My DM/ELA Tanks the LGTF without Power Surge, and you probably will be able to as well for the most part. Siphon Life offers significant survivability, but the knock down and stacking -endurance from Electric should fill in a bit.
Power Surge is much better on Brutes than it is on Scrappers because of the 90% resist cap that we have. The durability gap between having 75% and 90% resistance is huge. I socket it with 5 parts of Unbreakable Constraint, but 4 parts of Basilisk's Gaze grant some nice bonuses as well.
my elec/elec/mu can tank the LGTF without issue. Since Rikti are primarily energy base with some S/L you should be able to tank it without too much investment. I did it yesterday on my "damage" build which has 0 defense so if you can get some decent defense there shouldn't be any problem to tank the LGTF.
Also Power Surge is a great power but if you have a good build, you'll notice that you barely need to use it. As such I have removed it from my build and haven't really missed it that much. The crash hurts... A LOT.

He's fun.  On my Scrapper I very rarely used Power Surge, so I only put two slots in it. Is Power Surge worth slotting as a Brute? The one thing I know I'd like to do with him someday is that I'd like to Tank the Lady Grey TF with him, though I would appreciate any input anyone has about how he'll function in other SFs. |
Power Surge is the same thing as scrappers, but you get 90% res maximum instead of 75% because of Brute higher resist caps. Same timer, same crash, same thing, better res because it's a Brute.
I don't use it much, but when I need it, it is vastly superior to the demonic aura accolade. Especially because of the duration. I've held off complete wipes because of it moved the enemy far enough away that the team could recover, rest up and get back in.
That said, one of my two builds doesn't have it. It is by no means necessary, but it is a very godly god mode. I keep a few purples a green and a blue for when it crashes. They see me through. Also I will sometimes step back and let it wear off in safety. Overall the crash is not the end of the world.
