How to make the lowest level capped Scrap?

Well, I also made one that's actually playable but I'm not sure that I picked the best dual blade powers. It has the side effect of having a stealth IO in CJ and the Stealth power [need to take powers you don't need to slot.]
Missed by that much...43.7 on both Melee and Ranged.

This is a build that Werner had posted up awhile ago and its softcapped to all positions with just SOs (and Steadfast +3 def) by 35
Given you only get 3 attacks, maybe it could help give some ideas?

Don't know if you noticed but you forgot to slot the Steadfast +3 def in the 2nd build you posted which would kick you up over the softcap

I put some ToD and Mako in Werner's and it just got messy. Changing the def sets to Kismet and Gifts for the recovery, or LotG if there were only three. This lowered the AoE a tad, but the others were stupidly high [48ish Ranged and 53ish melee].
I think it's pretty clear that for capping that SR is the way to go. And I like a build were you don't have to deal with KC or Oblits. Those jsut make me feel like I'm getting ripped off.
Due to the strength of the enhancements, I'm not sure anything could be capped at or below 25.
Oh, and I didn't notice I forgott he Steadfast +3%. Groovy.

Cost of a single SO from level 22 to 50: 200k+ Cost of a crafted generic if you have it memorized at level 25: 60k. Cost of some of the crap doubles and triples if someone else crafted it: 150k to 250k. Cost of crap doubles and triples uncrafted: 5k +crafting fees.|

Well, to further get off topic, generic IOs are still not the best. You an frankenslot, say ranged acc/dam, pick that up from 9+ different sets. Just grab the ones that are cheap. And often some of the "low level" and unloved sets do go to higher levels and are dirt cheap. Also, even if you don't care about kb, or detest it, there are acc/end or acc/rech, etc, to be found there too. Even in slows, etc. You can get better numbers cheap.
Though I agree. Three lv 25 heal IOs in Health will last you the full game where you have to shell out cash every 5 levels with the SOs.
And with Set IOs you can pick up tiny bonuses. Slugfest gets 10% regen from just two dumpster-dive IOs. Doing a cost comparison with the health set uniques makes no picking up the slug 2 bonus a no-brainer [if you're not building for something else with a set of IOs, which is not what we're talking about.]
True, this advice isn't so helpful for your intent. The only dirt cheap defense set bonus I know of is in rectified reticle. Where you can get 1% S/L for 2-slotting. But the near total loss of recharge in a power like build up is painful. Only works for things like tactics... oh wait, no end reduction...
But Smashing Haymaker is surprisingly affordable. And put in two Acc/* or Acc/*/* for your last two slots and you're good to go. Not kinetic combat by any stretch, but redside, I picked up 2 full sets at level 25 and 4 at 35 for less than 2 million total. As placeholders for later, or for you trying to get setup as low as possible, they are valuable.
If you're looking positional, they're not as good though.

Generi-rech IO is pretty good.
Put in another Generi-rech and you're cookin' especially in higher levels. Also, 1.88% rounds to 2.
And you're right, you can't, at all, build for positional cheap...oh, except Werner's demon magic up there. Bad craziness.

Is it softcapped? No. Does it achieve anything special at low levels? No. But the average player can build it without too much trouble, and that's something that makes me happy inside.

I craft basic IO at 12, replace with SO at 22 then combine and fill empty slots with SO at 27 then replace with craft basic IO at 32 and fill up the empty slots as I level up to 50 with that.
I tried to check how much it would cost me to frankenslot to get as good % and some IO were more expensive than what it costs me to fillup my whole lvl 32.

A level +3 SO gives 38.33% you can slot it at 22
A level 20 triple IO gives 38.40% you can slot it at 17
A level 24 dual IO gives 38.40% you can slot it at 21
Both are higher (barely) than +3 SOs and you can slot them sooner. I pretty much don't use SOs anymore unless they drop and I have a hole and they fit in it.

I also got a Cleaving blow Dam/End for about the same price and a crafted Scirroco's dervish acc/dam/end for a smidge under 1.1m (that was still cheaper than the rare salvage used to make it).
Enormous difference if you go for the cheap sets (cleaving blow and multistrike) over the expensive ones (scirrocco's and Eradication, especially Oblit). A level 35 SO is 40k. I got a vastly superior IO for 82k.

Why would you lock a toon (I'm genuinely curious)? Wouldn't it be better to level the toon to, say, 32 so you can slot things like Stamina and some endred in toggles and then lock it and exemplar via ourobouros if you wanna go to dark astoria or something? In TFs you'll be auto exemplared anyway.
Possibly to get recipes at a certain level when they drop.
Now I may be wrong because I havent done this for awhile, but if youre 40, 50 and exemp via Ouro to 26-30 for example and go to Dark Astoria don't you get lvl 26-30 recipes depending on enemies levels??

However, I think the reason I will lock a toon again, and I will, is becasue I love certain parts of the game that pass too fast. I love the 20s. I locked and totally IOed a 25. You'd be amazed what IOing at 25 can do compared to the others. It's the bonuses. Rech ftw.
Alledgedly, 33 is the level to lock at. Something to do with PvP or something. I don't pay attention that much. But locking is something you can learn more about in the Marketing forum.
I didn't make any mad cash, or even anything resembling it, by locking. But it was fun.

Additionally, as mentioned for set bonuses, some people want whole sets at level 32, 33, or 35. 32 is for taskforces and Oroboros merit farming (many of the good ones are level 29 or higher so level 32 is the ideal IO for them). 33 is for Siren's Call PVP, which is one of the most popular zones. 35 is a good, generic "I like to exemplar but I have no idea what level I will operate at" baseline where even the single attribute IOs give more than a level 53 SO.
Those three levels are most popular, but people buy and ask for almost any level from 24 on up. Hell a few people have been looking for level 18 IOs to customize characters for speed Posi runs.

Merit rolls are at your level, which is the normal reason for locking a toon at 33 so you can drop the maximum level IOs useful in Siren's.

I noticed that like a day after I did the sig and I've been surprized no one noticed the two.
I was trying to figure this one out. First I tried with a /SR that you can get all the melee and range by 26ish. I forget what the primary was, but I couldn't get out of the 30s at that level.
Some of you will know off the top of your head.
And I'm not just doing this as an excesize, I've locked toons before. Allows them to be godlike, did this for a fire/ice blaster at 25 and might lock her again.
And I don't consider katana's DA to be true defense.

Here's what I just made. A not totally broken 27 /SR shooting over melee and ranged cap by 2.3%. I could trade out an Oblit to bring the cost down and get some elsewhere. It's technically playable, though things like Stamina couldn't be slotted as I only went to 27 for the slots.
