Mino if you can answer me... I'm gonna respec my fire/kin (I like to play him more than farming). Some people at the R. Offenders channel are telling me that if I'm exemped to say, 32, a 35 Lotg +rech WILL work even if it's slotted on a greyed out power like Maneuvers which is late in the build. Or say, a crushing impact set in Seismic Smash (level 44 or 47 power) would have its bonuses work at 32 if I exemp.
I thought greyed out powers didn't grant set bonuses, am I wrong then?

But to save you the trouble: some will some won't, Gambler's Recharge will.
There are global bonuses like Gambler that will work even if the power is off/grey but you are within 3 levels of the IO. Then there are Procs where you need to have the power active, like Kismet's Accuracy, or the Numina Heal. So it depends on the IO in question.
The -kb IOs are also Global. By the way. Get 'em as low-level as you can.
