Your answer lies here in the definition of a Global Bonus.

But to save you the trouble: some will some won't, Gambler's Recharge will.

There are global bonuses like Gambler that will work even if the power is off/grey but you are within 3 levels of the IO. Then there are Procs where you need to have the power active, like Kismet's Accuracy, or the Numina Heal. So it depends on the IO in question.

The -kb IOs are also Global. By the way. Get 'em as low-level as you can.
  2. It's not just the market. There are more teams and more content over in Paragon compared to the Isles. I know a lot of people who are moving characters simply because they love the Villain ATs, but hate the CoV experience.

Caveat: Everyone I know likes how CoV stories rarely have you running to different zones like CoH still does.

There are many more reasons to move from Red to Blue than the other way around. The market is only one of them. Task forces, zones, enemy groups, etc. Longbow gets really, really, really, really, really boring. And that's just before level 20.

In terms of trying to crash the market to force a fix, I wonder if the Devs would care. It seems like their data mining about wealth is more of a driver of their behavior than the actual market performance/behavior. Additionally, based on their arguments, the worse the redside market gets the LESS likely they are to merge. Since it is the very imbalance in total funds that they claim to be concerned about.

I think this is something that should actually be changed in the game. Why would someone miss a stationary object? It serves no purpose! Anyway, /Rant over.
What level of enemy do you normally fight? Do you run against +4, +3, or +2?

If you are against +0 or +1 I believe you are wasting slots with two Acc SOs. But on the higher enemies you will notice it. 66% from Two +3 SOs will get you 90% or 95% to hit against +2 enemies.
  4. Good point, Pheonix doesn't really need much slotting.

Kind of a shame to lose the end help from consume but it looks like that's more of a help than a crutch.

    Thank you!

I'll give this a shot and see how it goes.

I have no idea yet. But what I think is that there will be a massive redside exodous. Enormous. this will create shortages in the market, mostly supply shortages since inf doesn't cross with you and we can email inf so it doens't have to be tied to the character who is leaving the Islands for Paragon. Someone with supply from blueside can then come across and clean up. Then use a service like Smurphy's or Fulmens or Dumple to convert to blue wealth.

    Pure speculation at this point.
  6. Also, keep in mind the bit about ED applying AFTER scaling. So if you are not going to frankenslot, and you are going to exemplar, going over the ED cap might be an option.

P.S. I'm guessing on the time, but they TOLD US it would be an arc.
I mostly agree on this. But I also know people speed run arcs and taskforces in far less time than the devs intend. Think of Katie Hannons and Edens by speeders compared to average. Until we know, it's all theory. And I know that I oroboros missions much faster than intended and I am a crappy player. Good players do way better than me. There were a bunch of them over time like that. Think about the Kheld arc that was milked for merits for so long as an example. So the real question is, one week per step at how much time per week?

    Quote:
Even if it took me 30 minutes per character to do it, there's no way in hell I'm going to bank that I'd do better predicting the markets in both directions two weeks in advance than I would playing a L50 on each side 30 minutes a day in order to sustain a pipeline of switching characters. If I could instead play one character every day for 1 hour, I'd spend it earning merits. If I assume I'm not really going to play at all, then just marketeering on each side looks even more attractive.
I don't understand why people keep saying this. You only need to predict the market ONE MISSION in advance. However long the final mission that lets you finish the process in switching sides, that's how long in advance you need to predict the market. Actually not even that long since you get do 99.99999% of the mission, exit out, load up, go back in and finish, then bang you're on the other side.

It's not like you load up, do two weeks worth of missions during which you have zero access to all of the following: your super group base storage, player-to-player trade, email, and the market. Or if the devs have said somewhere that once you accept the first mission, you are locked out of all of that until you complete the side switch, please show me where.

So why would you assume you need to predict the market 2 weeks in advance? All you need is to know if you have a potential for profit right now.

Also, if it is a story arc, we might get merits out of it. I'd be amazed if it was a worthwhile amount though. Hell, it might be a great farm mission. Or even a decent farm mission. It could have novel mechanics that are particularly fun and people want to reply it for that. As an example, I love the faultline missions for the four-way EB/hero fight in the climax. Again, until it is implemented we won't know for sure. Assuming there will be zero rewards or it will take too much time is just as premature as assuming it will be easy and profitable.
  11. Interesting slotting on healing flames. Nice to see something other than doctored wounds all the time. Heh.

Swapping hover and fly for combat jump and super jump is pretty straightforward.

But which of the later ones to pull for rise of the pheonix?

Actually that's a good question, what level of enhancement do you need to hit 90% chance to hit against +2s? If I'm not mistaken I *think* your 60% gives a 90% chance to hit +2s? Barring any teammate buffs and enemy defenses.

I actually prefer fighting +0 or +1s. I generally don't like +2 through +4 because it is the exact same activity just for smaller numbers on them and bigger numbers on me. I play for the stories, and for the teammates. Not many do, especially people who've been around a while longer than me, y'all have gotten bored with the stories and find most of the play too easy. So, that's why I did add:

    Quote:
I find that about 25-30% accuracy against +0 con enemies is quite enough. If you run against +2s, then the higher accuracy from either triple Acc/Dam's or Fireheart's Yin O recommendation might be worth it.
    Quote:
Or, learn to love the Accuracy. That's what I did!
The trick that I have found is that especially at low level while accuracy helps a lot, it isn't enough by itself. Getting some damage and end reduction is an enormous advantage. But those are, as you said, less important than Accuracy. Spreading the love with a bit of damage and end, makes a huge difference for me early on. Getting a lot of accuracy alone, I end up resting a lot more often between fights. Getting accuracy plus more = better. That's all I was saying.

The key issue, as you said, is you need three slots per SO using triples. It's doable, but not always worth it. If you want more than just accuracy, in my experience it's been worth it.

Especially worth getting the early help slotting the armors.

Per the scrapper forum testing in "the results are in" with proper fury mitigation brutes work out to approximately a 3% damage advantage over scrappers. But then they have the hit points advantage built in as well.

That said, fury also makes you vulnerable to fits and starts. If you are interrupted often by real life and can't just storm through a mission, a scrapper will have an advantage where the brute will be constantly starting over from scratch.

    Quote:
The other major thing Brutes have in their favor is an Epic Power called 'Darkest Night', which can effectively add 16% defense and 21% damage resistance to all enemies near an anchor of 25 feet. Being a debuff, it is applicable to your entire team, but it is also subject to the Purple Patch, and is less effective against AV's. It is therefore much easier for Brutes to build for high levels of mitigation regardless of what their Primary/Secondary is.
With going rogue this becomes irrelevant. Both sides will have access to both power sets.

**Granted, I had one small advantage - being Magic Origin, I had everything 2-slotted with Owl Talismans, from Yin's Market, so I have better than +60% Accuracy. I highly recommend it!
I also recommend using low-level IOs. A level 17 triple gives roughly the same bonuses as an even level SO and you can slot it at level 14. Level 20 duals give 32% instead of 33.3% and you can slot those as early as level 17.

Take a simple three-slot example: Acc, Dam, Endmod all SOs for 33.3%/33.3%/33.3%

    Or:
    Level 17 Acc/Dam/End/Recharge Pulverizing Fisticuffs
    Level 17 Acc/Dam/Recharge Pulverizing Fisticuffs
    Level 20 Dam/End Bonesnap

    Gives: 20.4%Acc/36.0%Dam/25.5%End/20.4%Rchg

Only one of them is at all expensive (the quad). If you do the Bonesnap at level 17 you are equal but not better to the SOs and you can slot it at the same level 14. However, any origin can benefit this way.

If you wait until you are level 22 you could do a lot better with level 25 versions of the Smashing Haymaker Dam/End/Recharge and both Focused Smite triples

    Or just go with
    Bonesnap Acc/Dam Level 17
    Pounding Slugfest Acc/Dam Level 17
    Pounding Slugfest Dam/End Level 17

    Gives you
27.2%Acc/40.8%Dam/12.6%End bonus. And 8% regen, which is something worth considering on an iron-man character. Or go with three Acc/Dam IOs for 40.8% Acc/40.8% Dam. with no regen bonus. I dunno, I think I like 40%/40% more than just 60% accuracy. Especially since it will still be 40%/40% when I'm level 50 and the Yin O's will be 0/0 before level 22.

That probably could be bought with the inf you get off of your large Insps from the tutorial. I regularly get 350k+ for mine but I'm patient. If you just list them for 5inf each and pray, you might get as low as 20k.

I find that about 25-30% accuracy against +0 con enemies is quite enough. If you run against +2s, then the higher accuracy from either triple Acc/Dam's or Fireheart's Yin O recommendation might be worth it.

Stacking the Res/Endurance IOs from Impervium Armor, Reactive Armor, and Impervious Skin is also very cheap and can net you a very noticeable advantage early on. Again, if we pretend all level 17 IOs and three slots, that's 24.6% Res/40.8% End available to you as early as level 14, you should be able to buy each of the recipes for 50k, and the crafting costs will be 18k each, ingredients should be free if you're careful to save the right ones. Only expensive ingredients are the Page from the Malleus Mundi for Impervium Armor and the Ancient Artifact for Reactive Armor. Those can each go for over 20k.

It's a shame resistance doesn't have any cheap set with bonuses like Serendipity. Picking up health, regen and accuracy before level 15 would be very nice.
  15. I'm on a Mac so Mids doesn't exist for me. Can you post that out longform? My only tool is suckerpunch's online planner.

    Thank you!

Also, how well do you find melee over S/L working out? I know with the resist-based sets it is pretty easy to go either way, though Melee does come in bigger chunks, it takes more slots.

You will get Pool A drops at the level of the enemy. But Pool B (mission complete) and C (merit) are your level. Those last two are also vastly more valuable and in demand than pool A. Think Luck of the Gambler Recharge% and Numina's Unique. Both of which are more valuable at lower level.

Additionally, as mentioned for set bonuses, some people want whole sets at level 32, 33, or 35. 32 is for taskforces and Oroboros merit farming (many of the good ones are level 29 or higher so level 32 is the ideal IO for them). 33 is for Siren's Call PVP, which is one of the most popular zones. 35 is a good, generic "I like to exemplar but I have no idea what level I will operate at" baseline where even the single attribute IOs give more than a level 53 SO.

Those three levels are most popular, but people buy and ask for almost any level from 24 on up. Hell a few people have been looking for level 18 IOs to customize characters for speed Posi runs.
  17. I played Mercs Dark to 50. the character has been banished to I forget which server to free up a slot on Virtue. I don't think I'll ever bother with it again unless for some reason they do massively overhaul mercs.

Hell, I burned a server transfer and two respecs to pull a couple dozen million inf worth of IOs out of the character to give them to someone else for free. The character is that worthless to me.

And you might think they're ranged, but the medic and one other soldier love running into melee. Your spec ops won't run out of melee if the enemy closes with them. And the commando is a frikking moron who opens on big groups with aoe knockback to scatter them for low damage, then unloads on one lone guy with all his aoe damage powers. Then runs up to someone else and just stands there looking at him without attacking for a while. He's dumber than the bruiser ever was.

Go thugs if you want ranged power.

Here is a strategy that works great for me: You have two builds. Get one to use cheap but good sets. Smashing Haymaker instead of Kinetic Combat. Multistrike and Scirrocco's Dervish instead of Obliteration. Ruin and Maelstrom's Fury instead of Thunderstrike and Devastation. You'll be powerful and competent, but not godlike. You will, however be perfectly capable of farming very effectively. Call this build A. Have your second build setup to hold the IOs from your multi-billion plan. Call this Build B. Play using Build A, but slowly fill in Build B as the drops show up and as you get things on the market. Once Build B is 80% finished it should be playable and better than Build A. Then Switch over. Use Build A for exemplaring and lower-level taskforces.

I do this on all my characters and it works really, really well. It is dirt cheap and gives you a goal to work toward. And you really have your cake and get to eat it too.

    Power Surge

I don't use it much, but when I need it, it is vastly superior to the demonic aura accolade. Especially because of the duration. I've held off complete wipes because of it moved the enemy far enough away that the team could recover, rest up and get back in.

That said, one of my two builds doesn't have it. It is by no means necessary, but it is a very godly god mode. I keep a few purples a green and a blue for when it crashes. They see me through. Also I will sometimes step back and let it wear off in safety. Overall the crash is not the end of the world.

Actually, as I see it the one week per shift timer is completely irrelevant if you have 14 characters. Set them up so one finishes switching each day. Before completing the shift load the character up. You're moving goods fast enough that they're relevant when they arrive. Essentially all the timer does is determine how many characters you have to have going through the process.

which makes Silas' question the most relevant. One week, playing how many hours per day?

I mean, it's not like we care which character has the money since we'll be able to email it around. As long as one character completes the shift each day you get a full inventory load of goods swapping sides per day.
