotten credit for the costume drops.
